A partir do próximo domingo, 2 de outubro, no São Paulo Expo, a ABES realizará seu 29º Congresso Brasileiro de Engenharia Sanitária e Ambiental, desta vez, juntamente com a Fenasan, da AESabesp (Associação dos Engenheiros da Sabesp), formando o Congresso ABES Fenasan 2017, o maior encontro de Saneamento Ambiental das Américas.
O vice-presidente nacional da ABES, Carlos Alberto Rosito, é associado da ABES desde 1967 (veja aqui http://abes-dn.org.br/?p=10830) e estará participando de seu 24º Congresso.
Neste depoimento, Rosito fala sobre essa experiência nos Congressos da ABES e de como os encontros nacionais promovidos pela entidade contribuíram para a melhoria do setor e para as políticas públicas de saneamento no país.

“O primeiro Congresso ABES, como o primeiro amor, nunca se esquece!
O meu, já como profissional, foi o quinto Congresso, realizado no Recife, em meados de 1969!
Na realidade, em 1963 quando cursava Engenharia Civil na EE da URGS, a Escola havia hospedado o segundo Congresso Brasileiro, então promovido pelo Capítulo Brasileiro da AIDIS. Nosso caro Professor Eduardo Pacheco Jordão, se não me engana a memória, já estava lá. Um “jovem” um pouco mais “experiente” e, sem dúvida, muito mais brilhante do que eu!
Havia pouco mais de um mês, naqueles meados de 1969, eu havia trocado a CORSAN, pela então Barbará, hoje Saint-Gobain Canalização.
Não imaginava que ficaria em minha nova empresa por mais de quatro décadas, nem que iria assistir a todos, ou quase todos os 23 Congressos que se seguiriam.
Aquele quinto Congresso já era um sucesso, apesar das dificuldades logísticas.
Os hotéis estavam todos com lotação esgotada e alguns colegas ficaram hospedados em navios ancorados no Porto do Recife.
O meu time Barbará teve que se dividir entre dois hotéis. Eu fiquei no Hotel 4 de Outubro, localizado em frente ao então presídio da capital pernambucana, onde hoje está instalado um interessante mercado folclórico. Éramos quatro no mesmo quarto, e não por economia.
O Congresso foi hospedado no Estádio da Ilha do Retiro e as apresentações orais dos trabalhos técnicos tinham lugar em espaços embaixo das arquibancadas. Uma pequena lousa preta ou verde, giz, apagador e apresentadores entusiasmados, diante de uma audiência que acompanhava em pé as exposições.
Lá estavam as figuras que eu já admirava do cenário nacional: Max Lothar Hess, José Martiniano de Azevedo Netto, Eduardo Riomey Yassuda, Ataulpho Coutinho, Enaldo Cravo Peixoto, José Roberto do Rego Monteiro!
Ainda não me fugiu da memória a minha satisfação por poder compartilhar uma mesa de chopp, ao final de uma daquelas tardes, na praia da Boa Viagem, na companhia, entre outros, de Max Lothar Hess e Azevedo Netto.
Empilhavam-se as cartelas que acompanhavam cada copo e o grande e sanguine Max, além do papo gostoso, foi o campeão em número de copos degustados.
O PLANASA, que viria revolucionar o saneamento no Brasil nos próximo 15 anos, dava os seus primeiros passos.
Dos 90 milhões de brasileiros de então, em torno de 50 milhões viviam nas cidades e ainda havia 40 milhões de patrícios nas áreas rurais.
Mesmo nas cidades a cobertura dos serviços era reduzida:
– no que respeita ao abastecimento de água , 25milhões servidos por rede de distribuição e outros 25 milhões sem conexão domiciliar.
– a coleta de esgoto atendia apenas 10 milhões , ou 20%, os outros 40 milhões ou 80% não dispunham de coletor para conexão .
Resultado terrível: de cada mil brasileirinhos nascidos vivos, 180 morriam antes de completar um ano de vida, em sua maioria devido a doenças de origem hídrica.
Os Congressos foram se sucedendo e recordo que em um deles, no início dos anos 1980, com o PLANASA fazendo grande sucesso, havíamos obtido o compromisso do Presidente Figueiredo de comparecer (João Baptista de Oliveira Figueiredo, presidente do Brasil entre 1979 a 1985).
Falta de sorte dele e do Congresso: na semana anterior ao evento o então Presidente sofreu um enfarte e mudou o roteiro de sua viagem: seguiu para Cleveland, nos Estados Unidos, ao invés de se juntar a nós no Ceará.
De lá para cá os Congressos e os serviços públicos de água e esgoto evoluíram. Não tanto quanto desejávamos, mas de qualquer forma de maneira relevante.
O atendimento em água, nas cidades, já ultrapassa 95%, embora ainda haja um bom caminho a percorrer em matéria de qualidade e sustentabilidade do serviço.
Na média, a coleta de esgoto ultrapassou os 50% e o tratamento dos esgotos gerados está em torno de 40%.
A boa notícia: a mortalidade infantil média no Brasil despencou dos 180 por mil nascidos vivos, de 1969, para apenas 15!!!
Segundo dados do SNIS 2014, 236 cidades já estavam então universalizadas em matéria de distribuição de água, coleta e tratamento de esgotos.
Infelizmente tal resultado positivo é muito concentrado no Estado de São Paulo, onde se localizam mais de 80% das cidades universalizadas. Os outros 20% se concentram em 3 estados: Minas Gerais, Goiás e Paraná. Neste último se localiza a única capital já universalizada: Curitiba!
Ainda há muito por fazer, mas algo foi feito nestes quase 50 anos.
O 29º Congresso, a ser realizado em São Paulo de 2 a 6 de outubro, em que pese o entorno econômico difícil , será um sucesso.
Mais de 5000 participantes e uma Feira com mais de 200 estandes.
Sem dúvida alguma o maior evento do setor de água na América Latina!”
