As Câmaras Temáticas Da ABES realizaram série da atividades em todo o país. Foram eventos de alta qualidade técnica que enriqueceram e qualificaram o debate do Setor de Saneamento. Veja a seguir:

 

CT Saúde Ambiental

Coordenação: Roseane Garcia Lopes Garcia

A CT foi lançada no Congresso ABES Fenasan 2017, durante a Conferência Livre de Saúde, um evento inédito nos congressos da ABES. A Conferência debateu o tema “Saneamento no Território: Como integrar as ações entre os setores de saneamento e de saúde?” ( leia aqui).

CT Comunicação no Saneamento

Coordenação: Dante Ragazzi Pauli

A CT foi lançada em 20 de janeiro de 2017. Na oportunidade, foram divulgados dados do estudo “Situação do Saneamento Básico no Brasil – uma análise com base na PNAD 2015”, realizado pela ABES com base na PNAD 2015 – acerca das condições do saneamento no país (leia mais aqui); 

Lançou, em 21 de março de 2017, o diagnóstico sobre Regulação no Brasil – projeto ABES/BID;

Participou, no dia 22 de março, Dia Mundial da Água, da mesa de discussão “O Futuro das Cidades-Água: Poluição, Desperdício e Escassez”, promovido pela Envolverde – Jornalismo & Sustentabilidade;

Realizou, durante o Congresso ABES Fenasan 2017, que ocorreu de 2 a 6 de outubro, em São Paulo/SP, uma discussão inédita sobre o papel da comunicação no setor de Saneamento e lançou o Ranking da Universalização do Saneamento no Brasil.

 

CNQA – Comitê Nacional da Qualidade ABES

Coordenação: Rosana Dias, Maria Ângela Dumont Sargaço (adjunta) e Marcio Romero (secretário)

Com nova coordenação, trouxe diversas novidades para a realização do PNQS – Prêmio Nacional de Qualidade em Saneamento, que teve sua cerimônia e seminários de benchmarking realizados em Aracaju/SE, em novembro de 2017 com a participação de mais de 450 pessoas (leia mais aqui).

O PNQS voltou a ter periodicidade anual, com três grandes novas premiações: a criação da categoria AMEGSA – AS Melhores em Gestão no Saneamento Ambiental, que reune as avaliações nos níveis Básico, I, II, III, IV e neste ano foi a criada IV Plus – troféu Rubi, voltada a organizações que ganharam o nível IV nos últimos três ciclos e continuam trabalhando pela excelência da gestão; a criação do PEOS – Prêmio Eficiência Operacional no Saneamento, que neste ano focou o tema redução de perdas de água, idealizado em parceria com a CT Gestão de Perdas e Eficiência Energética; e a criação do SQFSA – Selo de Qualidade do Fornecedor da Prestação de Serviços de Saneamento Ambiental, concebido em parceria com a CT Prestação de Serviços e Relacionamento com Clientes, voltados para os fornecedores de serviços. Além disso, foram criadas as subcategorias temáticas no IGS – Inovação da Gestão no Saneamento (Água, Esgoto e Efluentes Industriais, Manejo de Águas Pluviais, Resíduos Sólidos, Clientes, Apoio e Socioambiental) e não há mais limite de cases vencedores por região.

Outra novidade importante foi a participação de profissionais das empresas de saneamento na Banca Examinadora PNQS, categoria AMEGSA, como acompanhantes do Examinador Sênior, possibilitando a troca de experiência e ampliação da visão do trabalho no setor.

Inovou na organização dos seminários de benchmarking, com a apresentação de painéis de debate, e intensificou a interatividade com o uso de ferramentas online de comunicação para webinars e o anúncio das ganhadoras de 2017 (ao vivo).

No Congresso ABES Fenasan 2017, o CNQA realizou o painel O PNQS e os resultados para as empresas de saneamento.

 

CT Dessalinização e Reúso

Coordenação: Renato Giani Ramos

Realizou, juntamente com a ABES-CE, o I Simpósio Nacional sobre Dessalinização e Reúso, que aconteceu em Fortaleza, no Ceará, no dia 23 de março de 2017 (leia mais aqui);

Promoveu, em 20 de outubro de 2017, o debate “Estresse Hídrico em São Paulo”. O evento ocorreu no âmbito do Congresso Mundial sobre Dessalinização e Reúso de Águas na América Latina, promovido pela Associação Internacional de Dessalinização (IDA) e aconteceu no Sheraton World Trade Center, em São Paulo/SP;

Participou em Maceió/AL do workshop de Dessalinização e Reúso, do workshop sobre Dessalinização e Reúso, realizado em João Pessoa/PB;

Realizou, no Congresso ABES/Fenasan 2017, o painel “Novas tecnologias, experiência e viabilidade de reúso e dessalinização”.

Esteve presente em evento preparatório para o 8º Fórum Mundial da Água etapa São Paulo, realizado em 14 de dezembro.

CT Drenagem e Manejo de Águas Pluviais

Coordenação: Luiz Fernado Orsini

A Câmara Temática de Drenagem e Manejo de Águas Pluviais foi lançada no Congresso ABES Fenasan 2017, em outubro e está em fase de organização (veja aqui);

Durante o lançamento da Câmara, 46 pessoas presentes assinaram a lista de adesão. Uma pesquisa foi enviada a todos os interessados e foram obtidas 23 respostas. Com base nessas respostas será definida a programação para 2018.

Está sendo programada uma reunião com o Luís Eduardo Grisotto, diretor da ABES-SP e coordenador da Câmara Técnica de Recursos Hídricos da entidade, e outros interessados para organizar essa agenda. Em princípio, essa reunião será no dia 04 de janeiro de 2018. Mais informações serão divulgadas em breve.

 

 

CT Gestão de Perdas e Eficiência Energética

Coordenação: Ricardo Röver Machado e César Rehnolt Meyer (adjunto)

O ano de 2017 foi de muitas realizações para a Câmara Temática de Gestão de Perdas e Eficiência Energética, que trabalha com diretrizes estratégicas centradas nos três pilares da gestão operacional: Pessoas, Tecnologias e Processos.

Neste ano concretizou-se o sonho de oferecer aos associados e profissionais interessados quatro cursos EAD (UNIABES, a maior plataforma EAD de cursos para o Saneamento Ambiental) na área de gestão de perdas, coordenados com muita competência pelo Engº Mário Baggio. São eles: o “Curso Básico de Controle e Redução de Perdas”, “Formulação e Execução de Estratégia de Redução e Controle de Perdas”, “Redução e Controle de Perdas Aparentes: Gerenciando a Micromedição” e “Redução e Controle de Perdas Reais: Gerenciando a Macromedição”. Várias turmas já ocorreram e as atividades são continuadas: as inscrições estão abertas aqui.

A CT celebrou também a realização do IV Seminário de Gestão e Controle de Perdas de Água, realizado em Curitiba/PR (leia mais aqui), trazendo temas importantes para a formação dos profissionais presentes no campo do conhecimento, das tecnologias e procedimentos. Na plateia, profissionais de todas as regiões do Brasil recebendo informações técnicas e práticas de excelentes palestrantes. Neste evento foi lançada a Câmara Temática de Gestão de Perdas e Eficiência Energética do Paraná, a exemplo das excelentes CT de Santa Catarina e do Rio Grande do Sul, muito atuantes e que realizaram diversas reuniões ao longo de 2017.

A CT teve, ainda, a honra de participar da elaboração do Prêmio Eficiência Operacional no Saneamento –PEOS, uma inovação do PNQS que teve neste ano um enfoque especial à Gestão de Perdas. O PEOS foi um grande sucesso com grande mobilização de empresas de Norte a Sul do país.

A participação no Congresso ABES Fenasan 2017 foi muito significativa. O painel organizado pela CT contou com qualificados participantes e ótima participação da plateia. Foram apresentados cases de sucesso e conhecimentos muito significativos, garantido a sua aplicabilidade prática no dia a dia dos profissionais presentes.

As reuniões da CT também foram inovadas: de modo a dar maior possibilidade de participação aos representantes das seccionais, a primeira reunião foi realizada pela internet, em videoconferência, com participação significativamente qualificada. Também foi realizada reunião presencial durante o Congresso ABES/Fenasan 2017.

Para dar mais agilidade ao fluxo de informações e conhecimentos, estruturou-se em 2017 a página da CT no site nacional da ABES. Agora há informações sobre eventos, notícias, nossos contatos e até um fórum de participação. Há um destaque especial à biblioteca organizada de modo criterioso pelo Engº Jairo Tardelli, onde é possível encontrar manuais práticos (AESBE, PNCDA, Ministério das Cidades, etc.), trabalhos acadêmicos e publicações diversas, garantindo aos que acessam um conjunto qualificadíssimo de informações sobre gestão de perdas e eficiência energética.

E fique atento: 2018 terá muitas realizações para esta atuante Câmara Temática de Gestão de Perdas e Eficiência Energética.

 

 

CT Indicadores de Desempenho para o Saneamento Ambiental

Coordenador: Sandro Adriani Camargo

Participou do IV Seminário de Gestão e Controle de Perdas de Água em Curitiba. Na ocasião, Sandro Camargo ministrou a palestra “A Credibilidade dos Indicadores na Gestão de Perdas” (leia aqui);

Definiu temas, palestrantes e contados para o painel “A Gestão e a Medição do Desempenho no Saneamento”, incluído na programação do Congresso da ABES Fenasan 2017.

Apoiou a elaboração dos instrumentos de avaliação do Prêmio Eficiência Operacional (PEOS) do PNQS.

Os integrantes da CTIDSA participaram da reunião do CNQA, realizada durante o Congresso da ABES em São Paulo para alinhamento de informações e direcionamento de ações;

Foram realizadas duas reuniões presenciais da CTIDSA: uma durante o Congresso ABES Fenasan 2017 e a outra na DESO, em Aracaju, na manhã que antecedeu o Seminário do PNQS 2017, em novembro. Diversos assuntos foram discutidos, com o foco principal de atualização e adequação do Guia de Referência para a Medição do Desempenho (GRMD) para mantê-lo como instrumento de apoio para a gestão das organizações que atuam no setor de saneamento ambiental;

No Congresso ABES Fenasan 2017, realizou o Painel “A Gestão e a Medição do Desempenho no Saneamento Casos Práticos”.

 

CT Qualidade de Produtos Químicos

Coordenação: Maria Cristina Coimbra Marodi  Vasti Ribeiro Facincani (adjunta)

A Câmara Temática de Qualidade de Produtos Químicos – CTQPQ desde 1998 vem atuando de forma crescente no setor de saneamento, com o objetivo principal de proteção da água de consumo humano, visando à saúde da população abastecida.

Por meio de estreita parceria, trabalha com a Comissão de Estudos CE 10.105.07 da ABNT/CB 10, que elabora e revisa normas técnicas brasileiras relativas a produtos químicos utilizados em saneamento básico – água e esgotos. Assim foi que, durante cinco anos, a CTQPQ orquestrou gigantesco trabalho, a mais de 180 mãos, obtendo como fruto a publicação, em 2009, da norma técnica ABNT NBR 15.784. Essa Norma possibilitou o estabelecimento de regras, até então inexistentes no País, para se fazer cumprir uma das exigências da Legislação de Potabilidade de água do Ministério da Saúde, no que diz respeito à qualidade dos produtos químicos utilizados no tratamento da água.

Acompanhando o dinamismo evolutivo do conhecimento humano e dos avanços tecnológicos, a CTQPQ tem estado fortemente presente e atuante nos processos de melhoria contínua, pelos quais tem passado a ABNT NBR 15.784, tais como a revisão realizada em 2011/2012 e a emenda decorrente das várias reuniões de discussões técnicas ocorridas durante os anos de 2016 e 2017.

A CTQPQ – ABES também possui forte interface com a Câmara Técnica de Controle de Qualidade – CTCQ da AESBE (Associação das Empresas de Saneamento Básico Estaduais), onde identifica oportunidades de melhoria para o processo e continuamente orienta e fornece esclarecimentos às operadoras vinculadas,  quanto ao procedimento correto para cumprir a exigência legal do controle de qualidade dos produtos químicos por parte do fornecedor, e quanto ao encaminhamento dos documentos comprobatórios deste cumprimento aos órgãos da saúde.

Em função dessa postura dinâmica e atuação em vários fóruns, a sistemática desenhada e os documentos propostos pela CTQPQ foram oficialmente reconhecidos, referendados e regulamentados pelo Ministério da Saúde por meio da NI 157/2015 e o cumprimento dessa exigência legal foi implementado no País.

Além dessas atividades conjuntas com a CE 10.105.07 e dinâmica interface com CTCQ da AESBE, a CTQPQ realizou durante o Congresso ABES Fenasan 2017 a Mesa Redonda “Controle de Qualidade de Produto Químico – Pontos críticos e desempenho dos agentes envolvidos”, frente ao padrão de atuação desejável. A Mesa foi dividida em 3 painéis, onde foram debatidos o controle de qualidade de produtos químicos implantado no País, visando o seu aprimoramento, as origens das potenciais impurezas e o desempenho dos fornecedores e dos laboratórios de terceira parte, envolvidos nesse processo.

Dando continuidade ao debatido e decidido na Mesa Redonda de 03/10/2017 e na reunião da CTQPQ ocorrida logo após o evento, está previsto para 23 de março de 2018, o 4ª Workshop da CTQPQ, que deverá acontecer na sede da ABES, no Rio de Janeiro.  Na oportunidade, deverão ser discutidos temas relativos ao Termo de Referência, utilizado em Editais Licitatórios, para a aquisição de produtos químicos utilizados em tratamento de água potável, com vistas ao seu aperfeiçoamento.

Além dessas atividades, a CTQPQ não tem perdido a oportunidade de se pronunciar em veículos de informação do Setor, como foi o caso da edição de número 84 da Revista Bio, do período de Jul/Set/2017.

 

CT Gestão de Recursos Hídricos

Coordenação: Célia Rennó/nova coordenação: Josivan Cardoso

Realizou o I Seminário Nacional de Recursos Hídricos (agosto, em Vitória), em parceria com a ABES-ES.

Promoveu, em 5 de outubro, no Congresso ABES Fenasan 2017, o painel “Saneamento nas Prioridades, Ações e Metas do Plano Nacional de Recursos Hídricos para 2016-2020” (veja aqui).

 

 

CT Resíduos Sólidos

Coordenação: Heliana Kátia Campos/nova coordenação: Bárbara Cavalcanti 

Participou, entre os dias 24 e 25 de abril de 2017, em Santiago, no Chile, de encontro latino-americano para debater o tema resíduos sólidos. Na ocasião, a coordenadora da CT, Heliana Kátia Campos, representou a ABES no evento promovido pela Climate and Clean Air Coalition – Mitigação de Poluentes Atmosféricos de Vida Curta do Setor de Resíduos Sólidos Municipais;

Realizou a palestra “Programa de reciclagem com catadores de lixo”, no Simpósio de Gestão de Saneamento Ambiental em Áreas de Vulnerabilidade Socioambiental, promovido em Salvador/BA pela CT Prestação de Serviços e Relacionamento com Clientes, com apoio da ABES. Evento ocorreu em 19 de maio de 2017;

Promoveu duas grandes discussões no dia 4 de outubro, durante o Congresso ABES Fenasan 2017: o painel “A crise econômica e os impactos na gestão dos resíduos no Brasil” e o V Fórum de Resíduos Sólidos, que teve como tema “A elaboração dos planos de gestão integrada dos resíduos como ponto de partida para a organização do setor” (veja mais aqui).

 

CT Saneamento Rural

Coordenação: Mônica Bicalho Pinto Rodrigues

Participou do VIII Seminário de Gestão dos SISARs e Centrais e I Encontro Nacional de Gestores Comunitários de Água, realizado, entre os dias 24 e 26 de maio de 2017, e Guaraciaba do Norte, no Ceará.

Integrou a Oficina Regional Sudeste do Programa Nacional de Saneamento Rural, que ocorreu entre os dias 5 e 7 de junho de 2017, em Belo Horizonte, Minas Gerais. Na ocasião, a CT participou de discussões nos Grupos de Trabalho Abastecimento de Água, Esgotamento Sanitário, Resíduos Sólidos e Manejo de Águas Pluviais.

Marcou presença no 47º Congresso Nacional de Saneamento da Assemae, em 21 de junho, em Campinas/SP. Mônica Bicalho foi palestrante da Mesa Redonda “Programa Nacional de Saneamento Rural”.

Participou, em agosto, da Banca Avaliadora, composta por 15 jurados de todo o Brasil, que analisou e avaliou tecnologias inscritas na 1ª Chamada de Soluções do Programa Água + Acesso, promovido por World-Transforming Technologies- WTT , Instituto Coca-Cola Brasil e Fundación Avina.

Organizou a Mesa Redonda “O Novo Rural: Planejamento e Parcerias para soluções negociadas no Saneamento Rural”, durante o Congresso ABES/Fenasan 2017, realizado entre os dias 2 e 6 de outubro, em São Paulo/SP.

Esteve presente na Reunião de Trabalho promovida pelo Banco Mundial, Instituto Coca-Cola Brasil e Fundación Avina, com foco na promoção e ampliação do acesso à água e saneamento rural no Brasil, dia 11 de dezembro, em Brasília/DF.

Atividades previstas para o 1º Semestre de 2018

IX Seminário Nacional e IV Encontro Latino-americano de Saneamento Rural, maio de 2018, em Quixadá, Ceará. O evento será realizado em parceria com SISARs e Centrais, de forma simultânea ao seu “Seminário de Gestão”.

Participação no Sibesa, em junho de 2018, na Mesa Redonda de Saneamento Rural. Ainda serão definidos o nome, palestrantes e debatedores a partir de fevereiro de 2018.

 

CT Prestação de Serviços e Relacionamento com Clientes

Coordenação: Samanta Oliveira e Juliana Almeida Dutra (adjunta)

Promoveu, em 19 de maio de 2017, em Salvador/BA, o primeiro Simpósio de Gestão de Saneamento Ambiental em Áreas de Vulnerabilidade Socioambiental (leia mais aqui); 

No Congresso ABES Fenasan 2017, realizou dois painéis, com os temas: “O novo cliente com o cenário de escassez hídrica: como era e como é atualmente a jornada deste cliente no setor de saneamento”; e “Perdas versus o papel do cliente e a atuação das concessionárias”.

Lançou, em parceria com o CNQA, No PNQS – Prêmio Nacional de Qualidade em Saneamento, o Selo da Qualidade do Fornecedor de Serviços de Saneamento Ambiental – SQFSA, uma das novidades do Prêmio em 2017.

“Em 2017 conseguimos pavimentar o caminho que nossa Câmara pretende trilhar, com o lançamento do selo estamos atuando na qualidade da prestação de serviços no setor de saneamento ambiental”, afirma Samanta Souza.

 

CT Tratamento de Esgoto

Coordenação: Edgard Faust Filho

Criou um Grupo de Trabalho em parceria com o INCT – ETEs Sustentáveis, para elaborar uma proposta de alteração da Resolução Conama 375/06. Ao logo do 1° semestre foram realizadas 3 reuniões;

Elaborou a proposta de 3 Painéis no Congresso ABES Fenasan 2017:

– ETEs Sustentáveis: pensando o futuro do tratamento de esgoto no Brasil

– Biogás: combustível para a promoção do setor de esgotamento sanitário no Brasil

– Reciclagem Agrícola do Lodo: Uma década da Conama 375/06 – Revisão ou Nova Resolução?;

Realizou uma reunião do Grupo de Trabalho em parceria com o INCT – ETEs Sustentáveis;

Preparou minuta da proposta, que está pronta para ser protocolada no Conama;

Coordenou 3 Painéis no Congresso ABES Fenasan 2017;

– ETEs Sustentáveis: pensando o futuro do tratamento de esgoto no Brasil

– Biogás: combustível para a promoção do setor de esgotamento sanitário no Brasil

– Reciclagem Agrícola do Lodo: Uma década da Conama 375/06 – Revisão ou Nova Resolução?

Ações previstas para 2018

Participação no seminário: “Uso de lodo de esgoto em solos: contribuições para a regulamentação no Brasil”, que ocorrerá em abril de 2018 na Universidade Federal de Minas Gerais – UFMG, em conjunto com o INCT – ETEs Sustentáveis;

Manter a frequência das reuniões da Coordenação;

Realizar uma Convocação Geral para reunião a ser realizada durante o Sibesa, em junho, em Curitiba, no Paraná;

Realizar reuniões do GT de Revisão do Conama 375/06, para acompanhamento do trabalho do Conama;

Participação no “Seminário Nacional Sobre Tratamento de Esgoto”, que será realizado em novembro de 2018, em Salvador, na Bahia.

 

CT Regulação e Tarifas

Participou do Seminário “Desafios da Regulação no Setor de Saneamento”, promovido pela ABES, no dia 30 de maio de 2017, em São Paulo/SP (leia aqui);
