O presidente nacional da ABES, Dante Ragazzi Pauli, e Luiz Roberto Gravina Pladevall, diretor da ABES Seção São Paulo – ABES-SP e presidente da Apecs – Associação Paulista de Empresas de Consultoria e Serviços em Saneamento e Meio Ambiente debateram, nesta sexta-feira, 11, na sede da Regional Sul 1 da Conferência Nacional dos Bispos do Brasil – CNBB, em São Paulo, a universalização do saneamento no país. O evento, que foi proposto pelo deputado federal João Paulo Papa, teve como motivo a Campanha da Fraternidade Ecumênica 2016 – que aborda o saneamento básico.
Além de Dante e Pladevall, o encontro contou com as participações de representantes do Trata Brasil; da Associação Nacional dos Serviços Municipais de Saneamento – Assemae; do Conselho Federal de Engenharia e Agronomia – Confea; da SOS Mata Atlântica e da Aesbe – Associação das Empresas de Saneamento Básico Estaduais, entre outras.
Em seu discurso, Dante falou sobre a importância da ABES e sua representatividade nacional, lembrando, ainda, da presença da entidade em mais de dez cidades de São Paulo – as subseções estaduais. Ele reforçou também a relevância da união entre a igreja e as entidades de saneamento como forma de atingir mais pessoas em todos os cantos do país. “A igreja tem um poder de capilaridade fantástico. Juntos, podemos agregar e fazer muito pelo Brasil”, ressaltou.
O presidente da ABES destacou o lançamento da campanha “Mais saneamento, menos zika”, realizado em 3 de março pela entidade, outra iniciativa importante de conscientização. “A campanha já começa a se espalhar pelo Brasil. Queremos engajar e acompanhar de mãos dadas com a CNBB a Campanha da Fraternidade”, afirmou, acrescentando que o saneamento tem de ser priorizado, de fato. “Não podemos deixar que saia da pauta. A mídia não pode deixar de falar de água e saneamento. Sabemos das dificuldades. O Brasil é um país muito grande. Queremos que o setor cresça de forma ordenada e estruturada, mesmo que leve mais tempo, senão ficaremos somente no discurso”, enfatizou.
Conquistas e desafios
Pladevall lembrou alguns acontecimentos importantes que marcaram o saneamento em 2015, entre os quais, a criação SubÁgua (Subcomissão da Universalização do Saneamento Básico e do Uso Racional da Água), presidida por João Paulo Papa. “Temos representantes preocupados com o saneamento que potencializa o trabalho em conjunto com a CNBB”, afirmou.
Outros destaques relevantes neste cenário, segundo o diretor da ABES-SP e presidente da Apecs, foram o reconhecimento da ONU de que, além da água, o saneamento também é um direito humano, e a constatação do relatório da Organização Mundial da Saúde, de 2015, de que para cada dólar investido em saneamento no mundo são economizados outros 4,3 dólares em saúde pública. “São parâmetros fundamentais para que nós tenhamos pautas em conjunto e possamos divulgar essas questões àquele grupo de marketing sobre a importância do saneamento”, pontuou Pladevall.
Pladevall ressaltou que só investimento não resolve o problema no Brasil. “É necessário ter planejamento, gestão e eficiência na engenharia a ser aplicada”, pontuou. “A Apecs tem condições de dar repostas às necessidades de engenharia no país. Temos enfatizado muito este ponto em várias reuniões com o Secretário Nacional de Saneamento, Paulo Ferreira, ressaltando que precisamos transformar o saneamento em uma política nacional, na qual se tenha clareza na disponibilidade de investimento nas ações a serem realizadas. Sem acompanhamento de gestão e planejamento dos processos e profissionais qualificados não sairemos do lugar”, afirmou.
Saneamento e saúde pública
Para Dom Pedro Luiz Stringhini, Bispo Diocesano de Mogi das Cruzes e vice-presidente da CNBB Regional Sul 1 (São Paulo), a campanha da “casa Comum nossa responsabilidade” é pertinente porque o tema está intrinsecamente ligado à saúde pública. “O saneamento é base para que as pessoas tenham saúde. Onde não tem água, não tem água tratada, rede de esgotos e tratamento tem proliferação de doenças. E nós estamos exatamente no ano de doenças trazidas pelo Aedes aegipty”, salientou.
Trazer esse tema, segundo o Bispo, apresenta uma excelente oportunidade de ajudar a conscientizar a população, principalmente aquela mais carente, sobre a responsabilidade de cada família, de cada cidadão. “Não é só o governo que tem de cuidar, mas todos. E esse é um compromisso nosso como cristãos”, pontuou Dom Pedro Luiz. “A Campanha da Fraternidade vem para alertar o compromisso social de cada questão, não tem só moral ou espiritual, mas tudo isso somado. É preciso haver uma mudança interior para que haja a transformação exterior. Isso vai abrir os nossos olhos para que vejamos a realidade e lutemos para transformá-la”.
Em 53 edições, esta é a 6ª Campanha da Fraternidade com tema relacionado ao meio ambiente e a 4ª Ecumênica.
Mais visibilidade para o saneamento
O deputado João Paulo Papa ressaltou que a escolha do tema da Campanha da Fraternidade representa uma colaboração importante para o Brasil, frisando que mais da metade da população brasileira não tem acesso ao saneamento, o que implica em diversas outras carências. São problemas de saúde pública, pressões sobre hospitais públicos em relação a doenças evitáveis, que poderiam aliviar muito o sistema público de saúde, os prejuízos da infância e da juventude – o rendimento escolar de crianças e jovens é afetado pela falta de saneamento”, explicou.
Este, segundo o parlamentar, é um tema de fato muito importante e que nem sempre teve a atenção que merecia. “Esta campanha traz a perspectiva da maior visibilidade, a partir da reunião dos cristãos do país inteiro para um tema que apesar de muito relevante nunca foi tratado com a prioridade necessária”.
A contribuição da ABES
A ABES, de acordo com Papa, tem sido, ao logo dos últimos anos e décadas a mais importante instituição do setor de saneamento ambiental do país, por dois motivos: pelos quase 50 anos de existência e atuação e por estar organizada e todo os país. “A ABES tem muito a contribuir. O mapa do saneamento coincide com o mapa das desigualdades econômicas e sociais do Brasil e a ABES, por estar organizada em todo o território brasileiro, tem cumprido um papel de extrema importância para o desenvolvimento nacional”, afirmou. “E agora mais do que nunca porque [a ABES] pode ser uma mola de sustentação e de fortalecimento desta campanha e da mensagem que ela quer levar a todos os brasileiros”.
Para o deputado, a Campanha da Fraternidade foi feliz em juntar diversas entidades importantes do saneamento. “Embora todas trabalhem cada uma fazendo a sua parte, nem sempre elas estão reunidas com o mesmo objetivo e esforço e a igreja conseguiu isso”.
O presidente da Assemae, Aparecido Hojaij, observou que a mobilização da campanha em torno do tema do saneamento vai gerar um grande alcance no país. “Isso vai permitir que a sociedade reflita um pouco sobre a importância desse serviço. O saneamento básico é uma política pública de estado, portanto temos que debater essas questões até para assegurar recursos públicos para o investimento”, frisou. “O saneamento tem um grande elo de ligação com todas as outras políticas e é responsável pelo desenvolvimento social, cultural e econômico. Nenhuma região consegue desenvolver sem saneamento básico”.

I’ve been using Movable-type on a variety of websites for about a year and am worried about switching to another platform. I have heard fantastic things about blogengine.net. Is there a way I can transfer all my wordpress content into it? Any kind of help would be really appreciated!

Today, I went to the beachfront with my kids. I found a sea shell and gave it to my 4 year old daughter and said “You can hear the ocean if you put this to your ear.” She put the shell to her ear and screamed. There was a hermit crab inside and it pinched her ear. She never wants to go back! LoL I know this is completely off topic but I had to tell someone!
