O presidente nacional da Associação Brasileira de Engenharia Sanitária e Ambiental – ABES, Roberval Tavares de Souza, será um dos palestrantes do “Seminário Nacional Perspectivas para o Saneamento no Brasil”, organizado pela Associação Brasileira das Empresas Estaduais de Saneamento (Aesbe), de 20 a 22 de agosto, em Brasília. Nesse encontro, acontecerá um debate sobre saneamento na pauta política das eleições gerais de 2018. Os candidatos a presidente foram convidados para participar do seminário que no primeiro dia terá palestra ministrada pelo jornalista Alexandre Garcia.
Na ocasião, serão discutidas questões como “quais os planos dos candidatos a presidente em questões ligadas ao tratamento de água e esgoto?” “Como as empresas de saneamento podem se mobilizar contra a aprovação da MP 844, que altera o marco regulatório do setor, conhecida como MP do Saneamento, assinada pelo Presidente Michel Temer em dia de jogo do Brasil na Copa do Mundo?”
Roberval estará presente na mesa de abertura do evento e também integrará o Painel I “Debates sobre os Impactos da MP 844/2018 no Setor de Saneamento”, das 9h10 às 12h20 (veja a programação abaixo).
Em esforço para impedir a aprovação da MP do Saneamento que passará pelo aval do Congresso Nacional, a AESBE se uniu à Associação Brasileira de Engenharia Sanitária e Ambiental (ABES), à Associação Nacional dos Serviços Municipais de Saneamento (ASSEMAE) e à Associação Brasileira das Agências Reguladoras (ABAR). Todos estarão no seminário. No dia 31 de julho, as entidades promoveram o Dia Nacional contra a MP do Saneamento em 18 capitais brasileiras, reunindo em atos mais de cinco mil profissionais (veja aqui) e conheça o posicionamento da ABES (aqui) e o Manifesto das entidades contra a Medida provisória (aqui).
Para justificar a MP 844, Temer alegou que hoje mais de 100 milhões de brasileiros não têm acesso a serviço de esgoto. Para mais 34 milhões falta também água tratada. Sem que houvesse uma discussão ampla com a sociedade e justo no dia em que o Brasil foi desclassificado pela Bélgica na Copa da Rússia, o presidente assinou a Medida Provisória que surpreendeu os que operam o setor de saneamento.
A MP 844 na prática obriga os municípios a realizar licitações no momento de contratar as concessionárias de saneamento básico. Se antes as cidades podiam firmar convênios diretamente com as companhias estaduais, agora precisarão abrir concorrência com empresas privadas. Ao longo do tempo, isso criará uma distorção nos valores pagos pelos municípios.
Hoje, as companhias de saneamento atendem a todo estado com uma mesma tarifa. Ninguém paga mais ou menos do que ninguém. Isso só é possível porque lucro das cidades com mais habitantes e melhor infraestrutura cobre o prejuízo das cidades menores, o chamado subsídio cruzado.
Outro ponto bastante questionado na MP 844 é o que traz para a Agência Nacional de Águas (ANA) a regulamentação do saneamento. O foca da ANA é gerir os recursos hídricos, classificar o nível de poluição dos rios e outorgar o direito de uso da água. Passar também a regular o setor de saneamento gera um claro conflito de atribuições. Pela Constituição, o saneamento é uma prerrogativa dos municípios e não da ANA.
No encontro da AESBE também serão abordados mais temas, como a crise hídrica no Brasil e casos de sucesso envolvendo empresas de saneamento.
