Diversas associações que representam parte importante da cadeia produtiva do saneamento reuniram-se durante o 28º Congresso Brasileiro de Engenharia Sanitária e Ambiental, promovido pela Associação Brasileira de Engenharia Sanitária e Ambiental – ABES, no Riocentro, Rio de Janeiro, entre 4 e 8 de outubro, para debater propostas que serão encaminhadas para que o setor tenha a garantia de investimentos mínimos para que a população perceba avanços efetivos.
O painel Agenda do Saneamento do 28º CBESA reuniu operadores estaduais, municipais, privados, Ministério das Cidades, Funasa, fabricantes de equipamentos e agentes financeiros que tinham como meta apresentar soluções que possam ser implementadas no curto prazo.
Após debate de mais de três horas para a Agenda do Saneamento, foi definida a atuação nas seguintes frentes:
1. Sabido que os recursos serão escassos, proporemos que as autoridades federais, estaduais e municipais fortaleçam o planejamento e a gestão do saneamento.
A situação de grande parte dos municípios e de alguns estados brasileiros é absolutamente caótica nestes quesitos.
O Plano Nacional de Saneamento, PLANSAB, aprovado em 6 de dezembro de 2013, e até agora com desempenho pífio, prevê, entre diversas ações, uma série delas voltadas à melhoria do desempenho dos operadores. Capacitação, apoio aos municípios na elaboração de seus planos municipais de saneamento, cujo prazo final é dezembro de 2015 e já contou com 2 prorrogações, fortalecimento dos operadores, implantação da regulação, implantação e e/ou atualização de cadastros técnicos e comerciais, controle e redução de perdas de água, eficiência energética etc.
Desenvolvimento científico e tecnológico também estão incluídos.
2. Decidimos continuar apostando nossas fichas na desoneração de impostos recolhidos pelo setor. Entre PIS, COFINS e PASEP o setor recolhe aos cofres públicos algo como 2 bilhões de reais ao ano, ou cerca de 20% do total investido, que mal passa dos 10 bilhões médios nos últimos anos.
Por que, então, não utilizar estes recursos para as ações de desenvolvimento citadas no item anterior? Saneamento significa melhoria da saúde de nossa população.
Em outras palavras, as entidades envolvidas acreditam que este é o momento ideal para apostar na melhoria da gestão e do planejamento do setor. “Os investimentos necessários certamente são bem menores que aqueles necessários para a universalização dos serviços de água, esgotamento sanitário (incluindo o tratamento), resíduos sólidos e drenagem urbana. Uma das fontes de recurso viria, então, da própria desoneração do setor. Necessário definir a gestão destes valores”, afirma o presidente nacional da ABES, Dante Ragazzi Pauli. “Enquanto nossos operadores não possuírem as mínimas condições para operar seus respectivos sistemas, parte significativa dos poucos recursos alocados continuará a ter baixíssima eficácia e continuará sendo destinada aos operadores que hoje apresentam melhores condições operacionais e financeiras.”
Dante pontua que isto não basta e não levará à melhoria das condições de vida para milhões de brasileiros. “É importante que o esforço não deva ser apenas do governo federal. Governadores e prefeitos têm de fazer sua parte.”
O Congresso
O 28º Congresso Brasileiro de Engenharia Sanitária e Ambiental e a 11ª edição da Fitabes – Feira Internacional de Tecnologias de Saneamento Ambiental, realizados simultaneamente no Riocentro, de 4 a 8 de outubro, reuniram mais de 10 mil participantes.
Tendo como tema central as Alterações Climáticas e a Gestão do Saneamento Ambiental, o Congresso promoveu diversos painéis e mesas redondas, além de 2 palestras magnas, proferidas por profissionais de destaque no Brasil e na América Latina. Cerca de 500 trabalhos técnicos foram apresentados.
Diversos presidentes de companhias operadoras de saneamento estaduais, municipais e privadas, estiveram presentes, além de promotores públicos e secretários e diretores de diversos ministérios.
À crise hídrica, somaram-se as crises econômica e política, que nos fazem prever um futuro ainda mais nebuloso para a área ambiental e que foram intensamente discutidas.
