Painel teve coordenação de Célia Rennó, coordenadora da Câmara Temática de Gestão de Recursos Hídricos da ABES.

Coordenado por Célia Rennó, coordenadora da Câmara Temática Gestão de Recursos Hídricos da ABES, o último encontro desta segunda-feira, 6, no Silubesa – Simpósio Luso-Brasileiro de Engenharia Sanitária e Ambiental, abordou as lições aprendidas e soluções futuras sobre os modelos de governança dos recursos hídricos. O simpósio é promovido pela ABES em parceria com a Associação Portuguesa dos Recursos Hídricos – APRH e a Associação Portuguesa de Engenharia Sanitária e Ambiental – APESB.

O painel contou com as participações de Helena Alegre, da LNEC-Portugal; Paulo Spolidorio, especialista em recursos hídricos da ANA – Agência Nacional de Águas; Paulo Renato Paim, presidente da AGERH, no Estado do Espirito Santo e associado da ABES-MG; Wagner Soares, vice-Presidente do CBHSF; e Josivan Cardoso, Diretor-Presidente do IGARN – Instituto de Gestão das Águas do Estado do Rio Grande do Norte e associado ABES-RN, que fez a relatoria.

Paulo Celso Maistro Spolidorio apresentou duas ações para mostrar como a Agência Nacional das Águas – ANA encara os desafios. “O primeiro é o programa de Despoluição de Bacias Hidrográficas, que teve R$ 1,37 bilhões investidos em 2013. E também o pacto nacional pela gestão das águas. Esse projeto está mais ligado ao fomento com foco no órgão gestor de recursos hídricos. Foram repassados cerca de R$ 39 milhões até 2015. No total, 26 Estados mais o Distrito Federal contrataram esse programa e perseguem metas para a receber investimentos. A expectativa é renovar essas ações por mais cinco anos.”

Abordando a gestão das águas na bacia do rio São Francisco, que passa por 507 municípios (6 Estados e Distrito Federal) e abastece 15 milhões de habitantes, Wagner Soares discorreu sobre os desafios da gestão, formada por Comitê, Órgão Gestor e Entidade Delegatária. “Entre os desafios estão recursos da cobrança que não formam um fundo que se retroalimenta e o pouco conhecimento do território, da hidrologia, do pacto pela legalidade, e do saneamento básico, além de participação do usuário.”

Segundo Soares, o Comitê implementou ações para vencer esses desafios, como a revisão do plano da bacia, o financiamento de projetos hidro-ambientais e a gestão e operação dos reservatórios de energia elétrica (controle de vazão).

Paulo Paim, por sua vez, defendeu uma revisão na forma como as outorgas são feitas aos produtores. “Enquanto discutimos outorga, os produtores precisam certificar seus produtos nas certificadoras internacionais.”

Ele destacou ações da AGERH no Espirito Santo voltadas para a gestão de recursos hídricos e destacou o lançamento, nesta terça-feira (7), do certificado de sustentabilidade no Estado.

A coordenadora do painel e da CT Gestão de Recursos Hídricos, Célia Rennó, destacou a dificuldade de discutir o tema governança. “É um assunto complicado em nosso país, pois é um tema diverso. Há várias regiões com escassez de água, poluição, barramentos, há problemas em locais diferentes. Mas a governança está sendo discutida. Há soluções locais que estão sendo adaptadas conforme as leis compostas em cada região.

Helena Alegre abordou a governança das águas em Portugal e suas implicações nas relações internacionais.

Como relator do painel, Josivan Cardoso pontuou os problemas no Brasil relativos à governança dos recursos hídricos e os grandes desafios. “Trata-se de um permanente aprendizado. Em Portugal há mais articulações intrainstituições, participação da sociedade e planos estratégicos mais consolidados. O Brasil, por sua vez, vem aprendendo sobre a situação por conta da crise de escassez hídrica. Esta troca de experiências setoriais é muito importante para os organismos que trabalham com gestão, como os comitês, para gestores e a própria gestão nacional.”
