Silubesa: especialistas destacam importância do controle e gestão de perdas

O primeiro painel do segundo dia do XVII Silubesa – Simpósio Luso-Brasileiro de Engenharia Sanitária e Ambiental, que acontece no Costão do Santinho, em Florianópolis/SC, debateu um dos temas mais importantes da atualidade: controle e gestão de perdas de água. O simpósio é promovido pela ABES em parceria com a Associação Portuguesa dos Recursos Hídricos – APRH e a Associação Portuguesa de Engenharia Sanitária e Ambiental – APESB.

Coordenado por César Meyer, da Águas de Joinville e coordenador adjunto da Câmara Gestão de Perdas da ABES, o painel contou com as participações de Helena Alegre (LNEC – Portugal); Roberval Tavares de Souza, da SABESP, membro da diretoria Nacional da ABES e coordenador do “Seminário Internacional Controle de perdas e o enfrentamento da escassez hídrica” (que acontecerá em São Paulo de 5 a 7 de julho); Ricardo Röver Machado, da CORSAN e Coordenador da CT Gestão de Perdas da ABES; e Mario Baggio (Hoperações Consultoria).

Abordando o tema “A experiência de Portugal”, Helena Alegre apresentou o contexto do abastecimento naquele país e informou que o principal desafio é “manter e reabilitar” os sistemas já implantados. Um erro de Portugal, afirmou, foi ter uma preocupação extrema e muito grande em universalizar sem olhar para o que o país possui em termos de mananciais. “Por favor, olhem para nosso exemplo. Não olhamos para o que tínhamos”, enfatizou. Segundo ela, o país possui 35% da água não faturada nos sistemas de distribuição. A especialista defendeu, ainda, que é preciso um formato colaborativo entre entidades para tratar do tema. E alertou para necessidade de levar em conta impactos nos médio e longo prazos.

Com o tema “Contratos com remuneração por performance: parceria entre concessionária e iniciativa privada para redução de perdas”, Roberval Tavares falou da experiência da Sabesp neste cenário, que leva em conta o resultado que o contrato traz para a Companhia. Este, segundo o engenheiro, é um modelo inovador, cujo pagamento ocorre somente após início dos ganhos com a economia gerada, ou seja, “a remuneração só ocorre depois do resultado alcançado, o que permite mais flexibilidade para discutir os serviços”. Neste sistema o pagamento é feito em reais por metro cúbico, uma meta para reduzir a perda do setor, uma mudança de paradigma. Roberval informou que já são 12 contratos encerrados, com uma economia de 1.185 litros de água por segundo. A ideia, conforme o especialista, é acabar com os pontos de ligações clandestinas. O consumo deve ser controlado pelo hidrômetro.

Ricado Röver Machado abordou o tema “Gestão de Perdas na CORSAN: situação atual e perspectivas”, no qual apresentou uma radiografia de como a companhia, que está presente em 316 municípios do Rio Grande do Sul, atua na área. De acordo com Rover, com um trabalho de controle de pressão sobre as redes, os índices de perdas nestas cidades passaram de 45% para 34,21%. Em Canoas, por exemplo, foram implantados 60 sensores de pressão, “elementos que nos permitem alterar o comportamento do sistema ao longo do dia e evitar as perdas”, ressaltou.

Com o tema “Necessidade de estabelecimento de política de redução e controle de perdas, como parte da execução da estratégia empresarial, visando resultados”, Mario Baggio enfatizou: “temos capacidade de planejar, formular estratégias, e dificuldades na execução das estratégias, precisamos de disciplina na busca de resultados, não apenas encher paredes com metas”. Segundo ele, há muito planejamento no setor no Brasil e pouca execução. A empresa, disse, “precisa ter um ideal comum, que oriente a postura de todas as pessoas que compõem a organização para que todos tenham uma disciplina na busca do resultado”.

Importância do painel

A discussão sobre perdas de água no Silubesa está em alinhamento às discussões que a ABES vem promovendo em suas câmaras e eventos, culminando no “Seminário Internacional Controle de perdas e o enfrentamento da escassez hídrica”, que acontecerá em São Paulo de 5 a 7 de julho, e que será uma etapa preparatória para o 29º Congresso Brasileiro de Engenharia Sanitária e Ambiental, a ser realizado pela ABES na capital paulista em 2017.

O diretor nacional da ABES, Roberval Tavares de Souza, ressaltou que o painel no Silubesa proporcionou um importante debate com profissionais qualificados. “Ouvimos Portugal e experiências brasileiras. O encontro nos mostrou que as Câmaras Técnicas da ABES estão no caminho certo na promoção da discussão do tema perdas de água.”

Para Ricardo Röver Machado, da CORSAN e coordenador da CT Gestão de Perdas da ABES, o painel trouxe a oportunidade de compartilhar conhecimentos e ações da CORSAN, que são consideradas motivadoras na área. “Além disso, oportunizou aos participantes conhecimento sobre o que está sendo realizado em nível internacional e nacional no campo de gestão de perdas, exemplos e diretrizes que com certeza enriqueceram palestrantes e público-alvo do Silubesa.”
