ABES reúne-se com secretário Nacional de Saneamento para discutir ações para o setor

O presidente nacional da ABES, Dante Ragazzi Pauli, o presidente da ABES Seção São Paulo, Alceu Guérios Bittencourt, e o presidente da APECS e diretor da ABES-SP, Luiz Roberto Gravina Pladevall, juntamente com outros representantes do setor – ABIMAQ/SINDESAN, ABCON, ASFAMAS e SANAENCO – reuniram-se na última segunda-feira, 13 de junho, na sede da ABES-SP, com o secretário Nacional de Saneamento Ambiental do Ministério das Cidades, Alceu Segamarchi Júnior (foto). O objetivo da reunião foi dar continuidade à ação iniciada no dia 1º de junho, quando a ABES e outras sete entidades do saneamento – numa iniciativa histórica – entregaram ao ministro das Cidades, Bruno Araújo, um documento com propostas de ações de curso e médio prazo para o avanço do saneamento no país (leia o documento na íntegra abaixo).

“O secretário havia nos chamado a Brasília e propusemos que ele viesse a São Paulo para a reunião. Foi interessante porque a Secretaria pediu sugestões de curto prazo e que deem sustentação ao setor. Temos uma chance única e vamos apresentar ao ministro das Cidades um plano de ação, como combinamos com ele no encontro do qual a ABES e outras entidades participaram no dia 1º”, ressalta Dante.

Referência: Propostas de ações para avanço do saneamento básico no Brasil

O presente documento tem por objetivo contextualizar a situação atual do saneamento ambiental no Brasil, com foco principal no abastecimento de água e esgotos sanitários, e apresentar, de forma sintética e ordenada, as ações de curto e médio prazo para a efetiva implementação destas importantes infraestruturas para o desenvolvimento e a saúde pública, na ótica das entidades mais representativas do setor no País.

O último “Diagnóstico dos Serviços de Água e Esgotos”, que teve como base de dados o Sistema Nacional de Informações sobre Saneamento – SNIS de 2014, apresenta uma evolução muito lenta da implementação destas infraestruturas e indica que a média nacional de atendimento da população urbana com redes de água é de 93,2 %, e de atendimento com redes de esgotos, também na área urbana, é de 57,6 %, ou seja, quase 7 % da população brasileira não tem acesso a água potável em suas residências e 42 % não conta com a coleta de esgotos. Em relação ao tratamento de esgotos, o índice levantado neste estudo é alarmante, pois somente 70,9 % do esgoto coletado é tratado, indicando que do total dos esgotos gerados nas áreas urbanas somente 40,8 % recebe tratamento, sendo 60 % descartados de forma inadequada, provocando alto índice de doenças de veiculação hídrica e a poluição dos mananciais brasileiros.

Outro fato que deve ser destacado é a grande dificuldade para implantação destas infraestruturas, que são das mais complexas entre as demais, principalmente pelas várias condicionantes que a envolvem. Além das dificuldades técnicas, temos como agravantes a falta de profissionais devidamente qualificados em parte dos municípios e das companhias estaduais e a grande distância do Governo Federal, representado pela Secretaria Nacional de Saneamento Ambiental – SNSA, e que também não possui, atualmente, quadros em quantidade adequada ou programas específicos para suprir estas deficiências. Estas dificuldades são claramente identificadas na baixa realização dos Programas de Aceleração do Crescimento (PAC-1 e PAC-2), no tocante ao setor de saneamento, conforme amplamente divulgado.

O Tribunal de Contas da União (TCU), no seu Relatório de Auditoria TC 003.997/2014-6, elaborado no primeiro semestre de 2014, indicou como uma das principais causas da baixa realização do PAC-1 as deficiências dos projetos de engenharia dos empreendimentos. O referido relatório, recomendou ao Ministério das Cidades e à Caixa Econômica Federal, dentre outras medidas, que prevejam, dentro da estrutura técnica operacional, mecanismo de apoio aos Estados e Municípios, nas atividades relacionadas à contratação e fiscalização dos contratos destinados à elaboração de projetos de engenharia e nos procedimentos relacionados aos licenciamentos ambientais.

Outro documento que identificou problemas estruturais que emperram o avanço do saneamento no País é o Relatório Final da Subcomissão Especial da Universalização do Saneamento Básico e do Uso Racional da Água – SubÁgua, da Câmara dos Deputados.

Diante do exposto, as entidades relacionadas ao final deste documento, vem respeitosamente apresentar propostas para solução de questões anteriormente abordadas e de reversão do atual quadro de subdesenvolvimento do saneamento básico no país.

Ações de Curto Prazo:

Fortalecimento Institucional do Setor de Saneamento com a coordenação, no âmbito do Executivo Federal, do Ministério das Cidades, através da Secretaria Nacional de Saneamento Ambiental – SNSA, garantindo-se a atuação efetiva da Fundação Nacional de Saúde (FUNASA). Criação de Plano de Ação destinado a acelerar a implementação do PLANSAB e demais programas de saneamento e a oferecer visibilidade à totalidade de investimentos destinados ao setor (baseado na 1ª Recomendação – Relatório da SubÁgua – 2015);

Recursos para os Planos de Saneamento Básico – Destinação de recursos financeiros equivalentes a 5% do Orçamento anual destinado ao saneamento (recursos não onerosos) da Secretaria Nacional de Saneamento Ambiental, para o financiamento da elaboração dos Planos Municipais de Saneamento Básico e para o financiamento de estudos, projetos de engenharia e assistência técnica correlatos aos Planos. (3ª Recomendação – Relatório da SubÁgua – 2015);

Assistência Técnica em saneamento para os municípios – Criação de Programa Nacional de Assistência Técnica em Saneamento destinado a conferir aos titulares dos serviços públicos de saneamento, os municípios brasileiros, capacidade técnica, institucional e de gerenciamento capaz de fazer frente aos desafios da universalização do abastecimento de água, da coleta e do tratamento dos esgotos (4ª Recomendação do Relatório da SubÁgua-2015);

Indicadores e Sistema de Informações do Setor de Saneamento – Aperfeiçoamento do Sistema Nacional de Informações sobre Saneamento – SNIS e implantação do Sistema Nacional de Informações em Saneamento Básico – SINISA, conforme determinado pelo artigo 53 da Lei de Saneamento. (14ª Recomendação – Relatório da SubÁgua – 2015);

Implementar ações junto à Caixa Econômica Federal – CEF, Banco Nacional de Desenvolvimento Econômico e Social – BNDES e Fundação Nacional de Saúde – Funasa, que tornem menos burocrático e menos moroso o processo para obtenção de recursos. Também devem ser aprimorados e desburocratizados os processos de acompanhamento da execução das obras, obtendo-se agilidade nas soluções de problemas que hoje emperram o andamento e postergam em muito o prazo de implantação dos empreendimentos;

Garantir a liberação de recursos dos projetos já selecionados no âmbito do Ministério das Cidades e da Fundação Nacional de Saúde – FUNASA.

Ações de Médio Prazo:

As ações indicadas a seguir, identificadas como de médio prazo, devem ser iniciadas imediatamente, porém seus efeitos serão alcançados ao longo dos próximos anos.

Revisão do Plansab – Plano Nacional de Saneamento – Conforme o próprio plano explicita: “No Plansab foram definidos três cenários de planejamento, designados para efeito de identificação como Cenários 1, 2 e 3, tendo sido adotado o primeiro deles como o cenário de referência para o planejamento. Para este, foram estabelecidas metas e, visando atingi-las ao longo dos 20 anos de execução do Plansab, propostas macro diretrizes e estratégias. Operacionalmente, foram ainda propostos programas para a política pública de saneamento básico, em um nível de discriminação ainda preliminar, já que, em uma próxima etapa, estes serão detalhados em maior profundidade. Os dois outros cenários são mantidos como balizadores para o monitoramento de tendências, alimentando ajustes dinâmicos do Plansab ao longo do seu período de execução.”

Os ajustes acima mencionados são mais do que necessários em função da total alteração dos cenários econômico e político do país desde a elaboração do Plano. Com isto, as metas e programas devem ser revisados à luz da nova realidade do país e em diagnóstico mais realista do setor a partir da implantação do SINISA, com dados confiáveis e auditado de forma amostral, conforme proposta anteriormente feita neste documento.

O Governo Federal deve mostrar de forma absolutamente transparente as fontes de recursos financeiros para a implementação do Plansab e estabelecer processo de gestão por resultados, capaz de implementar a governança como regra a ser seguida por todos que desejem usar recursos públicos de qualquer fonte.

Regulação – Fortalecer a governança regulatória de modo a possibilitar a segurança e sustentabilidade dos contratos dos concessionários e a isonomia competitiva por meio de fortalecimento das agências reguladoras existentes; da criação de agências reguladoras regionais; criação de padrões de regulação considerando as especificidades do Setor; criação de um órgão colegiado consultivo responsável por estabelecer diretrizes gerais e promover melhoria de desempenho das agências reguladoras.

Estabelecer um programa estruturante voltado para cadeia do saneamento, envolvendo diversas esferas do governo e iniciativa privada, nos moldes o PBQP-Habitat já existente no âmbito da Secretaria Nacional da Habitação e aproveitando as sinergias de outras iniciativas já desenvolvidas no Ministério das Cidades.

Certos de sua atenção aos temas elencados, as entidades que elaboraram este documento colocam-se à disposição desse Ministério e da Secretaria de Saneamento Ambiental, com o intuito de colaborar para a execução das políticas e diretrizes que visem as reais melhorias e aumento da cobertura dos serviços de saneamento básico no Brasil.
