Congresso mantém veto ao Regime Especial de Incentivos para o Desenvolvimento do Saneamento Básico (Reisb)

Em sessão do Congresso nesta terça-feira (18), o Senado decidiu manter os vetos presidenciais ao Projeto de Lei 2290/15, do Senado, que cria o Regime Especial de Incentivos para o Desenvolvimento do Saneamento Básico (Reisb). O regime especial ficará sem o incentivo fiscal, que consistia no uso de créditos obtidos quando da apuração do valor a pagar de PIS/Pasep e de Cofins.

O presidente nacional da ABES, Roberval Tavares de Souza, ressalta que a lei é um avanço, mas que a manutenção do veto frustra o setor. “O saneamento precisa de mais investimentos. Não vamos baixar a guarda, vamos continuar lutando pra que o procedimento que trata da devolução dos créditos seja efetivado rapidamente para o setor de saneamento.”

Sancionado em agosto na forma da Lei 13.329/16, o PL é de autoria do senador licenciado José Serra e foi relatado na forma de substitutivo na Câmara por João Paulo Papa (SP).

O deputado destacou a importância do saneamento e as deficiências que o Brasil acumula em pleno século XXI. “Mais da metade da população brasileira infelizmente não conta com o que é mais básico na infraestrutura, que é a rede de coleta de esgoto, levando a problemas sérios dessa infraestrutura na área ambiental, especialmente na questão da saúde pública”, explicou em plenário.

Mesmo sem a derrubada do veto, o deputado acredita que é preciso manter a mobilização em torno do saneamento. Papa ressalta que foi feito intenso trabalho para chegar à proposta de incentivar investimentos no setor. Segundo ele, o tema voltará à pauta de debates da Câmara e do Senado.

O veto retirou do texto, transformado na Lei 13.329/16, o incentivo fiscal do programa, que funcionaria com o uso de créditos. Esses créditos seriam calculados com base na diferença entre os investimentos em saneamento básico realizados no exercício e o valor médio anual desses mesmos investimentos no período de 2005 a 2014.
