ABES-SP promove ​seminário online sobre ferramentas de geoprocessamento na saúde ambiental

A Associação Brasileira de Engenharia Sanitária e Ambiental – Seção São Paulo (ABES-SP), por meio de sua Câmara Técnica de Saúde Pública, que é coordenada pela diretora da ABES-SP, engenheira Roseane M. Garcia Lopes de Souza, realizou nessa sexta-feira, 27 de janeiro, o webinar ’Usando as ferramentas de Geoprocessamento na Saúde Ambiental’’.

A palestra online foi ministrada por Romualdo Juliatto técnico e gestor ambiental, especialista em Epidemiologia e Sistemas de Informação do SUS, coordenador do Núcleo de Informação e Geoprocessamento do Departamento de Vigilância à Saúde da Prefeitura de Cubatão-SP e diretor da empresa Sustentech – Informação, Tecnologia e Sustentabilidade Ltda.

O palestrante iniciou a apresentação mostrando os primeiros mapeamentos humanos e a caracterização urbanística, explicando que estes são utilizados para representar a realidade. A função é unir dados e informações por mapa, representação em 3D, entre outros. Ele definiu o que é o geoprocessamento, discorreu sobre o origem da ferramenta, destacou a sua importância e o sistema GIS-SIG.

”O geoprocessamento é o conjunto de tecnologias que abrange o desenvolvimento de uso de informações georreferenciadas. Teve início na saúde com o epidemiologista inglês John Snow, quando houve um surto de cólera em Londres. Ele fez o primeiro mapeamento de área contaminada e da distribuição de água. Solicitou um teste na bomba para provar que era através dessa água que o surto surgiu e disseminou o surto”, contou.

A ferramenta, como desta Juliatto, é muito importante para o planejamento, o levantamento das áreas de risco na saúde ambiental e a análise de risco sanitária, entre outros. “Hoje, o sistema GIS–SIG auxilia no mapeamento da área contaminada e na prevenção dos riscos à saúde, permite captura, gerenciamento, mapa, imagem de satélite e fotos de áreas, especialização, análises e armazenamento digital.’

O especialista ressaltou que é necessário usar a ferramenta e comunicar de forma correta, utilizar imagens e disseminar os eventos. “A ferramenta permite identificar, organizar e padronizar os dados (primários ou oriundos), os pontos do mapa, analisar qual é o tipo de população, qual é o tamanho e o nível de contaminação por imagens via satélite por órgão público ou empresas. Os sistemas de informação podem ser comerciais ou gratuitos para serem implantados ou analisados pelos profissionais da área e são utilizados por diversos estados brasileiros. Entre os sistemas, temos SRASC, SINAN, SIAB, SISAWEB, SIN, SIVISA, SAI e SIM, entre outros.”

O cruzamento desses dados previne a contaminação e auxilia no processo de tomada de decisão. Juliatto frisou ainda que os profissionais podem encontrar e utilizar algumas fontes gratuitas do IBGE, Marinha do Brasil, Ministério do Meio Ambiente, DAEE e Emplasa.

Os benefícios trazidos pelo uso da ferramenta são: centralização e padronização de informações, atualização e manutenção e interface de sistemas através da visão do território.

Os resultados permitem a diminuição de custo financeiro, “estresses”, análise territorial para diversas áreas, melhora a qualidade das informações e o acompanhamento da dinâmica ambiental, monitoramento e gestão plena das informações.

Casos das cidades de Santo André e Cubatão foram apresentados durante a palestra, mostrando que diversas áreas e públicos podem ser mapeados.

O município de Santo André mapeou o índice de informações de mortalidade infantil, idosos e incidência de dengue. Já no município de Cubatão foram mapeados acidentes com cargas perigosas, desratização e indústrias utilizando a análise de dados e fontes.

No final da palestra, o gestor agradeceu o convite da ABES e a oportunidade de levar a informação para o público. ‘ Foi um privilégio participar desse evento promovido pela ABES. A palestra é importante para apresentar o geoprocessamento e as formas que essa ferramenta pode ser utilizada em diversos níveis de prefeitura. Auxilia no planejamento e na tomada de decisão dos gestores. É preciso lembrar que de forma alguma tira o ser humano dentro do contexto. É necessário saber mexer na ferramenta e fazer as análises’’, afirma Juliatto.

Para a coordenadora da CT Saúde Pública, Roseane Garcia, a palestra mostrou que a ferramenta é fundamental para o âmbito municipal e deve ser mais utilizada pelas prefeituras. “A palestra foi muito boa, a apresentação destacou o uso da ferramenta no âmbito do município onde gera o dado para o planejamento e ações das áreas na saúde ambiental. Integra ou apresenta todas as temáticas que podem gerar um mapa de risco para as ações do município. Acredito que o geoprocessamento é fundamental para o âmbito municipal e a prefeitura deve fazer uso cada vez mais dessa ferramenta no sentido de planejar, executar e mapear as áreas de interesse’’, afirma a engenheira.
