Neste 22 de março, Dia Mundial da Água, a Associação Brasileira de Engenharia Sanitária e Ambiental – ABES, que em 2016 completa 50 anos, reforça mais uma vez a necessidade de manter o saneamento na pauta política e social do Brasil. Para o presidente nacional da ABES, o engenheiro Dante Ragazzi Pauli, este momento crucial de nosso país requer engajamento cada vez maior e mobilização social para que o saneamento seja considerado tema de primeira ordem. “A falta de priorização por parte do poder público nos leva a avanços muito lentos. No Brasil, como lembra o presidente da ABES , os grandes problemas do saneamento ainda persistem. “A incapacidade de tantos estados e prefeituras na gestão de forma minimamente adequada nos seus sistemas de água e esgoto, resíduos sólidos e drenagem, por exemplo, a indefinição de fontes de financiamento, as questões da desoneração do setor, as diversas prorrogações de prazos para a elaboração de planos municipais de saneamento e a erradicação dos aterros não adequados, vulgarmente chamados lixões. No final de 2015 houve mais uma adiamento da data estabelecida para elaboração dos planos de saneamento, porque a maioria dos municípios ainda não havia apresentado seus planos. Isso mostra o quanto ainda temos que avançar.”
Dante lembra a questão dos investimentos no setor. “Se os investimentos de infraestrutura no Brasil são extremamente tímidos, o saneamento sequer aparece na lista dos beneficiados. Os efeitos da falta de articulação entre as várias políticas públicas ficam escancarados. A deterioração dos gestores de recursos hídricos em muitos estados brasileiros ficou absolutamente evidenciada, o mesmo vale para o setor de saneamento. Mais uma vez com muita criatividade e paciência de nossa sociedade, vamos sobrevivendo”.
