MBA Saneamento Ambiental: Aula Magna com Jerson Kelman é realizada em São Paulo

Foi realizada nesta quarta, 4 de julho, uma Aula Magna com Jerson Kelman, ex-presidente da Sabesp, para alunos do curso MBA Saneamento Ambiental, que é fruto da parceria entre a ABES, por meio da UNIABES, e a FESPSP – Fundação Escola de Sociologia e Política de São Paulo. O evento aconteceu no auditório da faculdade.

Participaram da mesa de abertura o vice-presidente da ABES-SP, Luiz Roberto Gravina Pladevall, que representou o presidente da entidade, Roberval Tavares de Souza; Maria Cristina Barboza, diretora de projetos da Fundação Escola de Sociologia e Política – FESPSP; Carlos Alexandre Nascimento, diretor de programas da LSE Enterprise e coordenador geral do MBA PPP e Concessões; e Elcires Pimenta Freire, coordenador de projetos e coordenador técnico do MBA Saneamento.

Com o tema “Perspectivas para o Saneamento Ambiental no Brasil”, a aula ministrada por Jerson Kelman girou em torno de três assuntos: “Gestão de Recursos Hídricos”, “Saneamento”. e “Regulação”.

Um dos pontos destacados por ele a Lei Nº 9433/1997, que “Institui a Política Nacional de Recursos Hídricos, que foi inspirada na experiência da França e influenciou, segundo ele, as questões da água no Brasil, como a cobrança elo uso das águas.

Kelman levantou questionamentos, como: “será que a realidade francesa é apropriada para toda a realidade brasileira? O problema da água no Nordeste é igual ao do sudeste, ao da Amazônia?” para tentar entender as lacunas conceituais em termos de legislação sobre água”.

No quesito saneamento, o professor abordou questões como monopólio e judicialização do saneamento. E no tema regulação, falou sobre reajustes, base de remuneração e estrutura tarifária.

“Fiquei muito satisfeito de dar esta aula inaugural no curso realizado pela FESPSP e pela ABES porque seguramente trata-se de uma iniciativa que irá elevar o padrão dos nossos profissionais atuantes, tanto em assuntos técnicos como regulatórios”, enfatizou o especialista.

Difusão de conhecimento

“A difusão de conhecimento está no DNA da ABES”, frisou em seu discurso de abertura Luiz Roberto Gravina Pladevall, que é também presidente da Apecs – Associação Paulista de Empresas de Consultoria e Serviços em Saneamento e Meio Ambiente. “Quando surgiu o convite da LSE e da FESPSP para a parceria no desenvolvimento do curso, não tivemos dúvida. Este convênio propicia divulgar o MBA em território nacional”, destacou.

“É tão difícil falar de Brasil porque falta difusão de conhecimento, principalmente no Norte e Nordeste”, pontuou Pladevall. “O curso vai realmente aproximar o conhecimento dos gestores. Acreditamos muito no sucesso desse curso. A FESPSP nos permitiu, pela experiência da ABES, ajudar a formar o conteúdo. Esse grupo de pessoas, como Dante Ragazzi (ex-presidente nacional da ABES e coordenador da Câmara Temática de Comunicação no Saneamento da entidade), tem muita experiência para formar e transferir conhecimento”, afirmou o engenheiro.

Ao finalizar, Pladevall parabenizou a iniciativa e disse para os alunos presentes que eles “estrão fazendo um curso de alta qualidade, que com certeza vai mudar a sua visão de gestão. A ABES sempre estará à frente da difusão de conhecimento”.
