15º Seminário de Resíduos Sólidos: painel aborda gestão de resíduos com inclusão social

O evento reuniu, presencialmente, em Natal, e online, profissionais e especialistas de todo o país, que buscam a integração de conhecimentos e intercâmbio de experiências sobre a temática. 

Como fazer a gestão de resíduos sólidos com inclusão social? Este foi um dos temas trazidos pelo 15º Seminário Nacional de Resíduos Sólidos (SNRS), na manhã desta quinta-feira, 17 de novembro. 

O evento é uma realização da Associação Brasileira de Engenharia Sanitária e Ambiental – ABES, por meio da Seção Rio Grande do Norte (ABES-RN) e da Câmara Temática de Resíduos Sólidos. Esta edição do seminário acontece online, em plataforma exclusiva, e presencial, no Museu de Minérios do Rio Grande do Norte, em Natal, até esta sexta (18).

O seminário teve patrocínio o CTR Potiguar (Centro de Tratamento de Resíduos) e Prefeitura de Natal, e apoio do Governo do Estado do Rio Grande do Norte, da Fundação de apoio ao IFRN – FUNCERN e do Instituto Federal de Educação, Ciência e Tecnologia do Rio Grande do Norte (IFRN).

 

 

Josivan Cardoso, diretor executivo e coordenador da Câmara Temática de Gestão de Resíduos Hídricos da ABES, fez a abertura deste segundo dia. A coordenação do painel com o tema “Gestão de Resíduos Sólidos com Inclusão Social” foi feita por Jorge Pinto Filho, professor da Universidade Federal Rural do Semiárido (UFERSA), que também apresentou o debate.

“Gostaríamos de salientar que essa temática sobre a gestão de resíduos sólidos com inclusão social é um importante reforço ao nosso artigo 225 da Constituição Federal, que menciona que todos têm direito a um ambiente ecologicamente equilibrado, cabendo ao poder público e à coletividade o direito de defendê-lo e protegê-lo. Então, é de responsabilidade de todos trazer esses invisíveis ambientais que estão em locais insalubres para dentro desse ambiente ecologicamente equilibrado”, considerou Jorge Pinto Filho.

Maria Wagna de Araújo Dantas, presidente da ABES-RN, moderou o debate. Os palestrantes foram Geraldo Antônio Reichert, engenheiro do Departamento Municipal de Limpeza Urbana de Porto Alegre (DMLU); Francisco José Pereira de Oliveira, diretor da Fral Consultoria; e Valéria Pereira Bastos, professora da Pontifícia Universidade Católica do Rio de Janeiro (PUC-Rio).

“Acreditamos que não só trabalhar a gestão é importante, mas é preciso trabalhar as pessoas. A gestão de resíduos sólidos sem a inclusão social dos catadores não responde à questão da responsabilidade social”, salientou a moderadora Maria Wagna.

Na ocasião, o engenheiro Geraldo Antonio Reichert trouxe uma visão prática sobre o uso de ferramentas no planejamento de resíduos sólidos urbanos, com destaque para o projeto ProteGEEr, fruto da cooperação técnica entre o Brasil e a Alemanha para promover uma gestão sustentável e integrada dos RSU.

A professora Valéria Pereira Bastos falou sobre a inclusão socioprodutiva dos catadores de materiais recicláveis e seus desafios. 

Por fim, o engenheiro civil e mestre em mecânica dos solos, fundações e geotecnia, Francisco José Pereira de Oliveira, abordou as estratégias técnicas e econômicas dos municípios de médio e pequeno porte para erradicar lixões. Abordou novas tecnologias para incremento de vida útil em aterros sanitários e a verticalização com estruturas em solo reforçado.

Em seguida, os palestrantes debateram o tema e responderam questões encaminhadas pelo público, que acompanhou o seminário tanto presencialmente quanto online.

Após o debate, foram apresentados casos de sucesso. O primeiro “Experiências de Sucesso: Rede Recicla Seridó” foi apresentado por Silvana Barbosa de Azevedo, educadora social na Cáritas Diocesana de Caicó – RN; Geovani Robson Medeiros, contador na Rede Recicla Seridó/COOPCASE – Cooperativa de Trabalho de Catadoras e Catadores de Materiais Recicláveis da Região do Seridó; e Andréa Portugal, gerente de operações do Instituto Recicleiros, que explanou o case “Experiências de sucesso: em coleta seletiva com gestão municipal (BSB)”.
