5º Seminário de Perdas: primeiro dia do evento mostrou a importância dos indicadores e projetos para combater perdas de água

Nesta terça-feira, 14 de agosto, primeiro dia de palestras do 5º Seminário Nacional de Gestão de Perdas de Água e Eficiência Energética, promovido pela ABES até esta quarta-feira em Florianópolis/SC, teve discussões fundamentais acerca da importância de se ter dados sobre perda de água. Também mostrou pesquisas e projetos em andamento em diferentes lugares do Brasil na questão das Perdas Reais e Perdas Aparentes. Acesse aqui o álbum de fotos.

“É muito importante quebrar a cultura que existe nas empresas de que é preciso aumentar a oferta em vez de reduzir as perdas”, disse a engenheira Andréia May, secretária da Câmara Temática de Gestão de Perdas de Águas da ABES/SC e coordenadora da Comissão de Gestão de Perdas de Água da CASAN, sobre a temática do dia.

Para o engenheiro Mário Bággio, gerente do WaterDB, parceira da UNIABES, o primeiro dia de palestras deixou a mensagem da sustentabilidade. “Se não controlar, deixaremos uma surpresa não muito agradável para as futuras gerações. Quando falamos de perdas reais e aparentes, estamos falando do ponto de vista ecológico e econômico”, disse.

Painel 1 – Indicadores

O primeiro painel do dia abriu com a palestra de Ciro Loureiro Rocha, da Agência Reguladora Intermunicipal de Saneamento de Santa Catarina (ARIS-SC) e coordenador da Câmara Temática de Regulação e Tarifa da ABES, sobre metodologia para avaliação dos indicadores de desempenho com foco em redução de perdas de água. Ele começou com a pergunta: afinal, como as perdas acontecem? E afirmou que com o diagnóstico da situação de perda se pode ter uma ideia de como diminuir esse volume.

Na sequência, André Braga Galvão Silveira, representante do Ministério das Cidades, falou sobre o Sistema Nacional de Informação sobre Saneamento – SNIS, coordenado pela Pasta. Ele mostrou indicadores nacionais de Eficiência Energética em sistemas de abastecimento de água. Por fim, o consultor Ricardo Meyer falou sobre a experiência da Câmara Temática na Utilização de Indicadores de Perdas em Santa Catarina.

“Dentre as dúvidas que vieram à tona durante o painel, uma delas foi a questão de como padronizar indicadores a nível nacional, já que cada cidade e região do país são diferentes. Então, como ponderar?”, refletiu a engenheira e moderadora do painel, Andréia May.

Painel 2 – Perdas Reais

O segundo painel trouxe a questão das Perdas Reais nas falas de quatro palestrantes: Cecília M. Hassegawa, da SABESP; Daniel Manzi, da ITRON Consultoria; Jaison Araújo Speck, da CASAN; e Bruno Borges Gentil, da Águas de Joinville.

Cecília apresentou os programas de substituição de redes e ramais de água da SABESP e a experiência da Agência Internacional de Cooperação Japonesa (JICA) como fonte contínua de financiamento. Já o engenheiro Daniel Manzi falou sobre a visibilidade e gestão eficiente de redes de água e sobre questão da tecnologia da informação diante dos DMCs.

Representando a CASAN, Jaison Speck apresentou a experiência da companhia catarinense na detecção de vazamentos ocultos na região de Criciúma, no Sul de Santa Catarina, com a utilização do geofonamento. Ele apresentou resultados obtidos em cidades pequenas, médias e grandes da região. Por fim, o engenheiro Bruno Gentil mostrou a estratégia da companhia Águas de Joinville (SC) de priorizar pesquisas e tecnologia para detecção de vazamentos por meio da gestão de vazões mínimas  noturnas. Eles desenvolveram um aplicativo interno que fiscaliza o trabalho e torna a gestão mais eficiente.

“Se pudesse resumir esse painel, essa seria a lição: se a gente fizesse todas as nossas redes com o rigor com o que a SABESP está fazendo, se fizesse certo na primeira vez, quantos vazamentos teríamos evitado? É uma mensagem pra refletir. É bom fazer certo na primeira vez e, dessa forma, não precisamos correr atrás de vazamentos”, sintetizou o engenheiro Mário Baggio, gerente da WaterDB, moderador da mesa.

Painel 3 – Perdas Aparentes

O primeiro dia do Seminário encerrou com o painel sobre Perdas Aparentes. Luiz Claudio Drummond trouxe o exemplo do trabalho de Gestão de Micromedição através de algoritmos de análise do sistema Net.Uno, da CEDAE, Companhia Estadual de Águas e Esgotos do Rio de Janeiro. Drummond começou a palestra com uma boa notícia: a CEADE recebeu o prêmio de melhor empresa de infraestrutura 2017/2018 na edição especial Melhores e Maiores da revista Exame. Ele mostrou como é o laboratório de micromedição da agência e detalhou o sistema que controla as perdas reais e aparentes.

Por fim, o engenheiro Jairo Tardelli Filho, da Câmara Temática Nacional da ABES de Gestão de Perdas e Eficiência Energética, destacou tópicos atuais sobre perdas aparentes. Lembrou o quanto o assunto é recente e vem evoluindo. Apontou causas, entre elas o envelhecimento de hidrômetros e a propensão à fraude, por exemplo, e ações para minimizar essas perdas, como ações contra fraude, entre outros.

O engenheiro Marcelo Depexe, da Sanepar, mediador do painel, pontuou sobre o quanto o assunto está evoluindo.
