Um momento histórico no saneamento brasileiro. Foi assim a cerimônia de abertura do Congresso ABES Fenasan 2017, que ocorreu nesta segunda-feira, 2 de outubro, no São Paulo Expo. O Congresso acontece até o dia 5 no espaço, com visitas técnicas no dia 6 (veja aqui).
Sob o tema “Saneamento Ambiental: Desenvolvimento e Qualidade de Vida na Retomada do Crescimento”, uma plateia de duas mil pessoas assistiu a pronunciamentos de autoridades, vídeos e apresentações musicais do maestro João Carlos Martins.
O evento teve a apresentadora da Rede Globo de Televisão, Milena Machado, como mestre de cerimônia e foi iniciado com a apresentação ao piano do Hino Nacional, com o maestro, enquanto num grande telão eram mostrados os cenários de todas as capitais brasileiras. Na sequência, um vídeo retratou os contrastes do saneamento no Brasil: um país com grandes avanços em algumas regiões, mas também enormes desafios a serem superados.
O presidente do Congresso, Alceu Guérios Bittencourt (ABES-SP), deu as boas-vindas a todos que foram prestigiar o Congresso e a Feira, trabalhos realizados pela parceria entre a Associação Brasileira de Engenharia Sanitária e Ambiental – ABES e a Associação dos Engenheiros da Sabesp – AESabesp. E ressaltou a importância do engajamento do setor e da participação política. “O que estamos fazendo aqui é político. Pode parecer pouco para alguns, mas é importante dizer isso no momento em que a política é tão depreciada em nosso país. É importante lembrar que a política é e a expressão maior da sociedade. Ao discutirmos os caminhos para o setor que ainda não atendam adequadamente toda a sociedade com serviços básicos é central qualquer esforço para tentar reduzir as enormes desigualdades do nosso país. Estamos exercendo cidadania e contribuindo para fortalecer e defender a nossa democracia duramente conquistada.”
Pela AESabesp, o pronunciamento do seu presidente, Olavo Alberto Prates Sachs (ao lado), foi voltado à importância de se reunir o 
que há de mais funcional, sustentável e inovador no saneamento, levado pelos expositores da Fenasan, que em 2019 também será parceira da IFAT (a maior Feira de saneamento do mundo, que está buscando no Brasil a sua representatividade no continente americano).
O presidente nacional da ABES, Roberval Tavares de Souza (foto principal, no topo), abordou os índices do saneamento nacional, com ênfase em um novo ranking a ser lançado pela entidade, durante o Congresso, e a necessidade urgente de mudanças para gestões de excelência. Ele citou como exemplos o desenvolvimento do setor nos estados de São Paulo, Paraná e Minas Gerais, mas fez contrapontos com algumas regiões com números alarmantes em tratamento de água, esgotamento sanitário, tratamento de resíduos e manutenção de águas pluviais; que formam a base de um setor consistente, para que a meta de universalização seja alcançada até 2036; advertindo que empresas públicas não são moedas de troca e clamando por mais investimentos e oferecimento de capacitação no setor.
“Não há desenvolvimento e qualidade de vida sem saneamento. É incontestável o seu impacto na saúde pública entre outros benefícios como geração de emprego e melhoria do meio ambiente. Segundo o SNIS, em 2015, a cobertura de abastecimento de água em nosso país era de 83%. Ainda existia de 30 milhões de brasileiros sem acesso à água potável. Hoje o país temos uma forte discussão sobre a privatização do saneamento. É importante destacar que as empresas públicas não estão à disposição dos governos apenas para pagamento de suas dividas elas não são moedas de troca, elas geram valor para a sociedade. Existem empresas eficientes e ineficientes tanto públicas como privadas. Neste sentido, a união do público com o privado na busca da eficiência é a melhor solução para o setor. “Existem operadoras públicas destruídas do ponto de vista financeiro e técnico. A sociedade não suporta mais tanto descaminho. Cabe a nós debater as questões temerárias e irresponsáveis no saneamento em todo país, que precisa mudar também no saneamento ambiental”, disse Roberval.
Após um vídeo das obras e funcionamento da Sabesp, empresa anfitriã do evento, o presidente Jerson Kelman reforçou a vontade nacional de se fazer mais pelo saneamento e que durante o Congresso essa finalidade pode e deve ser seguida.
Em seguida, foi a vez do pronunciamento do secretário de Saneamento e Recursos Hídricos do Estado de São Paulo, Benedito Braga, que também é presidente do Conselho Mundial da Água, com foco no quanto o setor está vinculado à saúde da população. Discorreu ainda sobre a superação da crise hídrica em São Paulo, que hoje é uma grande referência para o País, além de ressaltar que este Congresso é uma etapa preparatória do Fórum Mundial da Água, a ser realizado no Brasil em março de 2018 (em Brasília/DF).
Da mesma forma, Marcos Penido, secretário de Serviços e Obras da Prefeitura de São Paulo, representando o prefeito João Dória Jr, citou o estado como exemplo, inclusive por meio das parcerias com PMSP nas operações Córrego Limpo e Recuperação da Guarapiranga.
O governador do Estado de São Paulo, Geraldo Alckmin, que também realizará uma palestra magna nesta terça0feira, 3 de outubro, saudou a todos e lembrou que o saneamento, as vacinas e os antibióticos contribuíram fundamentalmente para o aumento da expectativa de vida da população, “principalmente em regiões em que temos bons profissionais que se dedicam ao desenvolvimento dessas bases vitais, como São Paulo.”
Uma nova apresentação do maestro brasileiro, João Carlos Martins, acompanhado pela Camerata Bachiana, brindou a platéia com obras de Johann Sebastian Bach, antes de ser apresentado o convidado de honra da noite: o ex-presidente Fernando Henrique Cardoso.
Com toda a retórica que o caracteriza, o ex-presidente Fernando Henrique Cardoso discorreu sobre o emblemático ano de 1968, quando era professor em Paris e acompanhou uma mudança social que impactou a geração da época, pela necessidade de transparência nas atitudes, até se chegar no sistema atual de sociedade em rede, considerando a crescente tendência das populações de exigir mais do poder público. Frisou que eventos como o Congresso ABES Fenasan 2017 são valiosos para retratar a consciência de um momento no qual se clama por uma forma de governo mais decente. ” Motivação para novos caminho, sem medo de apontarmos o que queremos, pode nos levar a olhar um futuro com mais otimismo, porque há pontes, como a valorização da capacidade, da ética, do mérito e das tecnologias”, concluiu.
Após mais uma apresentação de João Carlos Martins, com a Camerata Bachiana, foi oferecido um coquetel aos presentes. O Congresso acontece até quinta-feira, com painéis e visitação da Feira; na sexta-feira haverá visitas técnicas.

Today, I went to the beachfront with my kids.
