Congresso ABES Fenasan 2017: CT Resíduos Sólidos promove seu V Fórum e painel sobre a crise econômica e impactos na gestão

A Câmara Temática de Resíduos Sólidos promoveu duas grandes discussões no dia 4 de outubro, durante o Congresso ABES Fenasan 2017 (realizado em São Paulo de 2 a 6 de outubro): o painel “A crise econômica e os impactos na gestão dos resíduos no Brasil” e o V Fórum de Resíduos Sólidos, que teve como tema “A elaboração dos planos de gestão integrada dos resíduos como ponto de partida para a organização do setor”.

Coordenado por Sara Suely Attílio Caporossi, com relatoria de Emília Wanda Rutkowski, o painel abordou a busca da sustentabilidade na gestão dos resíduos sólidos urbanos.

O Brasil está vivendo uma crise fiscal, política e econômica causando, entre outros aspectos negativos, o aumento do desemprego. Esta situação reflete no orçamento público agravando a falta de investimentos inclusive no setor de resíduos.

A crise tem provocado o desemprego e a consequente redução da geração de resíduos. Tem provocado também o aumento do número de pessoas fazendo a catação de recicláveis nas ruas das cidades brasileiras, buscando seu sustento. Isso faz com que menor quantidade de materiais seja disponibilizada para a coleta seletiva.

Por outro lado, a Política Nacional de Resíduos Sólidos — Lei 12.305/2010 — preconizou a logística reversa de pneus, pilhas, baterias, lâmpadas e embalagens em geral de responsabilidade privada, que é poderá vir a ser uma importante contribuição para o adequado manejo dos resíduos no Brasil. Entretanto, até o momento, esta ação é uma carga pesada por conta dos municípios e do Distrito Federal não serem devidamente ressarcidos pela prestação destes serviços.

No entanto, a despeito de inúmeras dificuldades, podemos identificar exemplos que demonstram que vontade política, criatividade e persistência impulsionam o setor de resíduos.

O Estado de Santa Catarina foi o primeiro do Brasil a dispor a totalidade de seus resíduos e rejeitos em aterros sanitários e o Rio Grande do Norte foi o primeiro a concluir os Planos de Gestão Integrada de Resíduos para os seus municípios. O Distrito Federal, detentor do segundo maior lixão do mundo em operação, inaugurou o primeiro aterro sanitário de sua história e programa o encerramento de atividades irregulares do seu lixão.

Esta conjuntura de crise e as soluções em andamento, assim como as rotas tecnológicas dos resíduos e o processo de compostagem, foram debatidas durante o Congresso, tanto no Fórum quanto no painel, na tentativa de vislumbrar uma solução que possa vir ao encontro de novos tempos para o setor.

No painel foram abordados os temas impactados mais diretamente com a crise econômica e financeira que estamos vivendo no Brasil: as responsabilidade do setor público e privado na gestão dos resíduos e as estratégias utilizadas para enfrentar desafios, vencer obstáculos e implantar a política nacional de resíduos. Algumas experiências demonstram que a possibilidade de avanços para o setor.

Participaram da discussão: Ernani Ciriaco, do Ministério das Cidades (A evolução da geração dos resíduos, da coleta convencional e seletiva e o financiamento para o setor); José Eduardo Lutti – Ministério Público de São Paulo (Situação da logística reversa de pneus, lâmpadas, pilhas e baterias, e embalagens em geral); Antônio Velloso Carneiro, Secretário Estadual Adjunto de Meio Ambiente do Estado de São Paulo (Logística Reversa em São Paulo);

No tema “Avanços e retrocessos no tratamento e na disposição adequada dos resíduos/rejeitos – o encerramento dos lixões e a solução regionalizada na implantação de novos aterros”, o caso de Santa Catarina, o primeiro estado brasileiro a dispor os resíduos e rejeitos em aterros sanitários, foi abordado por Alexandre Waltrick Rates – Presidente da Fundação do Meio Ambiente – FATMA de Santa Catarina; e o caso do Distrito Federal, por Heliana Kátia Tavares Campos – Diretora presidente do SLU/DF.

 

V Fórum de Resíduos Sólidos

Coordenado por Darci Campani, com relatoria de Francisco Humberto de Carvalho Júnior, o Fórum debateu os temas relativos aos estudos, projetos e elaboração dos planos com a participação social, além das metas tratadas no Plano Nacional para serem alcançadas pelas regiões, estados, o Distrito Federal e os municípios, além de questionar se a participação social tem surtido efeito na implantação das políticas.

Foram abordadas as estratégias de mobilização e participação social para a construção de um plano realista e viável, que tenha sustentabilidade técnica, econômica e financeira, bem como social e ambiental.

O tema foi apresentado em duas partes:

1º – Elaboração do Plano Nacional e Planos Estaduais de Gestão Integrada dos Resíduos Sólidos, com Zilda Velloso, do Ministério do Meio Ambiente – MMA; e dos Planos Regionais /Intermunicipais/ Municipais e a viabilidade técnica, administrativa e financeira para a sua implantação e o controle social, com Sérgio Pinheiro, da Secretaria de Meio Ambiente do Rio Grande do Norte.

2º – As Rotas tecnológicas, o tratamento dos resíduos recicláveis e o mercado de reciclagem e possibilidades de uso para os rejeitos, com Fernando Jucá, professor da UFPE, e o tratamento dos resíduos orgânicos e a utilização do composto, com Geraldo Antônio Reichert, professor da UCS (foto ao lado), e Mariza F. P. Reis, diretora da Divisão de Destino Final do DMLU/Porto Alegre/RS.
