ABES-DF: oficinas abordam elaboração de propostas sobre saneamento básico de 2019 a 2022

A Associação Brasileira de Engenharia Sanitária e Ambiental – ABES Seção Distrito Federal (ABES-DF) promoverá um ciclo de oficinas com o objetivo de construir propostas para a gestão do saneamento básico, dos recursos hídricos e do meio ambiente do Distrito Federal para o período 2019-2022. As atividades ocorrerão nos dias 23 de maio e 6, 13 e 20 de junho, das 19h às 22h, no Auditório do SLU, no 6º andar do Shopping Venâncio (SCS).

Na ocasião, a seção apresentará publicamente aos candidatos às eleições do DF deste ano.

As eleições deste ano permitirão escolher o governador e seu vice, além de definir os 24 deputados distritais que integrarão a Câmara Legislativa do DF.O saneamento básico e as eleições deste ano no DF

No plano local, para além das dificuldades financeiras que o GDF enfrenta, nossa agenda é assegurar a implementação do Plano Distrital de Saneamento Básico, acompanhada de perto pelo Conselho de Saneamento Básico do Distrito Federal e pelo Conlurb DF.

Não se pode aceitar retrocessos. Cabe valorizar as lições aprendidas com a crise do abastecimento e o racionamento que ainda estamos vivendo. É indispensável assegurar o desempenho das ETEs da CAESB. Afinal, a maior parte dos efluentes tratados são encaminhados para mananciais (Lagos Paranoá e Corumbá IV).

O lixão da Estrutural precisa ser recuperado e o novo aterro sanitário não pode virar um novo lixão. É necessário consolidar as unidades de triagem operadas pelas associações de catadores. Cabe avançar mais na gestão dos resíduos da construção civil e garantir a ampliação da reciclagem desses resíduos, não retroceder no tratamento dos grandes geradores e dos resíduos dos serviços de saúde. Tudo isso significa continuar a reconstrução técnica e institucional do SLU.

O atraso na drenagem urbana precisa ser superado. Este serviço público precisa ser institucionalizado e os conceitos antigos de infraestrutura cinza substituídos pelos conceitos de infraestrutura verde já adotados por muitas cidades do mundo.

As eleições de 2018 estão aí

O país e o DF vivem uma conjuntura muito difícil. A economia brasileira patina na recessão enquanto as desigualdades sociais aumentam. A austeridade, modo de governar dando prioridade à remuneração da dívida pública à custa dos investimentos e dos gastos sociais foi inscrita na Constituição Federal por meio da Emenda Constitucional 95, de dezembro de 2016.

Este dispositivo, que estabelece um teto global para os gastos públicos pelos próximos 20 anos, é uma medida de austeridade fiscal sem precedentes porque combina status constitucional, longa duração e rigidez sobre a capacidade do governo de gerir a política fiscal.

Estão ameaçados os direitos humanos protegidos pela Constituição e por instrumentos internacionais, como o direito à educação, saúde, moradia digna, à cultura, direitos da criança e laborais. E também o direito à água e ao saneamento. No mesmo diapasão, está sendo alienado o patrimônio público brasileiro e privatizados serviços públicos essenciais.

É neste quadro que terão lugar as eleições de 2018 quando serão eleitos o Presidente da República e seu vice, 54 senadores, sendo dois do DF e 513 deputados federais, dos quais oito do DF.

É muito provável que seja o próximo Congresso que decidirá sobre as propostas de alteração do marco regulatório dos serviços públicos de saneamento básico. Preparadas pelo Governo Temer, elas objetivam enfraquecer as companhias estaduais e atropelar a autonomia municipal para facilitar a privatização da prestação dos serviços de água e esgoto.

Também no DF água e saneamento básico são direitos humanos

O Brasil é signatário da resolução da ONU que reconheceu os direitos humanos à água e ao esgotamento sanitário. Em decorrência, os seguintes princípios devem ser observados: não discriminação e igualdade; acesso à informação, direito à participação, sustentabilidade e proibição de retrocesso.

O direito internacional dos direitos humanos obriga os Estados a trabalhar para alcançar o acesso universal à água e ao saneamento, orientados pelos princípios de direitos humanos e suas regras definidas, dando prioridade aos mais necessitados. O conteúdo legal dos direitos humanos à água e ao saneamento abrange as seguintes dimensões: disponibilidade, acessibilidade física, aceitabilidade, acessibilidade econômica e qualidade.
