A Diretoria Nacional da ABES, por meio de sua Câmara Temática de Gestão de Perdas e Eficiência Energética, manifestou-se oficialmente à Consulta Pública 045 – MME, referente ao Relatório Preliminar do Plano de Redução Estrutural das Despesas da Conta de Desenvolvimento Energético, que foi disponibilizada no dia 2 de maio (leia aqui o documento).
A proposta do Ministério de Minas e Energia é de extinção por meio da redução gradual de um importante subsídio: o desconto de 15% na Tarifa de Uso dos Sistemas Elétricos de Distribuição (TUSD) e Tarifa de Energia (TE)para o setor saneamento, num prazo de 5 anos (20% de redução do desconto ao ano), mas estamos buscando manter o desconto dando contrapartidas na área de eficiência energética .
A ABES considera que o momento atual é muito inadequado para a retirada do subsídio, pois impacta o equilíbrio econômico financeiro dos prestadores de serviços de saneamento, que terá de ser compensado com inoportunos aumentos de tarifas à população. No sentido de contrapor-se a esta possibilidade e apresentar possibilidades de solução ao necessário debate qualificado, a entidade realizou a manifestação oficial. A Câmara Técnica do Rio Grande do Sul também publicou manifestação de igual teor.
“Entendemos que a Câmara Temática de Gestão de Perdas e Eficiência Energética pode auxiliar de modo técnico, profissional e responsável, dentro de sua especialidade, para a construção dos novos critérios, formas de avaliação, contrapartidas e diretrizes que justifiquem a manutenção deste importante subsídio”, ressalta Ricardo Röver Machado, coordenador da Câmara.
