Rio Water Week: “a insegurança hídrica é um dos maiores desafios para o nosso desenvolvimento”, diz especialista

Entre os dias 26 e 28 de novembro, a Associação Brasileira de Engenharia Sanitária e Ambiental – ABES realizará, pela primeira vez no Brasil, o mais importante evento sobre água no mundo: a RIO WATER WEEK – Semana da Água do Rio. O encontro ocorrerá no Riocentro, Rio de Janeiro. As inscrições poderão ser feitas aqui).

Nesta entrevista, Stela Goldenstein, que atua na gestão de meio ambiente, recursos hídricos, saneamento e na recuperação de espaços urbanos e é uma das coordenadoras da programação, fala sobre a realização. Segundo ela, é preciso trabalhar para reduzir no Brasil o imenso déficit relacionado ao ODS 6 – ÁGUA E ESGOTO PARA TODOS ATÉ 2030, que será o foco do evento. “A insegurança hídrica é um dos maiores desafios e riscos para nosso desenvolvimento, destaca.

O encontro, que já acontece em outros países, como Suécia e Cingapura, reunirá profissionais e empresas do Brasil e outros países e envolverá também a comunidade acadêmica, especialistas e organizações internacionais para discutir a água em sua concepção mais ampla, abordando desafios, políticas públicas e soluções e tecnologias existentes no Brasil e em todo o mundo.

A programação da RWW contempla 9 temas centrais, desenvolvidos em 20 tópicos e 35 sessões, sob a coordenação de especialistas.

ABES Notícias –  Qual é a importância para o Brasil da realização de um evento internacional consagrado em outras cidades do mundo?

Stela Goldenstein – A insegurança hídrica que caracteriza nossas metrópoles, e que ameaça as atividades econômicas é um desafio para o qual ainda não demos atenção suficiente.

A Rio Water Week é um evento que apresenta múltiplas oportunidades. Em primeiro lugar, permite que os técnicos, os especialistas e os tomadores de decisão pública e empresarial dialoguem, identifiquem os obstáculos existentes para a universalização do acesso à água potável e para o tratamento dos efluentes gerados e para que, juntos, busquem caminhos para ultrapassar estes obstáculos.

Além disso, é uma ocasião que permite alertar a sociedade e os governantes sobre a importância do tema. É preciso mobilizar muito peso político, muitos recursos financeiros e de novos formatos institucionais para que a sociedade brasileira tenha segurança hídrica.

ABES Notícias – Discutir a água de um ponto de vista mais amplo será o grande desafio do evento. Como você vê a diversidade de participantes (empresas, ONGs, governos e outros organismos) e como esta diversidade pode contribuir para a discussão?

Stela Goldenstein – É usual que se faça exclusivamente entre técnicos a discussão sobre temas tão complexos. Está claro, no entanto, que as abordagens mais tradicionais ainda não permitem encontrar soluções satisfatórias. Ao mesmo tempo, as atribuições e responsabilidades para a universalização do saneamento envolvem as diferentes esferas de governo, as empresas, a sociedade como um todo.  A participação de variados interlocutores nestas discussões permite uma melhor compreensão dos diferentes pontos de vista, criando espaço para a definição de visões compartilhadas, compromissos mútuos e metas de ação comum.

ABES Notícias – Você integra a coordenação do grupo do tema 1″Água e esgoto para todos até 2030″. Como você avalia a situação do Brasil neste tema? Quais são os maiores entraves, na sua opinião, para alcançar esse ODS?  O que o Brasil tem feito, neste sentido?

Stela Goldenstein  – Há inúmeros entraves a serem vencidos. Podemos citar aqui alguns deles. Os investimentos que temos feito até o momento não são suficientes para que se obtenha resultados satisfatórios. Ao mesmo tempo, os padrões institucionais que adotamos para os serviços de saneamento ainda se garantem a integração suficiente entre os entes federativos legalmente responsáveis.

Para que se garanta recursos financeiros para esses investimentos é preciso que os municípios, os quais têm sido considerados responsáveis pelos serviços de água e esgotos, desenvolvam competência técnica e institucional, definam e cobrem tarifas realistas, mantenham as metas de universalização no centro de suas atenções.

ABES Notícias – Como o país pode contribuir para esta discussão mundial e o que outros países poderão agregar ao debate e à experiência brasileira?

Stela Goldenstein – Temos que trabalhar para reduzir este imenso déficit que temos com relação ao ODS 6. A insegurança hídrica é um dos maiores desafios e riscos para nosso desenvolvimento. Em diversos países, a adoção de metas de desempenho em cada cidade e a firme decisão de alcançá-las implicou no envolvimento da sociedade e em investimentos importantes, com excelentes resultados. É preciso conhecer estes exemplos, identificar aprendizados úteis e adaptá-los à nossa realidade.

ABES Notícias – Qual é a sua opinião sobre o papel da ABES como entidade que está trazendo para o Brasil, como organizadora principal, um evento deste porte?

Stela Goldenstein – A ABES é uma entidade com muita representatividade e liderança. Ao assumir esta responsabilidade de organizar o evento, favorece as discussões e traz densidade para o amadurecimento deste tema entre nós.
