Regulação será um dos temas da Rio Water Week, que será realizada pela primeira vez no Brasil de 26 a 28 de novembro, no Rio de Janeiro

O Rio de Janeiro se transformará na capital mundial da água com a realização deste evento internacional inédito no país. Profissionais, comunidade acadêmica, empresas e organizações internacionais se reunirão para discutir a água em sua concepção mais ampla, abordando desafios, políticas públicas e soluções e tecnologias existentes no Brasil e no mundo.

A Regulação da Prestação de Serviços de Água e Esgotos será um dos temas será um dos 9 grandes temas da Rio Water Week – Semana da Água do Rio, que a ABES – Associação Brasileira de Engenharia Sanitária e Ambiental realizará, pela primeira vez, no Brasil, de 26 a 28 de novembro, no Riocentro, Rio de Janeiro.  As inscrições podem ser feitas aqui.

Esta realização, que já ocorre em outros países, como Suécia e Cingapura, reunirá profissionais e empresas do Brasil e outros países e envolverá também a comunidade acadêmica, especialistas e organizações internacionais para discutir a água em sua concepção mais ampla, abordando desafios, políticas públicas e soluções e tecnologias existentes no Brasil e em todo o mundo.

A regulação dos serviços de abastecimento de água e esgotamento sanitário é fator importante na promoção de eficiência e otimização de usos de recursos. É, desta forma, ferramenta essencial na busca pela universalização da prestação de serviços e o alcance das metas dos ODS6 – um dos principais temas do encontro.

As experiências de regulação nas várias partes do mundo diferem em conteúdo e em graus de maturação. Nos países em desenvolvimento a discussão está em níveis mais iniciais e pode se beneficiar da troca de experiências com países onde a regulação esteja mais avançada.

Na Rio Water Week, o tema será abordado em três aspectos principais, por meio de três seções:

  1. Modelos Institucionais – Experiências internacionais.
  2. Estruturas tarifárias – Políticas de Subsídio; Tarifa social; Consumo mínimo ou tarifa de adesão; Contratos de demanda firme; Tarifas diferenciadas para coleta e tratamento; Água por atacado; Água pré-paga; Tarifa sazonal; Água de reuso.
  3. Capacitação – Experiência internacional sobre o processo de internalização da importância da regulação pelos entes regulados e capacitação técnica das agências reguladoras.

Este tema conta com diversos especialistas da área e organizações na coordenação da Programação Temática: Marisa Guimarães (ABES-SP), Alceu de Castro Galvão Jr. (ARCE – Agência Reguladora de Serviços Públicos Delegados do Estado do Ceará), Miguel Fernandez (Aquacon Consultoria e Projetos de Engenharia), Vanessa Fernanda Schmitt (ABAR – Associação Brasileira de Agências de Regulação e AGIR – Agência Intermunicipal de Regulação do Médio Vale do Itajaí), Alejo Molinari (Eras – Regulatory Agency Water and Sanitation).

“O desafio maior é o de ir além das fronteiras do nosso Brasil e de interessar e trazer para discutir a universalização os nossos grandes parceiros internacionais”, ressalta o presidente da ABES, Roberval Tavares de Souza.

“Estamos adaptando para a nossa Rio Water Week alguns aspectos que julgamos positivos na organização e planejamento do Fórum Mundial da Água e das Semanas da Água que nos precederam. Entre eles, destacaria uma participação muito relevante das organizações parceiras – quase uma centena – que efetivamente coordenarão as 45 sessões da Rio Water Week, trazendo com elas uma larga experiência nos quatro quadrantes do planeta”, frisa o vice-presidente nacional da ABES, Carlos Alberto Rosito, idealizador e embaixador do evento.

Serão 9 temas (abaixo), 23 Tópicos e 45 Sessões.

  • Monitoramento & reporting sobre o ODS 6

Com expectativa de reunir no Riocentro cerca de 1.500 mil profissionais participando de sessões temáticas, a Rio Water Week fará história, inserindo o Brasil nas discussões sobre água mais importantes do planeta.
