29º Congresso Técnico AESabesp – Fenasan 2018: veja como foi a participação da ABES no primeiro dia do evento

A ABES teve presença marcante no primeiro dia do 29° Encontro Técnico da Associação dos Engenheiros da Sabesp – Fenasan 2018, que aconteceu nesta terça, 18 de setembro, no Expo Center Norte, na capital paulista.

Na abertura do evento, estiveram presentes Roberval Tavares de Souza, presidente nacional da entidade, Luiz Roberto Gravina Pladevall, vice-presidente da ABES-SP; Dante Ragazzi Pauli, coordenador da Câmara Temática de Comunicação no Saneamento; e Samanta Oliveira, coordenadora da Câmara Temática de Prestação de Serviços da ABES (leia mais aqui).

Confira aqui a participação dos especialistas da ABES no encontro, que acontece até esta quinta, dia 20.

Na parte da tarde, a programação contou a apresentação de três Mesas Redondas coordenadas por membros da ABES.

Planos de Segurança da Água

Roseane. M. Garcia Lopes de Souza, diretora da ABES-SP e coordenadora das Câmaras Técnicas de Saúde Pública e de Resíduos Sólidos da Seção, coordenou o debate “Desafios da implantação dos Planos de Segurança da Água (PSA) em sistemas de pequeno, médio e grande porte”. O debate contou com a participação dos palestrantes Prof. Dr. José Carlos Mierzwa da Escola Politécnica da USP, coordenador do Centro Internacional de Reúso de Água – Cirra; e de André Luiz Góis Rodrigues, da área de Operação de ETAs e ETEs da Sabesp.

Foi um debate muito importante, segundo a engenheira, porque o Plano de Segurança da Água está na legislação nacional, embora não implementada pelo sistema, mas o público precisa entender que é uma gestão de sistema e gestão de risco. “Com um plano e uma medida de controle é possível minimizar os riscos à saúde da população”, explicou. “O plano de segurança é fazer com que a população tome uma água potável com menos ou sem nenhum risco e serve para pequeno, médio e grande sistema de água, podendo ser adaptada”, completou Roseane.

Segundo o professor José Carlos Mierzwa, o assunto é novo e está previsto na Portaria do Ministério da Saúde para Água de abastecimento e existe uma série de dúvidas sobre o tema, sobre o que fazer e aplicar e quem é responsável, principalmente quando tentamos entender o contexto do plano de segurança de água. “Pela legislação é colocado como responsabilidade da companhia de saneamento e em boa parte do plano independe da companhia. Teria que ter um trabalho integrado com as agências ambientais de controle e as companhias de abastecimento para poder estabelecer um plano adequado”, explicou o especialista. A importância da apresentação, de acordo com ele, é que “as pessoas começam a ver nesse evento que existem formas de gestão da qualidade da água com medidas mais simples do que aquelas mais sofisticadas. É importante obter uma solução para cada tipo de problema. Algumas são mais complexas e outras, mais simples”, destacou.

Saneamento Rural

Ana Lúcia Brasil, coordenadora da Câmara Técnica de Saneamento e Saúde em Comunidades Isoladas da ABES-SP, coordenou a Mesa Redonda “Saneamento Rural: Exemplos de Parcerias no Planejamento e na Gestão dos Sistemas de Saneamento”. O painel contou com apresentações de Helder Cortez, coordenador (adjunto) da Câmara Temática de Saneamento Rural da ABES, Rodrigo Sanches Garcia, promotor de Justiça do núcleo de Campinas do Grupo de Atuação Especial e Defesa do Meio Ambiente (Gaema); e Igor Laércio Rusch, da Sanepar.

“O painel trouxe experiência do Sul e do Nordeste e a visão de São Paulo, com uma experiência da Promotoria de Meio Ambiente com um município que não é operado pela Sabesp, o que mostrou que nenhum município tem experiência com saneamento rural”, destacou Ana Lúcia Brasil. “As parcerias são importantes e precisam ser exercidas, não só pelo governo do estado, pelo governo municipal como também pela própria companhia estadual de saneamento, como a Sabesp”, explicou. Tanto o representante do Paraná é da Sanepar como representante do Ceará é da Cagece. São companhias semelhantes à Sabesp. Temos que tirar lições do que falaram aqui”. Concluiu.

Helder Cortez disse que ficou feliz pela quantidade de gente da plateia que se interessou pelo tema. Foram feitas diversas perguntas. “As apresentações são interessantes. O Brasil é grande. O Nordeste, o Sul e o Sudeste têm realidades diferentes”, salientou. “Tivemos uma visão nacional sobre o saneamento rural, mas observamos que o tema é invisível de Norte a Sul para os nossos governantes. O saneamento rural é excluído na hora do planejamento e da execução de recursos para os setores”, lamentou o palestrante. “Mas temos esperança e sempre que surge oportunidades como essa de valorizar o saneamento rural, de provocarmos e trazermos aliados para o nosso grupo”, ponderou. “Temos o apoio da ABES, há muito tempo, e graças a esse apoio temos crescido sempre e continuamente com essas oportunidades.”

Para Igor Laércio Rusch, o debate é de extrema importância para trazer à tona o saneamento rural, que muitas vezes não é bem visto pelos órgãos em si. “Precisamos debater para conseguirmos abrir os olhos da sociedade para essa demanda que existe, como a questão das parcerias, que especificamente comentamos aqui, de como viabilizar isso”, pontuou. ‘Eu trouxe a experiência da Sanepar, que trabalha há 37 anos com a implementação desses sistemas para outros estados aplicarem. É importante a busca por soluções. A parceria é um grande modelo para ser executado”, afirmou.

Coleta Seletiva

A coordenadora (adjunta) da Câmara Técnica de Resíduos Sólidos da ABES-SP, Delaine Romano, coordenou a Mesa Redonda “Novas Tecnologias aplicadas à coleta seletiva de resíduos urbanos”, com os palestrantes Henrique Ruiz; Patrícia Moreno Fernandez e Francisco Luiz Biazini Filho.

Segundo Delaine, a ideia era fazer uma mesa que tivesse uma certa ordem, começando pela coleta seletiva em condomínio, o uso de aplicativo “Comunidades que Reciclam”, da B2S Eco, e o benefício BolsaCoop, que é uma plataforma de comercialização para onde vai o resíduo. “Acredito que conseguimos alcançar o objetivo. Estava cheio, as pessoas plateia se interessaram pela palestra. Tivemos perguntas ao final. O propósito era que as pessoas conhecessem essas novas tecnologias”, reafirmou. “A primeira palestra sobre condomínios foi para contextualizar onde ocorre a coleta seletiva, depois o uso da nova tecnologia no aplicativo e da plataforma. Deu tudo certo”, disse.

Livro

O evento também foi palco para a apresentação do livro “Tratamento de Esgotos Domésticos em Comunidades Isoladas – Referencial para a escolha de soluções”, com diversos autores da ABES e outros.

Estande

A ABES conta, ainda, com um estande na Fenasan 2018, com mais de 300 títulos na livraria. No estande também realiza inscrições de participantes para os próximos eventos da entidade: Rio Water Week, de 26 a 28 de novembro, e 30° CBESA – Congresso Brasileiro de Engenharia Sanitária e Ambiental, em Natal/RN, de 16 a 18 de junho de 2019.
