A regulação nos serviços de saneamento, um dos temas mais importantes do setor, terá um painel no XVII Silubesa – Simpósio Luso-Brasileiro de Engenharia Sanitária e Ambiental, que ocorrerá no Costão do Santinho, em Florianópolis, a partir desta segunda-feira, dia 6, promovido pela Associação Brasileira de Engenharia Sanitária e Ambiental – ABES, em parceria com a Associação Portuguesa dos Recursos Hídricos – APRH e a Associação Portuguesa de Engenharia Sanitária e Ambiental – APESB (veja a programação completa em http://abes-dn.org.br/pdf/XVII_Silubesa.pdf) .
O painel Regulação em Serviços de Saneamento será coordenado pelo vice-presidente da ABES, Álvaro José Menezes da Costa, e terá a participação de Marisa Guimarães (ABES-SP), que abordará o Projeto ABES/BID – Regulação do Setor de Água e Saneamento; Sebastian Butto (Siglasul), que falará sobre os principais desafios para implantação da regulação no Brasil; Orlando Borges e Ana Albuquerque (ERSAR/Portugal), que apresentarão a experiência de Portugal no tema; Hélio Luiz Castro (ARSESP – Agência Reguladora de Saneamento e Energia do Estado de São Paulo); e o Diretor-Presidente da Corsan, Flávio Ferreira Presser.
Como frisa Álvaro, “a regulação e um dos temas fundamentais para o desenvolvimento do saneamento no Brasil”. Neste contexto, em 2015, o Banco Interamericano de Desenvolvimento – BID e a ABES firmaram um convênio de cooperação técnica para regulação do setor de água e saneamento no país. As entidades vão realizar, neste mês de junho, o curso gratuito de ensino a distância (EAD) sobre Regulação dos Serviços de Saneamento – Teoria e Prática para 100 profissionais do setor ligados à regulação.
A ABES, como explica seu vice-presidente, tem uma representatividade muito grande no país e a parceria com o BID teve como finalidade levantar a situação da regulação no Brasil, como o assunto se apresenta hoje em relação aos serviços de saneamento, quais são os agentes envolvidos, as maiores expectativas neste sentido e as dificuldades. “Esse trabalho de diagnóstico se concluiu e será apresentado no Silubesa”, diz.
A implementação do EAD, que é um dos pontos mais importantes do convênio, de acordo com Álvaro Menezes, também terá uma abordagem significativa no encontro. “O curso é voltado para divulgação dos processos regulatórios, como eles acontecem, como trabalhar com ambientes regulados. Este será um ponto chave no simpósio”.
Segundo Álvaro, o painel sobre regulação debaterá também outros temas, como a crise hídrica, que se acentuou no sudeste brasileiro, entre 2014 e 2015. Além disso, acrescenta, serão colocados na discussão assuntos relacionados à gestão na qualidade nos serviços e à inovação no sistema, comoo reúso e a dessalinização. “Serão debates que contarão tanto com a expertise dos nossos parceiros portugueses como com a experiência dos técnicos brasileiros de várias regiões do pais”, ressalta. Conforme ele, o evento vai se concentrar “não só em apresentar situações inovadoras de gestão e avanços tecnológicos, mas, principalmente, colocar em discussão como avançar nesses temas”.
Papel da ABES
Álvaro Menezes ressalta a importância da atuação de entidades como a ABES, considerando, principalmente, a situação do país, “que enfrenta uma grave crise institucional”. A Engenharia nacional, todas as áreas, afirma, estão envolvidas também com a busca e a solução dos problemas. “A ABES está engajada no processo de formatação do setor e propõe juntamente com a entidades como ASSEMAE, AESBE e ABCON que mudanças de fato aconteçam, que sejam realidade e que ocorram no modelo de gestão com o fortalecimento de ações voltadas a parcerias com a iniciativa privada e recursos, obedecendo a critérios mais qualitativos e menos quantitativos”, frisa. E complementa que o momento é “oportuno para que no Silubesa, que é mais uma parceria de sucesso, a ABES fortaleça esse papel político com critérios sérios e de melhoria da qualidade dos serviços de saneamento”.
Para Marisa Guimarães, da ABES-SP, que apresentará o Convênio ABES/BID no painel, ressalta a atuação da ABES em relação à capacitação e difusão de conhecimento. “A ABES está preocupada com o futuro, por isso investe na qualificação dos profissionais do setor montando cursos de capacitação como este e colocando a agenda do saneamento em discussão.”
