CT Resíduos Sólidos no 28º CBESA: temas focaram nos desafios enfrentados pelo Brasil para implementação da PNRS

Os encontros para debater as questões relacionadas aos resíduos sólidos tiveram grande destaque durante o 28º CBESA, que ocorreu de 4 a 8 de outubro, no Riocentro, Rio de Janeiro. Além da mesa redonda de resíduos sólidos que abordou o tema “Governança e gerenciamento integrado de resíduos sólidos: do conceito à pratica”, foram realizados ainda o IV Fórum de Resíduos Sólidos e a reunião da CTRS, coordenada, até o evento, pelo engenheiro Geraldo Antônio Reichert.

Segundo Reichert, os temas abordados tiveram enfoque nos desafios enfrentados pelo país para a implementação da Política Nacional de Resíduos Sólidos, em especial no seu Art. 9º, que trata da hierarquização do gerenciamento integrado e do envio para disposição ambientalmente adequada somente dos rejeitos. “Persiste ainda no Brasil a necessidade da implantação de aterros sanitários para atender a todos os municípios, aliada à necessidade prevista na Lei dos Resíduos de reaproveitar e reciclar o que tem potencial para tal”, explica o engenheiro.

Conforme Geraldo, possíveis tecnologias aplicáveis para realizar esse reaproveitamento foram apresentadas e discutidas no Congresso, como a digestão aneróbia e a compostagem, a compostagem caseira e em pequena escala (com separação na origem e participação comuntária) e o tratamento térmico dos rejeitos. A preparação e o posicionamento dos órgãos estaduais de controle ambiental frente aos desafios do licenciamento de novas tecnologias também foram abordados. “Deixamos o evento com a sensação de que as tecnologias, tanto de aterro sanitário com as de reaproveitamento, são conhecidas e aplicáveis no país, havendo lacunas nos processos de tomada decisão pela melhor rota tecnológica, de sustentabilidade financieira e, principalmente, nos aspectos de governança e de profissionalização do setor”, destaca Reichert.

No último dia do Congresso foi realizada a Reunião da CTRS, com uma avaliação das atividades da Câmara no último período, e escolha da nova coordenação para o período 2015-2017. Heliana Kátia Campos, da ABES Seção Distrito Federal, que também é dirigente da Limpeza Urbana do DF, foi a eleita para coordenar a Câmara.

Estas eleições, segundo Heliana Kátia, eram feitas anteriormente durante os Seminários Nacionais de Resíduos Sólidos, mas foram transferidas para os Congressos da ABES. “Com isso ampliamos o mandato do Geraldo por mais um ano (que venceria em 2014 e somente agora, em 2015, fizemos nova eleição). Esta alteração visou à possibilidade de participação de um leque maior de profissionais do setor”, ressalta.

Além disso, houve mais uma novidade no contexto da CTRS: a indicação de mais de um representante por região do Brasil. “Se um dos membros estiver muito atarefado em determinado momento, buscamos outro. Outra vantagem desta opção é que, se tivermos algum seminário regional de Resíduos, já contaremos com agentes organizadores e mobilizadores”, explica a nova coordenadora.

Na ocasião, Fortaleza, no Ceará, foi escolhida como sede do XII Seminário Nacional de Resíduos Sólidos, que será realizado em 2016.
