PNQS 2020: unidades da Sabesp reconhecidas na categoria AMEGSA integram painel sobre adaptabilidade

Com moderação de Paula Violante, diretora da Iguá Saneamento, os palestrantes detalharam como estão trabalhando o tema

O último dia do Prêmio Nacional da Qualidade em Saneamento – PNQS 2020, promovido online pela Associação Brasileira de Engenharia Sanitária e Ambiental – ABES, por meio do CNQA – Comitê Nacional da Qualidade – ABES foi realizado nesta sexta, 18 de dezembro. A programação contou com apresentação de painéis no Seminário de Benchmarking AMEGSA (As Melhores em Gestão no Saneamento Ambiental), com o tema “Adaptabilidade e olhar para o futuro”. 

Um dos painéis do reuniu 4 unidades da Sabesp reconhecidas no Nível III da categoria AMEGSA. 

O debate foi moderado Paula Violante, diretora da Iguá Saneamento. Os participantes foram: Leonardo Almeida, gerente do Departamento Administrativo da Unidade de Produção de Água da Metropolitana – MA; Nivaldo Rodrigues da Costa Júnior, superintendente da SABESP – MT; Wilson Roberto dos Santos, gerente da Unidade de Gerenciamento Regional da Sabesp – URG de São Miguel Paulista; e Ronaldo Coppa, gerente da UGR Ipiranga da Sabesp.

“É sempre um prazer e uma satisfação muito grande poder estar aqui nesse evento tão importante para o saneamento, onde a gente aprende um pouco mais com os vencedores. Neste painel de benchmarking, vamos poder ouvir a experiência importante de todos os vencedores do nível três do Prêmio Nacional da Qualidade em Saneamento”, considerou Paula 

“Este foi um ano muito desafiador, seja em condições climáticas, seja em pandemia e em todos os demais itens. É muito interessante poder ouvir a experiência das pessoas que estão à frente e de todas as equipes que estão lutando por um Saneamento melhor, por uma melhoria contínua das práticas de gestão”, afirmou também a moderadora. 

As apresentações no painel foram feitas sobre dois pilares: adaptabilidade e visão para o futuro. Assim, os palestrantes detalharam como estão trabalhando o tema, tiveram a oportunidade de compartilhar experiências e conhecimento ao longo do debate. 

A primeira apresentação foi feita por Leonardo Almeida, gerente do Departamento Administrativo da Unidade de Produção de Água da Metropolitana – MA. No local, é feito o tratamento da água que abastece mais de 21 milhões de habitantes da Região Metropolitana de São Paulo e a gestão de recursos hídricos. O propósito da unidade é produzir água potável de forma sustentável e inovadora, para atendimento pleno às demandas dos clientes. 

“Toda a força de trabalho construiu esse propósito e no último planejamento da nossa unidade, o definimos como o principal condutor dos resultados. Nos foi questionado sobre nossa necessidade de mudança e tomada de ação rápida. Liderar na adversidade é um ponto chave para isso e temos três pilares fundamentais para o sucesso em nossa unidade de negócio e corporação, que é a SABESP”, afirmou Almeida. 

Os três pontos apresentados são: processos bem estruturados muito antes das crises, equipes qualificadas com os objetivos e propósitos da unidade de negócio e tecnologias preparadas. Neste caso, especificamente, a Diretoria Corporativa, por meio da Superintendência de Informática, deixou ferramentas prontas para deixar as equipes trabalhando em casa no momento de crise, mantendo a produção de água dentro da organização. 

Sobre futuro, Almeida afirmou que, para 2021, foi feito um plano de adaptação às variações climáticas para a gestão de recursos hídricos na Região Metropolitana de São Paulo. O trabalho, com estratégias resilientes, lista 17 ameaças e de 42 medidas de adaptação a esses riscos, em quatro frentes: gestão da oferta, gestão da demanda, participação e engajamento e gestão de conflitos. 

Em seguida, Nivaldo Rodrigues da Costa Júnior, superintendente da SABESP – MT, apresentou as ações feitas para que fosse possível a reinvenção neste ano atípico de 2020, além das projeções para o ano que vem. O foco da apresentação foi a Unidade de Tratamento de Esgotos, responsável por 62% do volume tratado pela companhia. O trabalho é feito por 32 ETEs, com três estações de flotação e uma de remoção de nutrientes. 

O superintendente contou que, para 2020, foi feito um planejamento por meio de mapas estratégicos, táticos e operacionais. Por esse motivo, houve alta capacidade de adaptabilidade, pois a unidade já estava pronta para mudanças. Assim, foram feitos ajustes de rota mantendo o foco das entregas, pois parte do efetivo passou a trabalhar home office, com planejamentos e adequações de curto prazo. Além disso, novas estações foram ampliadas, construídas e otimizadas, entre outras medidas adotadas. 

“Fomos agraciados pelo PNQS Nível III, mas sabemos da nossa missão da busca contínua pela excelência. Esse prêmio veio nos coroar de que estamos no caminho certo e continuaremos. Todo esse processo de gestão é unido por um propósito, construído por nossa liderança em várias reuniões para buscarmos uma frase que nos representa: Juntos, transformar os rios e integrá-los a vida, de forma sustentável, para o bem-estar comum”, disse. “A nossa força está nas nossas pessoas”, finalizou. 

Na sequência, Wilson Roberto dos Santos, gerente da Unidade de Gerenciamento Regional da Sabesp – URG de São Miguel Paulista, detalhou as experiências e projeções. O atendimento é feito para 1,4 milhão de pessoas em uma área de 86,1 km², contemplando três prefeituras. O mercado de atuação contempla 92% de clientes residenciais, 7% comerciais e 1% industriais. 

Ao todo, em 2020, foram feitas 7.960 ligações de água e 10.400 ligações de esgoto, o que foi considerado por Santos como uma grande superação. “Neste ano, começamos a trabalhar fortemente na transformação da SABESP, com uma gestão ágil. A sistematização da gestão da mudança trabalha com oito fundamentos da excelência, focando fortemente na adaptabilidade”, detalhou. 

Além disso, foi colocada em execução a Jornada do Planejamento 4.0, mesmo antes da pandemia, com foco na redução de perdas, despoluição dos principais afluentes do Rio Tietê e a consolidação da Gestão de Valor Agregado, além da implementação do Modelo Ágil.  

Também foi feita a Gestão Cognitiva 4.0, com os pilares de benchmarking, squads de perdas, monitoramentos, gestão à vista, transformação digital, análises críticas e boletim de perdas. Os resultados incluem redução de perdas de água e satisfação dos clientes em 90%. 

Por fim, Ronaldo Coppa, gerente da UGR Ipiranga da Sabesp, falou sobre a atuação na unidade. O atendimento é feito a 1 milhão de pessoas ficas e 1,2 milhão de população flutuante, com 198 mil ligações de água e 193 mil ligações de esgoto uma parte da apresentação de Ronaldo foi transmitida pelo canal da ABES no YouTube – na programação aberta ao público.
