Experiências bem-sucedidas para a construção de cidades inteligentes e sustentáveis marcam painel de abertura do 31º Congresso da ABES

Os convidados mostraram iniciativas que estão sendo realizadas em cidades como Curitiba, São Paulo e Portugal. As palestras do primeiro painel deram a tônica das discussões que serão apresentadas nos próximos dias e ressaltaram a importância da participação da sociedade na formação de um futuro ambiental melhor para todos.

Depois da abertura deste domingo, dia 17, com palestra de Thelma Krug, do IPCC, a 31ª edição do Congresso ABES, considerado o mais importante evento de saneamento e meio ambiente do Brasil, teve sua jornada de painéis aberta nesta segunda, dia 18, no Teatro Positivo, no Expo Unimed em Curitiba-PR. Com o tema “Cidades Inteligentes, Sustentáveis e Humanas – Desafios dos Novos Tempos” o Painel de Abertura, que teve transmissão no canal da ABES no YouTube, mostrou iniciativas que estão sendo implementadas em diversas regiões do Brasil e também em Portugal para a construção de modelos de cidades que atendam cada vez mais aos conceitos que integram políticas públicas, serviços essenciais e qualidade de vida. Confira o álbum de fotos (oficial) aqui e do público aqui.

A coordenação das palestras foi de Alceu Guérios Bitencourt, presidente Nacional da ABES. Os convidados para este painel foram Rafael Greca, prefeito de Curitiba; Manuel Heitor, ministro da Ciência, Tecnologia e Ensino Superior de Portugal; Benedito Braga, presidente da Companhia de Saneamento do Estado de São Paulo (Sabesp); Savio Túlio Oselieri Raeder, diretor do Departamento de Ciências da Natureza – DECIN do Ministério da Ciência, Tecnologia e Inovações (MCTI); e Oscar Cordeiro Netto, diretor da Agência Nacional de Águas e Saneamento Básico (ANA).

Os trabalhos foram iniciados com a palestra proferida pelo prefeito de Curitiba, Rafael Greca, que saudou a todos e comentou a satisfação por Curitiba ser a sede desta edição do congresso da ABES. “Somos o bem que fazemos e o que fazemos é o que existe, por isso o propósito da prefeitura de Curitiba é afirmar-se como a cidade mais inteligente e sustentável da América do Sul e ficar entre as sete comunidades mais inteligentes do mundo”, informou.

Greca mostrou em sua apresentação algumas das ações mais importantes que estão sendo desenvolvidas no âmbito da valorização ambiental de Curitiba no cenário nacional, por exemplo, os programas de criação de parques, gestão do lixo, melhoria do saneamento, inovação tecnológica, eficiência energética com uso das energias solar e eólica, entre outros. “Os resultados desses projetos nos levam à R$ 5,3 milhões por ano de economia, contemplando entre os benefícios a redução das emissões de gases e a geração de empregos”, pontuou.

O prefeito de Curitiba destacou como um dos grandes desafios a ser implementado é a transformação do vale onde nasce o Rio Iguaçu no projeto Reserva Hídrica do Futuro da cidade. Destacou ainda os objetivos do Plano do Clima, o Panclima, que almeja transformar Curitiba até 2050 em uma cidade livre de emissões contando com o engajamento e responsabilidade compartilhada de toda a sociedade.

“Todas essas ações visam pensar em uma Curitiba e no mundo para os que vão nascer porque não existe um planeta B. Portanto, ou conservamos o nosso planeta como é, inclusive levando em conta a terra onde nascemos, ou não haverá futuro. Nesse sentido, essa plenária é também uma aposta para o futuro das cidades brasileiras e para o futuro do saneamento do Brasil”.

Tecnologia e inovação

Na sequência, marcando a participação de Portugal a distância no congresso, o ministro Manuel Heitor, salientou que a questão das cidades inteligentes e sustentáveis não é nova, mas é sempre atual fazer com que novas oportunidades sejam desenvolvidas. “Nesse sentido, mais do que nunca temos que ter metas concretas, proporcionando que a discussão sobre cidades sustentáveis e humanas tenha um olhar para o próximo, pois só teremos esses modelos de cidades se tivermos os cidadãos com parte integrante dos novos temas tecnológicos e de inovação”, observou o ministro com a mostra de algumas das principais iniciativas desenvolvidas em Portugal.

 

Também participando virtualmente, Savio Túlio Oselieri Raeder, diretor do MCTIC, apresentou a visão brasileira em torno das questões que envolvem as cidades sustentáveis. “Na nossa visão as cidades inteligentes e sustentáveis são uma única dimensão”, destacou. Savio Túlio relatou várias iniciativas para formar o sistema de cidades inteligentes e sustentáveis no Brasil, entre eles o projeto CITinova.

As palestras presenciais retomaram com a participação do presidente da Sabesp, Benedito Braga, que trouxe a visão da companhia a respeito das cidades inteligentes serem além de sustentáveis, mais humanas. “Enfatizamos a questão humana porque temos que focar no cidadão que habita as cidades”, disse. O executivo frisou sobre o trabalho da Sabesp com base em questões que envolvem a universalização do saneamento, economia circular e a proteção e recuperação de mananciais.

Além disso, Braga ressaltou a importância das parcerias e da inovação, a partir das tecnologias para que as cidades inteligentes e sustentáveis possam implementar seus projetos abrangendo também a questão do saneamento. “Em tempos de mudanças climáticas é fundamental a atenção para a resiliência hídrica”, observou. Ele apontou exemplos que ajudaram a combater a escassez de água em algumas cidades do Estado de São Paulo.

Para concluir o painel de abertura, Oscar Cordeiro Netto, diretor da ANA, destacou alguns dos principais fatores que compõem as alterações produzidas pelo novo marco legal. E também lembrou que ao se falar em cidades inteligentes temos que considerar as dimensões tanto humana quanto de sustentabilidade. “Todas têm que ser levadas em consideração nas políticas públicas, permitindo uma maior inclusão da sociedade nas tomadas de decisão”, destacou.

O diretor da ANA apresentou pontos que envolvem os desafios da universalização do saneamento no Brasil. ”A Ana tem como desafios a formulação das normas de referências e de colaborar na construção de uma governança regulatória do saneamento no Brasil. É uma tarefa contínua. Temos um trabalho que chegou para ficar e gostaria de deixar uma provocação aos mais jovens, que haja um engajamento cada vez maior de vocês nesse tema”, atentou.

Superação

O presidente da ABES, Alceu Guérios Bitencourt, lembrou o desafio de organizar o congresso diante da pandemia e sua superação com a realização em Curitiba. “Vivemos muitos meses com incertezas porque não havia condições de saber os protocolos sanitários que iram vigorar no período do congresso. Isso nos levou a fazer uma opção pelo congresso híbrido, o que implicou em um significativo investimento na infraestrutura de transmissão para conseguir ter a participação das pessoas nas formas presencial e digital”, contou.

No encerramento do painel, Alceu destacou que o controle da pandemia está passando por uma evolução positiva, o que gera a expectativa e esperança de que ela se encaminhe para uma superação, permitindo uma participação presencial maior nesta edição, que conta com cerca de 1/3 dos quase 4 mil participantes esperados em um cenário sem pandemia. “Por isso, diante dos desafios, era muito incerto se íamos conseguir realizar este 31º Congresso da ABES. Sendo assim, para nós, da organização e os vários apoiadores envolvidos, foi uma vitória. Estamos satisfeitos e com a expectativa de que o congresso vai ser muito produtivo. Neste painel de abertura já conseguimos cobrir o leque de assuntos programados para os três dias e vamos aprofundá-los nos outros 41 painéis que temos pela frente”, declarou.

Cordeiro Netto, da ANA, parabenizou os organizadores e ressaltou que o congresso é uma oportunidade que todos os integrantes desta comunidade têm de se reunir para ouvir técnicos, pesquisadores, prestadores de serviços, representantes do setor privado, entre outros, na discussão desses temas ligados ao saneamento básico. “Estamos num formato novo, híbrido, e é importante esse contato pessoal muitas vezes, para uma melhor interação e troca de informações; mas também para permitir que profissionais de outros estados possam participar de uma forma segura. Esta edição está sendo bastante pertinente e oportuna”, destacou.

Para o diretor-presidente da Sabesp, Benedito Braga, os eventos da ABES são os pontos de encontro de todos os profissionais de saneamento do Brasil para atualizar as informações sobre o setor, dessa forma, esta edição é uma oportunidade de colocar esses profissionais em contato novamente, discutir pontos relevantes na linha das cidades inteligentes, sustentáveis e humanas, que é o futuro. “É o maior evento sobre saneamento no País”, frisou.
