ABES conclama governos estaduais a auxiliarem seus municípios na elaboração dos planos de saneamento

Apenas 30% das cidades brasileiras declararam ter Planos Municipais de Saneamento Básico prontos, segundo o SNIS – Sistema Nacional de Informações sobre Saneamento. Santa Catarina é o estado com maior porcentagem de municípios com planos elaborados. A Associação Brasileira de Engenharia Sanitária e Ambiental enviou carta a todos os governadores brasileiros solicitando que invistam esforços e deem a devida orientação aos municípios.  

A Associação Brasileira de Engenharia Sanitária e Ambiental – ABES está participando, juntamente com outras entidades do setor de saneamento e com a Subcomissão Permanente de Saneamento Ambiental da Câmara dos Deputados, a SubÁgua, presidida pelo deputado João Paulo Papa, do esforço para que os municípios brasileiros tenham seus planos de saneamento. A entidade enviou carta a todos os governadores estaduais solicitando que auxiliem as prefeituras na elaboração dos planos. O mesmo documento está sendo encaminhado agora às companhias de saneamento. Uma das entidades apoiadoras da Comissão, a ABES foi escolhida para atuar junto aos governos nesta ação.

A existência de Plano Municipal de Saneamento Básico é condição obrigatória para que os serviços de saneamento tenham sua situação legal estabelecida e que seja possível aos municípios e Companhias Estaduais de Saneamento Básico (CESB) a obtenção de recursos financeiros federais. “Ter o PMSB, conforme a lei nº 11.445/2007, é um passo fundamental para que o ciclo planejamento, regulação e gestão se consolide, melhorando a qualidade de vida e propiciando a adoção das medidas gerenciais que levarão a universalização dos serviços de abastecimento de água e de esgotamento sanitário”, ressalta o presidente nacional da ABES, Roberval Tavares de Souza.

Um dos desafios enfrentados nos últimos anos, desde 2007, tem sido elaborar os planos para cada um dos municípios brasileiros. Atualmente, segundo o SNIS – Sistema Nacional de Informações sobre Saneamento, apenas 30% dos municípios brasileiros declararam ter Planos prontos e pelo menos mais outros 30% declararam ter os seus em andamento (veja  o ranking por estado no link: ( Relação dos Municípios por Estado que declararam ter seu Plano Municipal de Saneamento Básico/SNIS ou link http://abes-dn.org.br/?page_id=2525).

A realidade tem mostrado que há ainda muitos municípios sem condição sequer de elaborar os processos para contratação, desenvolvimento e elaboração dos Planos de Saneamento. Preocupado com este cenário, o Ministério das Cidades incluiu na Seleção 2017, lançada em 11 de julho passado, recursos financeiros e condições especiais para que os Estados, por intermédio de suas Secretarias competentes para o assunto ou mesmo pelas CESB – Companhias Estaduais de Saneamento Básico, possam contratar a elaboração dos Planos em convênios com os municípios.

No documento enviado aos governadores a ABES solicita que estes deem a devida orientação para que se busquem junto ao Ministério das Cidades, conforme a Seleção 2017, os recursos financeiros necessários à elaboração dos Planos Municipais de Saneamento que ainda não foram elaborados, de modo que todos os municípios tenham seus Planos no menor espaço de tempo possível.

“Em seus 51 anos de existência, a ABES vem trabalhando incessantemente para que o Brasil melhore seus lamentáveis números do saneamento e, consequentemente, a qualidade de vida das pessoas. Este é uma iniciativa conjunta do poder público, entidades do setor, companhias e profissionais e a ABES investe esforços para que o saneamento, que já tem ocupado importante espaço na pauta da sociedade brasileira, torne-se em prioridade de Estado”, afirma Roberval Tavares de Souza.
