ABES Conecta: especialistas debatem decreto que institui certificados em sistemas de logística reversa

Roda de conversa online foi realizada pela Câmara Temática de Resíduos Sólidos da ABES, nesta quinta-feira (2), em parceria com o Movimento Nacional dos Catadores de Materiais Recicláveis (MNCR), com a Associação Nacional dos Catadores (ANCAT) e com a Unicatadores.

A Associação Brasileira de Engenharia Sanitária e Ambiental – ABES, por meio da Câmara Temática de Resíduos Sólidos, realizou uma roda de conversa sobre o Decreto 11.413/23, na tarde desta quinta-feira, 02 de março. O decreto institui o Certificado de Crédito de Reciclagem de Logística Reversa, o Certificado de Estruturação e Reciclagem de Embalagens em Geral e o Certificado de Crédito de Massa Futura no âmbito dos sistemas de logística reversa.

Para abordar  o tema, o webinar foi realizado em parceria com o Movimento Nacional dos Catadores de Materiais Recicláveis (MNCR), com a Associação Nacional dos Catadores (ANCAT) e com a Unicatadores, que representa cooperativas e associações de catadores de materiais recicláveis que atuam coleta, triagem e destinação final de resíduos sólidos.

A discussão foi moderada por Roseane Maria Garcia Lopes de Souza, coordenadora das Câmaras de Resíduos Sólidos da ABES-SP e da ABES.

“Achamos importante que a ABES realizasse essa roda de conversa trazendo colegas para fazer apresentações e debater sobre esse decreto, que é riquíssimo. Temos grandes desafios para implementar, então quanto mais eventos trouxermos para a sociedade, mais conquistas teremos para a implementação deste decreto em âmbito nacional”, afirmou, na abertura do webinar.

Participaram do debate Alice Libânia, coordenadora da Câmara Técnica de Resíduos da ABES-MG; Filipi Brumatti de Souza, sócio da MAPA SA Consultoria Socioambiental; Fernanda Daltro, gerente executiva do CEMPRE (Compromisso Empresarial para Reciclagem); Anderson Nassif, representante do Movimento Nacional dos Catadores de Materiais Recicláveis (MNCR).

“Este é um tema muito atual, que tem trazido muitas novidades para o setor e esses momentos de discussão são muito importantes para melhor compreensão da norma, para entendermos os desafios e os próximos passos”, considerou Alice. Em sua apresentação, a coordenadora da Câmara Técnica de Resíduos da ABES-MG apresentou os detalhes do decreto, ressaltando os principais pontos. Veja aqui a apresentação de Alice Libânia.

Em seguida, Filipi falou sobre as obrigações das Entidades Gestoras. “Gostaria de aproveitar esse momento para trazer alguns pontos de vista como as empresas que possuem suas responsabilidades mediante a logística reversa, principalmente as embalagens, tendo em vista a publicação do Decreto 11.413/23”, introduziu. O palestrante também apresentou as diferenças com relação ao Decreto 11.044/22.

Na sequência, Fernanda Daltro falou sobre a atuação dos verificadores de resultados. “É uma oportunidade muito importante para o CEMPRE poder compartilhar alguns entendimentos sobre os verificadores de resultados à luz do Decreto 11.413/23”, considerou. Confira aqui a apresentação de Fernanda.

Por fim, Anderson Nassif apresentou o papel das organizações de catadores. “A ABES é uma grande parceira do Movimento Nacional dos Catadores de Materiais Recicláveis. Durante a pandemia, os catadores sofreram muito e a associação, como sempre, deu uma contribuição enorme neste cenário”, frisou. O palestrante é catador de materiais recicláveis e está há 20 anos na área. Em sua fala, detalhou o papel destes profissionais, também levando em consideração o novo decreto.

Em seguida, os palestrantes integraram uma roda de conversa, com troca de experiências entre as entidades representadas. Além disso, todos puderam responder perguntas deixadas ao vivo no chat pelos espectadores.
