ABES conecta: gestoras refletem sobre experiências e perspectivas para os resíduos sólidos urbanos no Brasil

Especialistas discutiram na manhã desta quarta-feira (26) as dificuldades de gênero no setor, relatando vitórias e desafios que ainda precisam ser superados.

Na manhã deste dia 26 de maio, quarta-feira, a ABES – Associação Brasileira de Engenharia Sanitária e Ambiental realizou um webinar, em que mulheres de diferentes gerações refletiram sobre suas experiências com a gestão dos Resíduos Sólidos Urbanos no Brasil e debateram as dificuldades de gênero no setor. A transmissão foi realizada por meio do canal da ABES no YouTube.

O debate teve a moderação de Roseane Garcia Lopes de Souza, coordenadora da Câmara Temática de Resíduos Sólidos Nacional e ABES-SP. Como debatedora, o webinar contou com a participação de Elen Dânia dos Santos, superintendente de Resíduos Sólidos, Gás e Energia da Adasa e Coordenadora do Grupo Técnico de Resíduos Sólidos da ABAR.

Para falar sobre suas experiências na gestão dos resíduos sólidos urbanos no Brasil, o debate contou com a participação de Maria Helena Orth, conselheira do Conselho de Meio Ambiente – Cosema da FIESP e conselheira da ABLP; Heliana Kátia T. Campos, mestre em Desenvolvimento Sustentável; Andréa Pereira Fróes, diretora Operacional da SLU e diretora Adjunta da Associação Novo Encanto de Desenvolvimento Ecológico; Carolina Moraes Estrela, presidente do Fórum Nacional de Secretários e Gestores de Limpeza Urbana e manejo de Resíduos Sólidos; e Sônia Dias, membro do Comitê Consultivo da Women of Waste -WOW da ISWA.

Maria Helena Orth atua há 46 anos no setor de Recursos Sólidos Urbanos. Ela contou sua experiência no ano de 1975 com um grande lixão que havia em São Paulo, que viria a ser o primeiro passo para a construção de um aterro sanitário no Brasil. “Na época, o prefeito pediu para a Cetesb fazer um trabalho neste grande lixão e conseguimos que ele fosse coberto, que fosse colocado dreno de capacitação do gás e virou então um aterrinho. E como tínhamos uma comunidade muito grande de favelados ao entorno, conseguimos colocar um fogão comunitário adaptado para que toda a comunidade pudesse utilizar desse insumo energético. E, assim, foi o primeiro passo para a construção de aterros sanitários do Brasil. E nesta situação, tive o privilégio de escolher minha equipe e fiz questão de escolher mulheres”, destacou Maria Helena.

Heliana Kátia T. Campos, que atua há 40 anos no setor, citou várias das suas experiências com resíduos sólidos no Brasil, entre elas, falou sobre o fechamento do Lixão da Estrutural no ano de 2018, em Brasília, até então o maior depósito de lixo a céu aberto da América Latina e o segundo maior do mundo, em que ela liderou.

Kátia Campos reforçou a importância do envolvimento das mulheres na posição de liderança no setor de resíduos sólidos. “Que debates como este ajudem e incentivem outras mulheres a assumirem postos de lideranças em todas as esferas de governo e na iniciativa privada. Muitas vezes, nossa formação cultural de mulheres nos dificulta na posição de liderança, mas sabemos que temos muito o que contribuir com nossa experiência, nossa energia, nosso saber ouvir, buscando sempre a melhor opção técnica, operacional, financeira, ambiental e social, na adequada gestão de resíduos sólidos. Mas, vamos mudar este quadro e vamos assumir um papel que pode ser muito relevante nessa revolução que se faz necessária no setor de resíduos sólidos”, reforçou Kátia.

Andréa Pereira Fróes, que há 29 anos atua no setor de RSU, contou sobre sua trajetória na Superintendência de Limpeza Urbana (SLU) de Belo Horizonte-MG, que iniciou em 1992. Ela citou os processos que acompanhou ativamente na superintendência neste período, como: implantação de aterro sanitário; implantação de projeto piloto da coleta seletiva porta a porta; implantação do modelo de Gestão Integrada de Resíduos, com a valorização do trabalhador do setor de resíduos sólidos, que atuam nas ruas, e participação e mobilização social; fortalecimento da associação dos catadores, entre outros processos em que ela participou na linha de frente.

Andréa finalizou sua explanação ressaltando a participação ativa das mulheres no setor. “Trago uma frase da Simone de Beauvoir, em que ela fala ‘que nada nos defina, que nada nos sujeite, que a liberdade seja a nossa própria substância’. E eu reforço que possamos ser livres para sermos mulheres, para ser como somos – sensíveis – e também fortes ao mesmo tempo, que possamos sempre trazer essa dualidade do feminino para as instâncias de trabalho”, destacou Andréa.

Carolina Moraes Estrela atua há 6 anos no setor. Ela levou ao debate sua experiência como presidente do Comitê Gestor de Limpeza Urbana de São Luiz, capital do Maranhão, em que esteve envolvida na linha de frente no encerramento do Lixão da Ribeira, que aconteceu em 2015, e a partir de então a recuperação do local que, posteriormente, foi transformado Centro Ambiental. Com esse processo, a cidade passou por uma profissionalização da gestão dos resíduos, com a destinação para o aterro sanitário. “Dentro deste processo, criamos os ecopontos de São Luiz, que hoje são referência, que são pontos de coleta de resíduos passíveis de reciclagem. E, sobretudo, são espaços que surgiram também como ponto de educação ambiental, para que a cidade pudesse aprender a se relacionar com seu resíduo”, destacou Carolina Estrela, que explicou ainda o trabalho de valorização dos agentes de limpeza, denominação dada aos garis em São Luiz, de faze-los guardiões da cidade, estimulando um sentimento de gentileza e de cuidado com a cidade. “Conseguimos chegar a um resultado muito bonito por meio desse trabalho”, comemorou.

Sônia Dias trabalha há 36 anos no setor. Ela explanou as relações de gênero no setor, destacando as múltiplas camadas de invisibilidade na gestão de resíduos sólidos, citando sua trajetória pessoal. Falou ainda sobre o projeto WIEGO, de 2008, uma rede global de pesquisa e políticas sobre Mulheres no Trabalho Informal Globalizando e Organizando, que tem o objeto de propiciar a capacitação que aumentem a voz e visibilidade dessas trabalhadoras. Sônia elencou as desigualdades sofridas pelas mulheres no setor, citando: menos acesso aos materiais de mais valor; maior exposição à risco de saúde; intimidação, assédio e violência de colegas catadores, intermediários e autoridades políticas; menos oportunidades para ocupar posições de liderança, entre outros resultados obtidos por meio de trabalho de pesquisa da ISWA – Associação Internacional de Resíduos Sólidos.

“Do início da minha carreira para hoje, temos muito mais visibilidade das mulheres nos resíduos sólidos, das mulheres como cientistas sociais, trazendo contribuições relevantes. Também temos mais mulheres atuando em posições de liderança, seja em cooperativas de catadores, sejam nos órgãos de limpeza urbana, mas ainda temos muitos desafios. Precisamos de um mapeamento de necessidades práticas e estratégicas, precisamos de programas sensíveis a gêneros e planos de ação em gêneros nas organizações, além de promover acesso a recursos e serviços públicos, como creches, serviços de saúde pública e etc, que possibilitam as mulheres poderem exercer a sua função pública”, pontuou Sônia.
