Uma moção apresentada durante o 28º Congresso Brasileiro de Engenharia Sanitária e Ambiental da ABES, no Rio de Janeiro, em 2015, foi o primeiro passo rumo à criação de uma nova Câmara Temática da Associação, voltada para a Drenagem Urbana. A recomendação foi feita pelo ex-presidente nacional da entidade (1991-1992) e professor na Universidade Federal do Pará – UFPA, Luiz Otávio Mota Pereira, que apresentou trabalho sobre o tema no evento.
A instalação efetiva da CT e uma possível primeira reunião, conforme seu idealizador, vai ocorrer durante o I Congresso Brasil Norte de Engenharia Sanitária e Ambiental, que será promovido pela ABES Seção Pará, entre os dias 24 e 26 de novembro deste ano, em Belém (saiba mais aqui). Na ocasião, Luiz Otávio Mota Pereira vai coordenar um painel, cuja pauta será a drenagem urbana como fator fundamental para o controle urbanístico das cidades.
A ABES vem realizando esta construção desde o 27º CBESA, realizado em Goiânia, em 2013, quando o especialista, que também presidiu outras três seções da entidade – Pará, Mato Grosso do Sul e Amazonas – e hoje é membro do Conselho Diretor Nacional, já havia coordenado um painel abordando a drenagem, tema de extrema importância para o país. “As cidades brasileiras estão realmente (o termo é esse) afogadas nas chuvas, como os exemplos recentes de São Paulo e Rio de Janeiro”, ressalta. “É fundamental para a ABES assumir esse comando nacional, articulado, naturalmente, com outras associações que já existem, como a Associação Brasileira de Recursos Hídricos.”
A motivação do engenheiro civil e sanitarista para a criação da Câmara tem ligação tanto com a questão de seu ofício de professor universitário na área de saneamento e drenagem urbana como pelo fato de ter sido por duas vezes secretário de Infraestrutura e Saneamento de Belém. “Uma das questões mais graves em Belém do Pará são os alagamentos”, frisa. “Sabemos da importância da drenagem urbana para que possamos realmente urbanizar uma cidade. E a questão dos alagamentos”, prossegue o especialista, “abrange o sistema viário e regiões que têm encostas, como São Paulo e Rio de Janeiro, onde ocorrem acidentes gravíssimos com mortes.” Ele destaca, ainda, a relação entre alagamentos e a proliferação de mosquitos e doenças como o Zika vírus.
O papel da nova Câmara
De acordo com o ex-presidente nacional da ABES, o tema é fator de preocupação porque sempre sai do foco quando o assunto é saneamento. “A drenagem urbana é a prima pobre do saneamento em relação à questão de recursos”, salienta. “Primeiro vem a questão da água, do esgoto, o próprio lixo que tomou realmente uma dimensão grande, e a drenagem fica naquela base: quando chegam as chuvas todo mundo corre, depois, quando passam, todo mundo esquece”, enfatiza. “E sabemos perfeitamente que para passar pelos períodos chuvosos com tranquilidade é preciso fazer investimentos, além da manutenção preventiva da rede, em períodos não chuvosos.”
Neste contexto, como explica o engenheiro, a CT surge com o compromisso de propor a criação de estruturas junto às prefeituras municipais, além da criação de uma “massa crítica de pessoas, inclusive de dentro da própria academia, de modo que se consiga formar profissionais dentro desta questão muito importante para o desenvolvimento urbano e a sustentabilidade das cidades”, ressalta. “Precisamos dar o destaque necessário até na ocasião em que vai ser revisto o Plano Nacional de Saneamento Básico – PLANSAB, para lutar por mais recursos e motivar as prefeituras”, pontua.
Em Belém, conforme o especialista, a Secretaria de Saneamento disponibiliza uma estrutura, neste sentido, e tem uma Diretoria de Drenagem Urbana.
“Este é caminho que estamos procurando e naturalmente, assim que estiver instalada a Câmara, a primeira providência será a criação de sua coordenação”, diz ele acrescentando que seu “papel nesse momento é levantar o problema, articular e promover uma instalação oficial, que certamente terá presença forte da Diretoria Nacional da ABES e de colegas do Norte”, finaliza Luiz Otávio Mota Pereira.
