Começou, na última segunda-feira, 27, o curso de ensino a distância – EAD – Regulação dos Serviços de Saneamento -Teoria e Prática, fruto do convênio entre o Banco Interamericano de Desenvolvimento – BID e a Associação Brasileira de Engenharia Sanitária e Ambiental – ABES.
Troca de experiências, busca por novas oportunidades de trabalho e aprofundamento dos conhecimentos na área são alguns dos motivos que levaram profissionais do setor ligados à regulação do saneamento – público alvo do curso – a se inscreverem.
As impressões sobre a primeira aula e as expectativas em relação ao que está por vir são as melhores possíveis. É o caso de Lívia Melo, gerente de Regulação as Companhia de Saneamento de Goiás – SANEAGO, que em um primeiro momento, explicou, se interessou pelo curso tendo em vista a carência de capacitação na área de regulação do setor de saneamento no Brasil: “E também é um momento ímpar para os membros das diversas regiões do país trocar experiências com colegas das demais companhias e agências reguladoras e aprimorar seus conhecimentos”, ressaltou.
Para Lívia, a primeira aula já rendeu bons resultados. “Esclarecedora”, avalia ela. “O início de uma jornada de trabalho onde, se houver disciplina e dedicação, podemos alcançar os resultados almejados”, destaca. Segundo a profissional, o Módulo 1 – Unidade 1 – Fundamentos Econômicos da Regulação já trouxe dados que a levaram a se reunir com a equipe da área de Regulação Econômica para discutir o assunto, dada a complexidade dos processos.
Sobre a contribuição das aulas para a sua carreira, Lívia afirma: “o curso terá um impacto fundamental, visto que estamos em fase de implantação da carreira gerencial na nossa empresa, na qual acontecerão avaliações periódicas relacionadas à nossa área de atuação, ou seja, será de extrema importância.”
Foco nos municípios
Edilson Machado, engenheiro da Fundação Nacional de Saúde – Funasa, que atua na Zona da Mata, em Minas Gerais, também vê o curso como uma oportunidade de grande aprendizado. “Espero que forneça um conteúdo muito abrangente e atualizado para podermos aprimorar e aumentar os nossos conhecimentos nessa área especifica de regulação”, diz.
Edilson, que trabalha com saneamento há cerca de 30 anos e tem uma relação diferenciada com a regulação, lembra que em 1988 ingressou no serviço autônomo de água e esgoto, trabalhando diretamente na operação e gestão desses serviços. Na Funasa há mais de 20 anos, o engenheiro passou a atuar com um número maior de municípios. “Sempre trabalhei na área de apoio à gestão de serviços municipais de saneamento e sempre reservei uma parte da minha atividade para trabalhar com cooperação técnica”, salienta. “Meu interesse é realmente me atualizar com estas informações do curso para podermos ter conhecimento a fim de ajudar esses municípios.”
Para Edilson, no entanto, há muitas dúvidas em relação à regulação no saneamento por ser algo novo no Brasil. “Temos a necessidade de regular os serviços prestados pelas companhias estaduais, privadas, além dos serviços prestados diretamente pelos municípios”, pontua. Mas lembra que a forma de atuação de cada uma é diferente da outra. Por isso a importância do EAD. “O curso vai trazer essa bagagem que nos permitirá discutir qual a melhor forma de implantar a regulação para atender, principalmente na minha área, aos serviços municipais de saneamento.”
Já a engenheira eletricista Glenda Melo se diz “apaixonada pelo tema da regulação”. Tanto que em sua tese de Mestrado em Tecnologia Ambiental e Recursos Hídricos pela Universidade Federal de Brasília – UNB, defendida em 2009, ela abordou esta questão. “Avaliação da Política e do Plano Municipal de Saneamento Ambiental de Alagoinha”, é o título do trabalho. “Espero obter bastante conhecimento e aprofundar um pouco do que eu tenho sobre o tema para contribuir com agências e órgãos reguladores de saneamento como consultora”, diz. Se surgir convite para algum cargo ou concurso para trabalhar na área, Glenda, que já foi superintendente da Funasa na Bahia e secretária executiva da Assemae, acredita que com o curso estará preparada para assumir.
Assim como Edilson, Glenda também defende a regulação do ponto de vista do município. “Vejo uma regulação diferenciada para os prestadores públicos, o prestador municipal é diferente do prestador privado”, frisa. “Meu interesse é focar no município. Quero adquirir mais conhecimento do ponto de vista técnico para aprofundar na minha visão.”
Na tese de Mestrado, a engenheira defendeu que os municípios pobres e pequenos que não têm profissional qualificado pudessem iniciar uma regulação por meio de um Conselho Municipal de Saneamento, contratando consultores externos para fazer o papel técnico. E as aulas, segundo ela, vão ajudar a ampliar sua visão neste sentido.
