ABES-ES atua no Projeto Gestão Comunitária de Sistema de Saneamento em Localidades Rurais no ES

Márcia Azevedo integra desde o início o Projeto e está em contato com as instituições envolvidas

O projeto funciona a partir de um Termo de Cooperação Técnico e Financeiro entre ABES-ES e Fundação AVINA e um Convênio de Cooperação Técnica entre a entidade e a CESAN.

O Projeto Gestão Comunitária de Sistema de Saneamento em Localidades Rurais no Espírito Santo tem por objetivo promover a melhoria da gestão comunitária de sistemas de saneamento rural por meio da atualização de associações existentes e/ou criação de novas. A iniciativa funciona a partir de um Termo de Cooperação Técnico e Financeiro entre ABES-ES e Fundação AVINA (instituição de apoio para gestão financeira da Aliança Água + Acesso) para repasse dos recursos e um Convênio de Cooperação Técnica entre ABES ES e CESAN para realização das ações através do Pró-Rural.

A ABES é a organização que recebe o recurso da Aliança + Acesso e o Convênio com a Cesan existe para que as ações possam ser realizadas pela equipe do “Pró-Rural” em campo. O conjunto de ações com foco em Saneamento Rural realiza algumas ações nas comunidades como a promoção de oficinas, fornecimento e instalação de hidrômetros, além de melhorias pontuais no Sistema de Abastecimento de água existente. Além disso, o Projeto ainda realiza ações de Benchmarking, fortalecimento da Gestão Comunitária e atualização das associações para gestão dos sistemas de água.

O Projeto Gestão Comunitária de Sistema de Saneamento em Localidades Rurais no ES é vinculado ao Programa Água + Acesso, atualmente Aliança Água + Acesso, que foi lançado no dia 22 de março de 2017 (dia Mundial da Água), com o propósito de ampliar o acesso a água potável de forma sustentável para comunidades rurais de todo o Brasil. O programa conta com quatro pilares: Integrar, Inovar, Impulsionar e Influenciar.

As comunidades beneficiadas com instalação de hidrômetros são Vila Itaperuna, no município de Barra de São Francisco, Km 20 de Boa Esperança, Estrela do Norte, em Castelo, Santa Luzia do Norte e Itapeba, na cidade de Ecoporanga, além da comunidade de Nossa Senhora das graças em Iuna e Menino Jesus, em Muniz Freire. Já com as melhorias pontuais nos sistemas de abastecimento, as comunidades beneficiadas foram Santíssima Trindade em Iuna e Vila Fernandes em Pinheiros. Em 2019 foram incluídas três novas comunidades: Terra Corrida, em Iuna, Monte Carmelo, em Alto Rio Novo, e Boa Vista, em Nova Venécia.

Segundo a Engenheira Márcia Azevedo, que atua no projeto, a gestão comunitária da água no estado do Espírito Santo não conta com um órgão de apoio e orientação às comunidades, como acontece em outros estados, como os SISARs (Sistema Integrado de Saneamento Rural), por exemplo. São realizadas ações para organizar as comunidades, além de legalizar e atualizar as Associações existentes ou criar novas. “Nós buscamos comunidades em vários pontos do estado em que a Cesan opera, todas com um sistema já instalado e funcionando através da gestão comunitária. O objetivo de escolher nove comunidades espalhadas pelo Espírito Santo é fazer com que elas se conheçam, esse intercâmbio serve para que elas saibam que não estão sozinhas e a partir disso fazer crescer um movimento de união entre as Associações”, complementa Márcia.


Ainda de acordo com a Engenheira, por se tratar de sistemas que funcionavam de forma independente nas comunidades, era essencial que além de trabalhar a gestão, era necessário promover melhorias físicas. “Sete das comunidades nós colocamos hidrômetro, para que o uso da água fosse cobrado de forma justa e melhora a gestão, além de evitar o desperdício. As outras duas comunidades precisavam de reformas na estrutura, em Santíssima Trindade precisavam de uma nova captação e em Vila Fernandes, um novo reservatório”, afirma.

Promover a otimização da gestão através do trabalho voltado para pessoas é uma das principais atividades do projeto. “Contratamos também uma assistente social para fazer as reuniões comunitárias, afim de se aproximar e estreitar laços com a comunidade. Ela faz em um primeiro momento uma reunião com as lideranças, em seguida com a comunidade, onde trata temáticas como desperdício, uso de hidrômetro e apresentava o projeto”, relata a Engenheira.

Otimizar os processos também está entre as prioridades do Projeto. A novidade do Projeto é a instalação de software para leitura, faturamento e emissão de contas, a primeira a ser contemplada com a atualização foi a de Nossa Senhora da Graças, porém o benefício está sendo estendido para mais três comunidades. Para Márcia Azevedo, isso vai ser um avanço muito grande para as comunidades.
