ABES ganha Câmara Temática de Meio Ambiente

José Roberto Celestino, do Conselho Consultivo da ABES-BA e ex-presidente da seção, coordenará a Câmara Temática de Meio Ambiente.

A Associação Brasileira de Engenharia Sanitária e Ambiental – ABES, no âmbito da gestão da nova Diretoria Nacional, prepara o lançamento – com data ainda a ser definida – da nova Câmara Temática de Meio Ambiente. A CT, que já existiu antes e está em processo de reformulação e composição de seus membros, terá coordenação de José Roberto Celestino, membro do Conselho Consultivo da ABES Seção Bahia (ABES-BA), a qual presidiu nos biênios 2003-2005 e 2005-2007.

Nesta entrevista a seguir, Celestino destaca os principais desafios da Câmara, perspectivas e contribuições para um debate mais amplo das questões ambientais no Brasil.

 ABES Notícias – Como surgiu a ideia da CT Meio Ambiente e quando será inaugurada?

José Roberto Celestino – Essa câmara já existiu e estamos restaurando a mesma. A ABES é uma entidade formalmente ligada ao saneamento e ao meio ambiente e não pode deixar de existir um fórum para discussão da área de meio ambiente, dentro da associação, com tantas questões em andamento nessa área no Brasil. Ainda não tem uma data formal de inauguração, pois estamos nesse momento fazendo a composição dos membros da Câmara e também seguindo os passos iniciais para a efetivação da CT.

José Roberto Celestino – Essa CT vai trazer de volta a discussão do meio ambiente para o dia a dia da ABES, não ficando somente dependente de eventos pontuais.

ABES Notícias – Quais são os objetivos, abrangência e perspectivas da CT?

José Roberto Celestino -Terá como objetivo principal discutir os temas de meio ambiente, tanto no âmbito da ABES, como interagindo com os diversos órgãos e entidades que atuam na área de meio ambiente. A CT terá abrangência nacional e para tanto, temos como objetivo que a participação de associados da ABES atinja todas as regiões do Brasil, para sempre temos temas diversos.

ABES Notícias – De modo geral, quais são os principais desafios relacionados às questões ambientais no Brasil e de que forma a CT pode contribuir para as melhorias neste cenário?

José Roberto Celestino – O Brasil é um pais continental e também com grandes desafios na área ambiental. Temos uma legislação considerada muito boa, mas que é sempre burlada por diversos atores, sejam eles da área pública ou privada. A quantidade de agentes dos órgãos fiscalizadores é muito pequena e enxergo como um dos caminhos firmar parcerias com municípios e com a sociedade civil organizada, visando ampliar essa fiscalização. O objetivo é que a CT tenha capilaridade em diversos temas e discussões sobre a área ambiental. Temos, por exemplo, nesse momento tramitando no Congresso Nacional uma proposta de flexibilização do licenciamento ambiental; esse tema precisa ser discutido na comunidade ABES e a associação precisa ter um posicionamento sobre o tema.

ABES Notícias – Entre 2014 e 2015, algumas regiões do Brasil enfrentaram uma crise escassez hídrica jamais vista – o que levantou inúmeros debates sobre o setor de saneamento. Qual será o papel da nova Câmara neste contexto?

José Roberto Celestino – Nesse tema o papel da CT é mais transversal, pois o foco dessa crise é a área de recursos hídricos, notadamente a questão de planejamento e levar em conta as questões relacionadas com as mudanças climáticas.

ABES Notícias – Como conscientizar a sociedade de sobre a importância de universalizar o saneamento no país? E como as Câmaras da ABES podem atuar neste sentido?

José Roberto Celestino – Acredito que a universalização do saneamento está muito mais focado na intenção do poder público de tomar essa decisão e colocar nos seus planos efetivos de governo essa ação; não pode ser somente coisa de campanha eleitoral. Acho que a ABES como um todo está bastante engajada nessa discussão de universalização do saneamento. Estou na ABES a quase 40 anos e essa sempre foi uma bandeira da associação

ABES Notícias – Como a CT ajudará a ABES a ampliar o diálogo com o poder público, o setor e a sociedade?

José Roberto Celestino – Esse é um papel do dia a dia da associação. Promovendo eventos, participando de Conselhos de Meio Ambiente, de Câmaras Técnicas em Órgãos Federais, Estaduais e Municipais e interagindo com a sociedade como um todo.
