ABES participa de debate sobre o marco legal do saneamento na rádio CBN Recife

Entidade foi representada por Marcel Sanches, secretário da Diretoria Nacional, que fala sobre o posicionamento da ABES e desafios na implantação da nova legislação

O secretário da Diretoria Nacional da ABES, Marcel Sanches, participou, nesta terça, 29 de julho, do debate sobre o novo marco legal do saneamento na rádio CBN Recife. Estiveram presentes também José Bertotti, secretário de Meio Ambiente de Pernambuco, e Manuela Marinho, presidente da Compesa.

Sanches enfatizou o envolvimento da entidade durante todo o processo de construção da nova legislação e se mostrou preocupado com veto presidencial ao artigo 16, que permitia a prorrogação de contratos de programa vigentes, dando maior prazo de adaptação ao novo modelo.

“A ABES defende essa transição justamente para não estragar o que está funcionando. A atração de novos players e do capital privado são bem-vindas, mas isto tem de ser feito de forma coordenada para que não tenha a descontinuidade dos serviços e a população acabe sendo prejudicada”, afirmou.

Ainda de acordo com o secretário, a entrada da ANA (Agência Nacional de Águas e Saneamento Básico) na regulação do setor é um ponto positivo e pode dar mais segurança na prestação dos serviços de saneamento.

“Vemos com bons olhos para que possamos ter normas regulatórias de referência a serem seguidas por entes subnacionais, estados e municípios que ainda não têm”, salientou.

Sanches comentou ainda sobre a autonomia dos municípios diante do novo marco e o alcance da meta de universalização dos serviços de água e esgoto até o fim de 2033, estipulada pela nova legislação.

“Não basta colocar uma meta na lei. Precisamos ver a real condição de investimentos e segurança para que possamos ter uma prestação de serviços eficiente, é isso que a ABES defende”, declarou Marcel Sanches, que acrescentou: “Não defendemos público nem privado, nós defendemos a eficiência para que a população brasileira tenha o serviço público essencial”, encerrou.
