ABES presente em seminário da Aesbe sobre oportunidades para o saneamento

O presidente nacional da ABES, o engenheiro Roberval Tavares de Souza, integrou na terça-feira, 28 de novembro, a mesa de abertura do seminário “Governança e Parcerias: Oportunidades para o saneamento”, promovido pela AESBE (Associação Brasileira das Empresas Estaduais de Saneamento). O encontro aconteceu em Brasília até esta quinta-feira.

A cerimônia contou com a presença do novo ministro das Cidades, Alexandre Baldy, e representantes do setor de saneamento.

Na ocasião, Roberval reafirmou a parceria histórica entre a ABES e a AESBE e ressaltou a atuação da ABES, focada em três pilares: técjico-científico, com destaque para a UNIABES, a maior plataforma EAD do Brasil de cursos para o saneamento ambiental, disponível a todas as empresas e profissionais do saneamento; político-institucional, colaborando com a construção de políticas públicas para o país; e gestão, disponibilizando o PNQS – Prêmio Nacional de Qualidade em Saneamento a todas as empresas. Ao discorrer sobre o PNQS, o presidente da ABES frisou que 80% das empresas que já foram reconhecidas integram a AESBE.

O engenheiro criticou também proposta pelo Ministério das Cidades de revisão do Marco Legal do Saneamento por meio de Medida Provisória e pediu que o governo retire da pauta o chamamento público de antes do contrato programa (Artigo 10-A). Esse artigo aumenta ainda mais a seleção adversa ao interesse público, ou seja, induz as operadoras públicas e privadas a competir apenas por municípios superavitários, deixando os deficitários ao encargo dos municípios e estados. Dessa maneira, dificulta a prestação do serviço de forma regionalizada e, ao dificultar a prática de subsídios cruzados, agrava as diferenças na qualidade e na cobertura dos serviços, com prejuízo para a população mais carente (veja mais aqui).

A ABES participou, em 7 e novembro, de reunião com o Ministério das Cidades para discutir a revisão do Marco Legal do Saneamento. A entidade já havia enviado ao então ministro das Cidades, Bruno Araújo, carta em que sugeria duas ações imediatas ao Ministério (leia aqui a íntegra da carta). E defendeu, no encontro desta terça, em Brasília, as propostas contidas no documento CONTRIBUIÇÕES DA ABES A MINUTA APRESENTADA PARA ALTERAÇÃO DA LEI 9.984/00 E LEI 11.445/07 (leia aqui).
