O Presidente da ABES Seção Rio de Janeiro (ABES-RJ), Miguel Alvarenga Fernández y Fernández, participou nesta sexta-feira, 6 de dezembro, da palestra “Novas perspectivas no saneamento: revisão no marco regulatório”, ministrada pelo professor e Ph.D. Jerson Kelman.
O evento, que aconteceu no Centro de Tecnologia da Cidade Universitária, no Rio de Janeiro, foi uma iniciativa do conjunto de professores da UFRJ como fechamento da disciplina Gestão e Operação de SAA e SES do Programa de Engenharia Ambiental PEA/POLI da Universidade Federal do Rio de Janeiro – UFRJ.
Fernández precedeu o professor Kelman dando um panorama mundial das gestões das companhias de saneamento e destacando o ponto de vista da ABES. O presidente da ABES-RJ também falou sobre esse novo momento e apresentou um histórico da gestão do setor, pontuando como a iniciativa privada participou do processo desde o início do saneamento no país.
Segundo Fernández, atualmente existe a participação privada, mas não tão efetiva competindo a aproximadamente 6% do setor. “O novo marco regulatório propõe rediscutir essa questão entre outros pontos. Alguns desses pontos nós apoiamos por considerarmos avanços e outros nos deixam temerários e preocupados”, ponderou.
A ABES vem defendendo a universalização dos serviços de saneamento de qualidade como centro dos esforços de desenvolvimento e de discussão do marco regulatório. No entanto, o Projeto de Lei n° 3261/19, que altera a Lei de Saneamento (Lei n° 11.445/2007) em tramitação no Congresso Nacional, traz em seu bojo alguns pontos que podem causar desorganização e insegurança jurídica tanto para o setor, quanto para a sociedade brasileira.
