ABES-RS: Encontro Temático aborda eficiência e tarifa nos serviços de saneamento

Realizado online no programa ABES Conecta, o evento teve moderação de Flávio Ferreira Presser, conselheiro da Associação e diretor da Seção RS, com palestras dos professores da Universidade Nacional de Buenos Aires, Emilio J. Lentini e Augusto C. Mercadier.

A Associação Brasileira de Engenharia Sanitária e Ambiental Seção Rio Grande do Sul (ABES-RS) promoveu nesta quarta-feira, 17 de agosto, mais uma edição do Encontro Temático. Desta vez, o tema abordado por especialistas convidados foi “Eficiência e Tarifa nos serviços de saneamento básico”.

Realizado online no programa ABES Conecta, o evento teve moderação de Flávio Ferreira Presser, diretor da ABES-RS; conselheiro nacional da ABES e diretor da Seção RS. Participaram como palestrantes Emilio J. Lentini, economista, consultor e professor da Universidade Nacional de Buenos Aires (Centro de Estudios Transdisciplinarios del Agua y Gestión Ambiental Metropolitana), e Augusto C. Mercadier, consultor e professor da Faculdade de Ciências Econômicas da Universidade Nacional de La Plata e da Universidade Nacional de Buenos Aires.

Em sua participação, Emilio J. Lentini falou sobre o contexto da política tarifária para água e saneamento na América Latina, que tem como objetivo promover melhorias na saúde pública e na sustentabilidade. Destacou planejamento, instrumentos, recursos e o que foi alcançado com a criação da tarifa para evolução econômica e ambiental, além de abordar os principais operadores do saneamento municipal, estadual e privado.

Por sua vez, Augusto C. Mercadier apresentou o tema “Estudos de eficiência na prestação de serviços de água e saneamento no Brasil e sua relação com as tarifas”. O professor falou sobre os tipos de tarifas, custos e eficiência dos serviços locais de saneamento. Para ele, é necessário realizar estudos sobre os contextos em que os operadores trabalham e utilizar os resultados para promover melhorias de eficiência, o que consequentemente gera economia de custos que podem ser usados para expandir o serviço ou reduzir as taxas. 

Ao final, os participantes debateram sobre o tema e esclareceram as dúvidas do público.
