ABES-RS: especialistas cobram em debate que Plano de Segurança da Água seja tratado como prioridade em saúde pública

Especialistas que participaram dos Diálogos do Saneamento, evento promovido nesta quarta-feira, 2 de dezembro, pela ABES-RS, debateram o Plano de Segurança da Água ressaltando que as medidas cumprem importante papel ambiental e social, mas devem ser também priorizadas como ações de saúde pública.
O representante do Ministério da Saúde, Daniel Cobucci, falou sobre mudança de paradigmas ao longo das últimas décadas passando do controle do produto final para gestão preventiva do risco. Também ressaltou a importância de trabalhar a conscientização da população.

“O Plano de Segurança da Água tem o objetivo de controlar a poluição das fontes de água, otimizar a remoção ou inativação de contaminantes durante o tratamento e evitar a contaminação durante o armazenamento, distribuição e consumo. Porém, é importante trabalhar com a participação da comunidade, por mais que saibamos que isso exige um grande esforço. Não adianta fornecer água 100% potável e depois haver a contaminação na caixa de água”, disse.

Durante sua abordagem o professor da UFRGS, Dieter Wartchow, alertou que o Plano de Segurança da Água fala em método de gerenciamento de riscos ambientais, mas não aborda o tema como saúde pública. “Temos uma rede de monitoramento, mas estamos no século XXI e precisamos desenvolver novas tecnologias. A tecnologia da informação deve nos auxiliar para termos dados em tempo real como já existem em diversas partes do mundo”, comentou.

O palestrante também chamou atenção para necessidade de substituição de tubulações de água de modo que assegurem a qualidade da água. Ainda foram lembrados pelos participantes casos de doenças transmitidas pelo mosquito como a Dengue e, mais recentemente, a Febre Chikungunya e o Zika Vírus. Em todos os casos, há influência da condição de armazenamento da água que servem como elemento multiplicador do mosquito transmissor.

Na abertura do encontro, o presidente da Associação Brasileira de Engenharia Sanitária e Ambiental seção Rio Grande do Sul (Abes-RS), Alexandre Bugin alertou para a importância do debate do diante do cenário atual. “Cada vez mais estamos suscetíveis a falta de água e somado a isso infelizmente vemos acidentes como o ocorrido em Minas Gerais. As discussões são iniciais e teremos desdobramentos nesse assunto no ano que vem. A intenção da ABES-RS é no Simpósio Internacional 2016 abordar de forma muio profunda essa discussão, até porque servirá como um balanço para ver o que foi feito em relação ao acidente que terá transcorrido um ano”, afirmou.

Ellen Martha Pritsch, que palestrou na parte da tarde, falou sobre normas técnicas em vigor. Após, uma mesa redonda proporcionou debates entre os convidados com os palestrantes. Participaram o diretor técnico da Corsan, Eduardo Carvalho que abordou o tema de como as empresas de saneamento estão se organizando com seus planos de segurança da água. Também participaram dos debates o diretor de tratamento e meio ambiente, Marcelo Gil Faccin; o coordenador de desenvolvimento operacional da Companhia de Saneamento Ambiental do Distrito Federal (Caesb), Fuad Moura Guimarães Braga e a representante da Companhia de Saneamento Básico do Estado de São Paulo (Sabesp), Rosângela Cássia Martins de Carvalho.

O IV DIálogos do Saneamento é uma realização da ABES-RS com correalização do Centro Estadual de Vigilância em Saúde (CEVS) e apoio do Sindicato dos Engenheiros do Rio Grande do Sul (SENGE-RS), DMAE, Prefeitura de Porto Alegre, Corsan e Governo do Estado do Rio Grande do Sul.
