ABES-SP realiza webinar sobre regulação para automonitoramento de efluentes

Apresentação foi feita pelo engenheiro Nelson Menegon Jr, da Divisão de Apoio Operacional de Controle de Fontes Pontuais da Cetesb.

A Associação Brasileira de Engenharia Sanitária e Ambiental Seção São Paulo (ABES-SP) apresentou nesta quinta-feira, 17 de novembro, o webinar “Automonitoramento de Efluentes: uma oportunidade de melhoria da qualidade das águas do estado de São Paulo?”. Na ocasião, foi apresentada com detalhes a construção da regulação do automonitoramento de efluentes feita pela Companhia Ambiental do Estado de São Paulo (Cetesb). O evento foi transmitido e está disponível no canal da entidade no canal do YouTube.

O engenheiro Nelson Menegon Jr, da Divisão de Apoio Operacional de Controle de Fontes Pontuais da Cetesb explanou a Decisão de Diretoria nº 054/2022/C/E/I, de 25 de maio de 2022, da Cetesb, que dispõe sobre a aprovação dos procedimentos para a elaboração e implementação do Plano de Automonitoramento de Efluentes Líquidos – PAEL. 

O webinar foi apresentado por Roseane M. Garcia Lopes de Souza, diretora da ABES-SP. O debate contou com moderação do professor doutor Romeu Cantusio Neto, consultor técnico sênior, e da professora doutora Gisela de Aragão Umbuzeiro, da Faculdade de Tecnologia da Unicamp. 

Em sua participação, o professor Romeu Cantusio Neto enfatizou que “para as empresas de saneamento e para as indústrias, é extremamente importante entender qual a importância dessa regulação no nosso estado, o que isso traz, qual nossa posição do ponto de vista de tratador, de toda essa questão, que também tem um input ambiental nas questões que a Cetesb trabalhou junto ao seu grupo, em relação à construção dessa regulação. 

A Decisão de Diretoria da Cetesb foi apresentada de forma detalhada pelo engenheiro Nelson Menegon, que considerou a palestra uma oportunidade “fantástica, porque é uma forma de divulgar o automonitoramento para o estado de São Paulo”. 

“Essa medida não é inédita aqui do Brasil”, frisou. “Os órgãos reguladores ambientais dos Estados Unidos e da comunidade europeia também fazem uso do automonitoramento, porque as limitações hoje não são pequenas e precisamos realmente dividir essa responsabilidade com o empreendedor, que hoje em dia, eu diria, tem uma consciência ambiental muito maior. Então, ele sabe a responsabilidade que tem com relação ao meio ambiente”, reiterou Nelson.

Segundo o palestrante, essa Decisão de Diretoria “foi construída com muito carinho, sempre pensando no lado da aplicação, da viabilidade de aplicar uma regra onde tenha frutos positivos para a questão ambiental. E o meio ambiente ganha muito com isso”. 

“Às vezes, carecemos de dados sistematizados sobre fontes poluidoras no estado. Temos hoje um banco de dados muito bom na parte de Estação de Tratamento de Água e Esgoto, mas para efluentes industriais essa base de dados carece de algo unificado. Então, para entender o que está acontecendo no corpo hídrico, para buscar melhorias, temos que entender melhor as cargas poluidoras que estão sendo lançadas”, salientou.

A importância dessa Decisão de Diretoria é “padronizar o automonitoramento de efluentes em todo o Estado de São Paulo e atualizar um procedimento que já estava completamente ultrapassado, de 2005, além de possuir uma base de dados única para o automonitoramento, o INFOAGUAS”, disse Nelson. 

Após o debate, a moderadora Gisela Umbuzeiro apresentou o interesse de que houvesse mais módulos de treinamento sobre o tema para se antecipar às dúvidas e perguntas específicas. “Eu realmente gostei demais de ouvir o Nelson, ouvir a segurança com que a Cetesb está passando isso, essa determinação, porque está na hora de fazer para valer. Precisamos mostrar que a gente pode, porque se o estado de São Paulo não consegue, ninguém vai conseguir”, enfatizou.
