Fruto da parceria entre a Sabesp e a GS Inima, o projeto é pioneiro em utilizar o esgoto tratado pela Estação de Tratamento de Esgoto ABC da Sabesp (ETE-ABC) como seu principal insumo para abastecer indústrias da Região do ABC paulista com água de reúso.
O Aquapolo Ambiental – maior empreendimento produtor de água de reúso da América Latina e quinto maior do mundo – completou, em novembro passado, 10 anos de operação ininterrupta. O projeto se dá por meio de uma sociedade de propósito específico entre a Companhia de Saneamento Básico do Estado de São Paulo – Sabesp e a GS Inima Industrial, que adquire o esgoto tratado na Estação de Tratamento ABC da Sabesp (ETE-ABC), faz o tratamento terciário e transforma o esgoto doméstico em água reciclada para fins industriais.
Os principais clientes do Aquapolo estão no Polo Petroquímico de Capuava, na região do ABC, em São Paulo. Dentro do polo industrial, o projeto abastece quatro plantas da Braskem, a Oxiteno, a Air Liquide, a Vitopel e a Cabot. E, ao longo da adutora, atende três clientes: a Bridgestone, a Paranapanema e a Hydro.
Segundo Fernando Gomes, diretor do Aquapolo, o projeto está em uma região de alta escassez hídrica. “O que se consome de água na região do ABC é mais do que ela própria gera, o que resulta na necessidade de importar recursos hídricos de outras bacias. Neste cenário, a Sabesp equaciona o fornecimento de água potável com seus sistemas de produção, em especial o Sistema Rio Grande, mas as indústrias complementam suas necessidades por meio da captação própria usando poços profundos ou caminhões pipas. Para ajudar nesta demanda, o Projeto Aquapolo veio para provê-las com água de reuso”, explica.
Gomes lembra que o grande teste que o projeto passou foi durante a crise hídrica de 2014-2015, quando abasteceu o polo petroquímico com a mesma regularidade que fazia antes. “O Polo Petroquímico de Capuava passou por essa crise hídrica abastecendo-se de forma constante pela água reciclada fornecida pelo Aquapolo, que garantiu a perenidade do abastecimento às indústrias sem disputar a água potável com a população da região”, ressalta Fernando Gomes.
Indicadores de qualidade
No contrato com os Clientes, estão estabelecidos 19 parâmetros físico-químicos de qualidade monitorados sendo atendidos próximos a 100% do tempo. Em relação à regularidade no fornecimento, este se dá em 99,99 % do tempo. “São duas coisas que os clientes industriais prezam: a qualidade do produto e a regularidade do fornecimento”, enfatiza Gomes. O diretor acrescenta que a produção do insumo industrial no Aquapolo poderá chegar a 1 m³ por segundo, estando atualmente com a capacidade instalada de 650 litros por segundo.
Sobre a importância do projeto para o saneamento, o executivo destaca que ele tira a pressão de consumo de água potável, que poderia ser utilizada pela indústria. “Depois do esgoto tratado pela Sabesp, o Aquapolo trata parte deste recurso e transforma em uma água industrial, por isso em termos de saneamento estamos deixando de pressionar os mananciais, que devem estar disponíveis para produção de água potável para o consumo humano. Assim, a indústria consegue ter uma fonte de alta qualidade e permanente sem disputar com o abastecimento do insumo para a população”, explica.
Para 2023, Fernando Gomes conta que o Aquapolo já tem propostas em andamento com outros clientes industriais ao longo da adutora. Além disso, vislumbra duas atividades complementares. “Uma que está sendo estudada é a possível criação de um hub de distribuição de água industrial para caminhões pipas, em Santo André, também na região do ABC. A outra é um desafio, utilizado em vários países no mundo – ainda estamos em fase de concepção – chamado ‘reúso potável indireto’, possibilitando recarregar os mananciais de água bruta com água reciclada”, diz.
Gomes informa que essa experiência já ocorre em vários países do mundo, e, certamente, será uma iniciativa favorável para enfrentar as restrições hídricas no Brasil, movimentando uma perspectiva mais ampla em prol da economia circular da água. “Temos que olhar para frente, considerando que o esgoto tratado não é algo que deve ser jogado fora, uma vez que todos os resíduos de uma estação de tratamento podem vir a ter uma nova utilização, seja água, seja gás ou lodo. Isso está concebido, inclusive, dentro do enfoque ESG, para diminuir o impacto ambiental da própria atividade do tratamento do esgoto, construindo uma visão de sustentabilidade mais ampla com ações mais efetivas”, completa o especialista.
Fernando Gomes conclui que o Aquapolo é um modelo exitoso. “A experiência e os ensinamentos que adquirimos durante esses 10 anos de operação devem ser utilizados para estimular e incentivar que outros projetos semelhantes aconteçam em São Paulo e em outros estados do país”.

O pioneirismo do Projeto Aquapolo é reconhecido por muitos representantes do setor de saneamento. O presidente nacional da Associação Brasileira de Engenharia Sanitária e Ambiental – ABES, Alceu Guérios Bittencourt, destaca a experiência como um exemplo no reúso de grande escala no sistema público de abastecimento de água no Brasil. “Esta experiência pioneira hoje já abriu espaço para toda uma discussão da aplicação de reúso de água em todas as áreas com escassez hídrica relativa, como é o caso de muitas áreas do Estado de São Paulo e de outras regiões do Brasil”, avalia.
Alceu Bittencourt considera que o modelo do Aquapolo “foi um avanço importante que abriu este caminho e hoje o reúso é uma realidade na discussão de planejamento de uso de recursos hídricos e sistemas de abastecimento doméstico e industrial. Uma realidade nova que vivemos, aberta pelo início deste grande empreendimento”, salienta.
Para Renato Ramos, coordenador da Câmara Temática de Reúso e Dessalinização da ABES, o Aquapolo é um marco no saneamento. Entre os pontos elencados, o executivo diz que a iniciativa trouxe para a realidade como o esgoto pode ser melhor considerado. Trouxe o uso de tecnologia e, mais do que isso, com viabilidade econômica e quebrando o mito de que tecnologia é cara, ensinou que diversificar a matriz hídrica é tão possível quanto necessário; que parcerias público-privadas podem funcionar harmoniosamente. Entendeu a necessidade do usuário, no caso as indústrias do ABC e, por fim, foi o precursor de outros sistemas de reúso, que independentemente da escala, poderão mostrar que o Aquapolo não foi único, mas um exemplo a ser seguido. “Parabéns ao Aquapolo por 10 anos de ensinamentos e inspirações!”, congratula Renato Ramos.
