O XVII Silubesa – Simpósio Luso-Brasileiro de Engenharia Sanitária e Ambiental, que ocorre de 06 a 08 de junho de 2016, em Santa Catarina – consolida a parceria da ABES com a APRH – Associação Portuguesa dos Recursos Hídricos e a APESB – Associação Portuguesa para Estudos de Saneamento.

Estes 30 anos de parceria entre ABES, APRH e APESB – com eventos ocorrendo alternadamente, no Brasil e em Portugal – promoveu amplo debate propositivo e atualização profissional, contribuindo com o avanço da Engenharia Ambiental e proporcionando aprendizado na troca de experiências e na busca de soluções sustentáveis ambientalmente e com foco nos reflexos sociais.
Cabe ressaltar a importância, num evento deste porte, de iniciarmos as discussões abordando o tema Saúde Pública e Saneamento, uma preocupação que a ABES vem reforçando, sobre a importância de conscientizar a sociedade de que, somente por meio do saneamento básico, mudaremos o cenário epidemiológico de expansão de doenças cujos agentes são transmitidos pela falta de saneamento. Este panorama demonstra que persiste a necessidade de investimentos em saneamento básico para as cidades brasileiras.
As Câmaras Temáticas da ABES têm trabalhando intensamente na organização de diversos painéis no SILUBESA, contribuindo para a qualificação do debate. No painel organizado pela Câmara Temática de Gestão de Recursos Hídricos, teremos a participação da Diretora da Agência Nacional de Águas, Gisela Forattini; no painel da Câmara Temática de Dessalinização e Reúso, discutindo o Planejamento de Recursos Hídricos e Soluções de Reúso, destaca-se a presença do presidente da APRH, Francisco Taveira; e o painel da CT Prestação de Serviço e Relacionamento com os Clientes discutirá a Garantia da Qualidade na Prestação de Serviços, reunindo especialistas como Marcel Sanches, superintendente de Assuntos Regulatórios da Sabesp, Otaviano Costa, da Servsan, Arlindo Pinto, da Manaus Ambiental, e a coordenadora do Comitê Nacional da Qualidade da ABES, Rosana Dias.
Também cabe ressaltar o painel sobre perdas de águas, coordenador pelo engenheiro César Meyer, coordenador da Câmara Técnica de Controle de Perdas da ABES–SC. Esta discussão contará com a participação de Helena Alegre, da LNEC/Portugal, Roberval Tavares de Souza, da Sabesp, diretor nacional da ABES e coordenador do I Seminário Internacional de Controle de Perdas e Enfrentamento da Escassez Hídrica, que será promovido pela ABES entre os dias 5 a 7 de julho de 2016 em São Paulo, Mario Baggio, da Hoperações Consultoria e membro do comitê Organizador do Seminário Internacional de Perdas, e o coordenador nacional da CT de Gestão de Perdas, Ricardo Rover Machado, da Corsan. Esta discussão terá continuidade no Seminário em julho, em São Paulo, que terá participação de diversos especialistas internacionais.
Teremos ainda, no dia 7, a primeira atividade da recém criada Câmara Temática de Drenagem, coordenada pelo Eng. Luís Otávio Mota Pereira. Trata-se de uma discussão sobre Drenagem Urbana e a importância da gestão de riscos em área inundável.
Os temas “esgoto doméstico” e “resíduos sólidos” serão abordados nos dias 7 e 8 – a operação de estações de tratamento, a possibilidade de geração de benefícios e o uso do biogás serão discutidos sob a coordenação de Eduardo Pacheco Jordão.
Os dois painéis sobre Resíduos Sólidos – Planejamento e Modelos de Gestão e Soluções e Tecnologia – contarão com os palestrantes portugueses – Fernando Leite (Vice-Presidente da APESB), abordando a gestão intermunicipal de resíduos; e Mário Augusto Tavares Russo, relatando o caso da LIPOR (Portugal), com a discussão sobre recursos e tecnologias de tratamento de resíduos e desafios à reciclagem multimaterial no mundo.
Em um momento em que as questões do saneamento estão na pauta nacional, este Silubesa, que acontecerá no mês em que comemoramos os 50 anos da ABES, certamente trará contribuição fundamental a este debate, reafirmando nossa missão de trabalhar pelo saneamento e pela qualidade de vida no Brasil.
