A redução de perdas reais foi um dos assuntos debatidos pelos convidados, entre os quais Paulo Massato, especialista em saneamento, e Paula Kehoe, diretora de Recursos Hídricos da San Francisco Public Utilities Commission – SFPUC (EUA)

“Mecanismos de regulação para enfrentar crises devidas à escassez de água” foi um dos temas discutidos nesta sexta-feira, dia 30 de outubro – último dia da Brazil Water Week (Semana de Água no Brasil). A sessão temática integra o Tema 2 do evento: Planejamento e Regulação.

Com coordenação de moderação de Hélio Castro, diretor-presidente da Agência Reguladora de Saneamento e Energia do Estado de São Paulo (ARSESP), a sessão teve como palestrantes: Paula Kehoe, diretora de Recursos Hídricos da Comissão de Serviços Públicos de São Francisco (a San Francisco Public Utilities Commission – SFPUC) – Estados Unidos; Carolina Latorre, assessora estratégica da International Water Association (IWA); Jorge Werneck, diretor da Agência Reguladora de Águas, Energia e Saneamento Básico do Distrito Federal (Adasa); e Paulo Massato, especialista em Saneamento. 

No Brasil, existe uma separação legal entre as responsabilidades pelo gerenciamento e regulamentação do uso da água e a prestação de serviços públicos de saneamento, que incluem o abastecimento de água, às vezes relacionado a diferentes órgãos, bem como a diferentes níveis de jurisdição. Leis federais distintas tentam conciliar ações para preservar a qualidade e a quantidade de recursos hídricos em sua alocação. As duas regras legais estabelecem a necessidade de compatibilidade e integração entre o planejamento no nível da bacia hidrográfica e os municípios dentro dela.

A sessão discutiu mecanismos a serem adotados pelas agências reguladoras, ou propostos e empregados pelos prestadores de serviços de saneamento, e que configuram as melhores práticas nacionais e internacionais. A redução de perdas reais foi um dos assuntos debatidos pelos palestrantes convidados.

“Ser moderador de uma sessão com a qualidade desses apresentadores é bastante desafiador. O que me deixou mais tranquilo foi a forma como foi organizada. Pude conversar com cada um dos palestrantes e eles foram bastante solícitos em permitir receber sugestões para adequação ao tema. O direcionamento e apoio dados pela ABES também foi extremamente importante. Parabenizo todos os organizadores pelo evento”, destacou o moderador do debate, Hélio Castro.

A Brazil Water Week é o mais importante evento internacional sobre água realizado no Brasil. Promovido pela ABES – Associação Brasileira de Engenharia Sanitária e Ambiental, a edição de 2020 do encontro foi transmitida por meio de plataforma digital de segunda-feira, 26, até sexta, dia 30 de outubro. No total, foram mais de 50 horas de evento online, com 30 sessões divididas em 8 temas principais e mais de 120 especialistas de mais de 15 países. 

Durante os cindo dias de Brazil Water Week, os especialistas convidados discutiram a água em seus diversos aspectos e apresentaram experiências, com foco no Objetivo de Desenvolvimento Sustentável (ODS) 6 da Organização das Nações Unidas (ONU): Água e Esgoto para todos até 2030.
