Brazil Water Week: Panorama da regulação na América Latina é tema de debate com especialistas do Brasil, Portugal e do BID

Segunda sessão especial rumo ao mais importante evento internacional sobre água e saneamento do país, avalou resultados, tendências, desafios e oportunidades no setor.

O panorama da regulação na América Latina foi discutido, em webinar especial, nesta quinta-feira, 12 de maio, por especialistas nacionais e estrangeiros. Realizado pela Associação Brasileira de Engenharia Sanitária e Ambiental – ABES, o encontro faz parte da série de sessões gratuitas que acontecerão até 20 de maio, antecedendo a Brazil Water Week (BWW2022) – Semana da Água do Brasil, o mais importante evento internacional sobre água e saneamento do país. O evento será online, entre os dias 23 e 27 de maio, em plataforma digital exclusiva e interativa, e tem patrocínio Sabesp, Embasa, Aegea, Sanepar, ANA, Sanasa e Funasa. “A regulação é um fator fundamental para implementar a política pública e a prestação dos serviços de saneamento básico. O Brasil tem hoje 80 agências reguladoras. O objetivo deste painel é identificar o que funciona e quais as tendências, desafios e a evolução, tendo em vista encontrar estruturas de governança e modelos regulatórios apropriados à região”, sintetizou Jaime Melo Baptista, presidente do Conselho de Administração da LIS-Water, Lisbon International Centre for Water e moderador do webinar.

Participaram do debate, Rita Amaral, advisor of the Board at LIS-Water, da Lisbon International Centre for Water; Oscar Pintos, presidente da Asociación de Entes Reguladores de Agua Potable y Saneamiento de las Américas (ADERASA); Julio Aguilera, consultor do Banco InterAmericano de Desenvolvimento e Irene Guimarães Altafin, superintendente de Regulação de Serviços da Agência Nacional de Águas e Saneamento Básico (ANA). 

Como fazer a avaliação do regulador, foi o tema abordado por Rita Amaral, advisor of the Board at LIS-Water, da Lisbon International Centre for Water. Para a especialista, é preciso observar três grandes pilares: política pública que dá a estratégia, a regulação que atua como catalisador necessário para implementar a política pública e a gestão de serviços para concretizar a política pública. Rita apresentou também resultados do RegWAS LAC, um programa colaborativo realizado há 2,5 anos, com 15 países e 32 reguladores da América Latina e Caribe.

Para Oscar Pintos, presidente da Asociación de Entes Reguladores de Agua Potable y Saneamiento de las Américas (ADERASA), a regulação, como qualquer atividade humana, tem que evoluir “É preciso se adaptar ao contexto em que se desenvolve, garantir a sustentabilidade dos serviços, detectar oportunidades e riscos potenciais, promover a inovação tecnológica e de processos e, por fim, garantir o direito do acesso humano à água”. 

Os desafios para o regulador foram destacados por Julio Aguilera, consultor do Banco InterAmericano de Desenvolvimento. Aguilera analisou como consolidar um sistema de informação, implementar a contabilidade e a análise de impacto normativo e também como a regulação ajuda a cumprir os objetivos do ODS 2030. 

“Um dos maiores ganhos de eventos como este é que ele nos permite enxergar o contexto. Temos a tendência de nos enxergarmos como centro do mundo, isolados no processo, quando assistimos à apresentações como as que foram feitas hoje, nos irmanamos com questões e soluções que atingem toda a América Latina”, enfatizou Irene Guimarães Altafin, superintendente de Regulação de Serviços da Agência Nacional de Águas e Saneamento Básico (ANA), que apresentou uma visão da regulação do saneamento no Brasil, destacando desafios e estratégia.

Ao final das apresentações, os palestrantes responderam perguntas feitas por meio do chat.
