Com moderação e coordenação de Christian Borja-Vega, Economista Sênior do Banco Mundial, os palestrantes abordaram, entre outras questões, a capacidade institucional, técnica e operacional dos tomadores para minimizar os riscos e viabilizar investimentos; aspectos regulatórios; e capacidade econômico-financeira das empresas.

Na tarde desta terça-feira, 24 de maio, segundo dia da Brazil Water Week – Semana da Água do Brasil, aconteceu uma sessão sobre “Condições para a Viabilização de Investimentos em Projetos de Saneamento e para a Estruturação de Novas Concessões”, dentro do tema “Financiamento”. A BWW 2022, o mais importante evento internacional sobre água e saneamento do país, uma realização da Associação Brasileira de Engenharia Sanitária e Ambiental – ABES, acontece online, em plataforma digital exclusiva e interativa.

O debate foi moderado e coordenado por Christian Borja-Vega, Economista Sênior do Banco Mundial. O tema leva em consideração as metas de universalização impostas pelo novo Marco Legal do Saneamento.

Com isso, a viabilização de investimentos passou a ser um dos principais desafios para o setor, sejam em novas concessões ou no financiamento de projetos e contratos existentes. Em um contexto de crise pandêmica, guerras e fortes restrições orçamentárias e fiscais, a sessão se dedicou a discutir caminhos e condições para viabilizar e intensificar esses recursos, para que não atrase ainda mais a expansão tão necessária dos serviços e que garanta a sustentabilidade dos prestadores de serviço.

Foram abordadas questões como a capacidade institucional, técnica e operacional dos tomadores para minimizar os riscos e viabilizar investimentos; aspectos regulatórios; capacidade econômico-financeira das empresas; e o papel dos investimentos na estruturação das concessões de água e esgoto devem ser evidenciados e debatidos nesse painel, contribuindo para que as citadas metas sejam alcançadas.

Os palestrantes foram Rodrigo Silveira Veiga Cabral, Sênior Financial Officer do Banco Mundial; Luciene Machado, Chefe de Departamento da Área de Parcerias em Infraestrutura Social e Serviços Ambientais do BNDES; Osvaldo Garcia, Diretor Financeiro da Sabesp; José Guilherme Souza, Sócio e Head de Infraestrutura da VINCI. 

Rodrigo falou sobre como financiar ou ampliar financiamento para projetos de Água e Saneamento. Por sua vez, Luciene falou sobre o papel do BNDES e atuação do banco no setor, oportunidades e sobre o título verde do Egito, como exemplo. Em seguida, Osvaldo detalhou o Novo Marco Legal do Saneamento e detalhou a atuação da Sabesp no que diz respeito a investimentos. Já José Guilherme detalhou o trabalho da VINCI.
