A Câmara Temática de Indicadores de Desempenho realizará, em 5 de outubro, das 14h30 às 17h30, uma reunião aberta sobre Indicadores de Desempenho para o Saneamento Ambiental. Segundo o coordenador da Câmara, Sandro Camargo, a ideia é levar a discussão sobre os resultados de uma pesquisa específica, realizada no final de 2014, com organizações do setor, às quais deveriam apontar no máximo 15 indicadores estratégicos dentro dos 87 existentes.
Na ocasião, Ciro Loureiro Rocha ministrará a palestra “Indicadores para a Regulação: a experiência da Câmara Técnica da ABAR, Luiz Gustavo da Silva fará a apresentação dos resultados da pesquisa de satisfação com os usuários do Guia de Referência para Medição do Desempenho – GRMD e da seleção dos indicadores estratégicos para o saneamento. E Sandro Camargo falará sobre “O alinhamento do Guia Referencial para a Medição do Desempenho – GRMD a outros sistemas de medição do saneamento ambiental (versão 2015/2016)”.
“Queremos trabalhar nessa seleção, aprofundar a discussão e tentar montar um sistema que possibilite às organizações do setor olhar esses resultados para que uns possam aprender com os outros”, explica Sandro e exemplifica: “Quando uma organização tem bons resultados de baixos índices de perdas de água, por exemplo, ela provavelmente tem práticas de gestão muito boas, que podem servir de margem para o desenvolvimento de outras organizações do setor. E quem ganha com isso é a sociedade brasileira”, ressalta.
O conjunto de 87 indicadores, bem como os 15 mais importantes para o setor, segundo as organizações, funcionam sob cinco perspectivas: econômica e financeira, social e ambiental, recursos humanos, clientes (usuários, consumidores) e dos processos internos da organização.
Sandro acrescenta que o papel da Câmara é disponibilizar esses sistemas de informação e, neste contexto, a CT tem contribuído para a discussão de bons indicadores que possam ser utilizados para medir o desempenho do saneamento e fazer frente à crise hídrica que atinge algumas regiões do Brasil. “Temos esse conhecimento e colocamos à disposição do setor para que tenham empresas cada vez mais eficientes”, ressalta.
Esta eficiência, salienta Sandro, é importante para que uma maior quantidade da água captada nos mananciais seja efetivamente disponibilizada de forma correta para o usuário final. “Evitam-se assim desde perdas durante o processo de distribuição até as perdas comerciais provocadas pela baixa redução, pela deficiência dos equipamentos de medição ou pelos `gatos´ – as ligações clandestinas -, problemas que o país enfrenta.”
Sandro ressalta que a reunião no Congresso servirá para validar os indicadores existentes hoje dentro do Guia de Referência para Medição de Desempenho (GRMD). “Vamos mostrar este alinhamento que temos feito em relação a outras iniciativas sobre a questão de medição de desempenho, tanto no Brasil como fora, como por exemplo, a IWA – International Water Association, referência mundial na questão do trabalho com indicadores no saneamento, para ajudar as organizações brasileiras a terem mais eficiência nos seus sistemas de medição”, finaliza.
