Comissão mista aprova MP do saneamento básico

O senador Valdir Raupp (MDB-RO) foi o relator da MP 844 na comissão mista - Roque de Sá/Agência Senado

A medida provisória (MP) 844/2018, que altera o marco legal do saneamento básico no Brasil, foi aprovada nesta quarta-feira (31) pela comissão mista responsável por sua análise. O texto ainda passar pelos plenários da Câmara e do Senado. A MP 844 perde a validade no dia 19 de novembro.

O relator é o senador Valdir Raupp (MDB-RO). De acordo com a MP 844/2018, a Agência Nacional de Águas (ANA) passa a regulamentar os serviços públicos de saneamento básico. Antes, a atribuição era do Ministério das Cidades. A ANA também fica com a responsabilidade de atuar nas áreas de abastecimento de água, esgotamento sanitário, limpeza urbana, manejo de resíduos sólidos e drenagem urbana.

— O objetivo da nova legislação é garantir maior segurança jurídica aos investimentos no setor de saneamento básico e aperfeiçoar a legislação de gestão dos recursos hídricos e a de saneamento básico, assim como a interação entre as políticas públicas dessas duas áreas — argumenta Raupp no relatório.

A oposição critica a medida provisória. O texto determina que os municípios realizem licitação para executar obras de água e esgoto. Para alguns parlamentares, a MP abre espaço para a privatização do setor.

— Quando o governo Michel Temer apresentou essa medida provisória, as entidades deram um nome para ela: pelo conteúdo nefasto, ficou conhecida como MP da Sede e da Conta Alta. Ela vai acabar com subsídios e impedir que o povo pobre do país tenha água. A água, que é um bem público, vai ser privatizada. Quem tiver dinheiro, pague —disse o deputado Bohn Gass (PT-RS).

O senador Flexa Ribeiro (PSDB-PA) defendeu a medida provisória. Para ele, o poder público não tem dinheiro para financiar os serviços de abastecimento de água e saneamento básico. O parlamentar acredita que a MP 844/2018 vai atrair investimentos privados.

— Água não pode ser tratada como questão ideológica, mas como questão de saúde. O Estado não tem capacidade de atender seus municípios com o sistema de abastecimento de água e tratamento de esgoto. Os recursos para isso levariam décadas. Ao longo desse tempo, vidas serão sacrificadas — afirmou Flexa.
