Sucesso de realização, o Curso EAD (Ensino a distância) “Regulação dos Serviços de Saneamento – Teoria e Prática” completou dois meses (o início foi em 27 de junho) com alunos comprometidos e participativos. O projeto é fruto do acordo de Cooperação Técnica, com foco na regulação do setor de saneamento no Brasil, firmado, em 2014, entre a Associação Brasileira de Engenharia Sanitária e Ambiental – ABES e o Banco Interamericano de Desenvolvimento – BID.
Na entrevista a seguir, a tutora do curso, Marina Aguiar, faz um balanço do que ocorreu até agora, e destaca, entre outros pontos, o interesse e a diversidade dos participantes e os principais desafios. Ela fala também da importância do projeto e das perspectivas em relação ao cenário da regulação, considerando o significativo passo dado a partir do convênio ABES-BID.

ABES Notícias – Qual o balanço que você faz do curso até aqui?
Marina Aguiar – Já estamos nos aproximando da metade do curso e fico muito feliz ao notar a continuidade do comprometimento da turma, que se materializa no interesse dos alunos em discutir os temas do setor e em participar das atividades propostas. Pelas estatísticas de acesso, percebo que a maioria está em dia com as atividades obrigatórias do curso, que são as avaliações e leitura das apostilas, assim como a maioria acompanha os materiais complementares, que são os vídeos, podcasts (chamados “a voz do especialista”) e leituras complementares. No dia a dia também acompanho as participações nos fóruns e é muito bom ver eles sempre movimentados, com os alunos mantendo um debate cordial e construtivo. Acredito que tudo isso é reflexo da seleção criteriosa da primeira turma, que priorizou profissionais atuantes no setor e demonstraram claro interesse pelo curso.
Outro aspecto enriquecedor da turma é a variedade de formações, locais de trabalho e regiões do país. Essa possibilidade proporcionada por um curso EAD e pela penetração da ABES entre os diversos agentes do setor e no país gera trocas de informações entre profissionais dos mais diversos estados, assim como entre trabalhadores de prestadores, agências reguladoras, prefeituras, e de outros órgãos do setor. Essa acessibilidade ao conhecimento e aproximação de profissionais permitida pela modalidade de ensino à distância é extremamente enriquecedora – inclusive para mim, que estou na posição de tutora. Acho que essa possibilidade também anima outros alunos.
ABES Notícias – Como você vê o empenho e o desempenho dos alunos?
Marina Aguiar – Os alunos são, em geral, muito dedicados. Podemos perceber isso nas participações nos fóruns, onde são debatidos temas relacionados aos módulos, mas também nas boas notas obtidas nas autoavaliações, avaliações finais de módulos e nas respostas sobre os estudos de caso. Nessas atividades vejo claramente a boa absorção do conteúdo.
ABES Notícias – Quais os principais desafios?
Marina Aguiar – O primeiro desafio que tive foi tentar manter os debates nos fóruns sobre os temas propostos e não deixar ele virar um espaço de amplo debate sobre o saneamento. O fato dos alunos serem participativos é muito bom e construtivo, mas, como tutora, não posso perder o foco e adiantar discussões de módulos futuros ou desviar o debate sobre outros assuntos do setor. Esse é um desafio comum até em cursos presenciais. Por isso, decidimos lançar o fórum coffee break, para dar vazão à vontade do debate livre entre os alunos sobre os mais diversos temas e, ao mesmo tempo, não desviar as discussões sobre o conteúdo do módulo ou unidade no espaço dedicado a isso.
Outro desafio cotidiano que tenho é atender as expectativas dos diversos perfis de alunos, que às vezes desejam que determinados temas fossem mais aprofundados. É preciso deixar claro que este é um curso introdutório, que busca permear diversas áreas de conhecimento, com carga horária definida e limitada. Por isso, não é possível adentrar em muitas questões especificas que sejam de interesse ou conhecimento de alguns poucos. Finalmente, ocasionalmente tenho o desafio de deixar claro o meu papel como tutora, que é garantir a assimilação do conhecimento dos temas tratados no material técnico do curso e não de emitir opiniões pessoais sobre temas que não são consenso no setor.
Já pelo lado dos alunos, o principal desafio que vejo eles enfrentarem é ao aprender os temas mais específicos sobre regulação. Apesar da turma ser formada em grande parte por pessoas muito experientes no setor saneamento, muitos tiveram pouco ou nenhum contato com assuntos relacionados a regulação. Mas acho que a novidade da temática estimula muitos a participar do curso, por perceberem a importância dele na formação profissional. Esse desafio me estimula como tutora, pois percebo diretamente a minha contribuição na construção do conhecimento individual.
ABES Notícias – Qual o diferencial que você vê deste curso para o setor saneamento no Brasil?
Marina Aguiar – O curso idealizado pelo BID foi pensado para tratar os diversos aspectos da regulação técnica e econômica de forma simples e com exemplos práticos, com o objetivo de disseminar o conhecimento para um público amplo de agentes do setor. Uma capacitação como essa não existia no país e a modalidade EAD assim como a parceria com a ABES permite a diversidade da turma que temos para contribuir com tamanho objetivo de disseminação do conhecimento.
ABES Notícias – A partir deste curso, quais são as perspectivas e caminhos que você espera no contexto da regulação, de agora em diante?
Marina Aguiar – A expectativa que vejo é de fortalecimento da regulação no setor, especialmente quando considero que nossos alunos dessa primeira turma são pessoas atuantes no setor. Espero que eles sejam multiplicadores do conhecimento recebido nos seus respectivos ambientes de trabalho. Assim como espero que vejam os benefícios que uma boa regulação pode proporcionar no desenvolvimento sustentável do setor, contribuindo a criar os caminhos a universalização do serviço, a melhoria da prestação dos serviços e a aplicação de tarifas justas.
Também acredito que os alunos verão ao longo do curso (e repassarão essa impressão) que a regulação, apesar de parecer complexa, faz parte do dia-a-dia de vários setores de interesse público e que os temas tratados no curso são totalmente aplicáveis. Acho que eles poderão aplicar esses conceitos nas suas áreas de atuação e terão maior conhecimento para participar do debate construtivo, com base em fundamentos técnicos e econômicos, sobre as questões regulatórias.
