A Associação Brasileira de Engenharia Sanitária e Ambiental – ABES promoveu, nesta quarta-feira, dia 22 de agosto, no espaço Estação São Paulo, na capital paulista, a cerimônia de posse da Diretoria Nacional para o biênio 2018/20. A MP do Saneamento norteou os discursos dos convidados.

A solenidade contou com a presença de diversas autoridades: o secretário Estadual de Saneamento e Recursos Hídricos de São Paulo, Ricardo Borsari, representando o governador Márcio França, o secretário de Energia do Estado de São Paulo, Ricardo Toledo Silva, também membro do Conselho Consultivo da ABES-SP, o deputado federal João Paulo Papa, o deputado estadual Caio França, a presidente da Sabesp, Karla Bertocco Trindade, o presidente da Casan, Adriano Zanotto, o ex-presidente da AIDIS, Luiz Augusto de Lima Pontes, Dante Ragazzi Pauli, ex-presidente nacional da ABES, representando o Conselho Diretor da entidade, o presidente do Sinaenco, Carlos Roberto Soares Mingione, também membro do Conselho Diretor da ABES, Rogério Tavares, diretor da Aegea, e Carlos Eduardo Castro, diretor do Grupo Águas do Brasil.
O presidente nacional da ABES, Roberval Tavares de Souza, ressaltou a mobilização nacional do setor contra a MP 844, a MP do Saneamento. “Vários colegas já chamam esta MP de uma “tomada de três pinos”, só existe no Brasil e não serve para nada. Essa MP é inconstitucional, não promoveu a discussão necessária por parte de entidades representativas e da sociedade brasileira, afeta a titularidade dos municípios, o subsídio cruzado e a lógica dos ganhos de escala. Essa medida cai como uma bomba nos municípios mais pobres e é um grande risco para a população mais carente, já que uma de suas consequências será o aumento das tarifas de água e esgoto em todo Brasil, dificultando ainda mais o acesso a um direito fundamental” disse Roberval.
Em seu discurso, Roberval frisou a importância da união no setor. “Quero cumprimentar aqui representantes de duas importantes operadoras do nosso país: Rogério Tavares, diretor da Aegea, e Carlos Eduardo Castro, diretor do Grupo da Águas do Brasil. E reiterar o nosso discurso que não é só discurso. É vida real: só com a união do público e do privado nós vamos tirar o saneamento do atoleiro em que ele está. O que o Governo Federal fez agora foi nos separar, mas não queremos isso, nós queremos união.”
Foram destacados, ainda, pelo presidente da ABES: a equalização de dívidas e do orçamento, promovendo a sustentabilidade financeira da associação; a produção de conteúdo relevante por meio de publicações, artigos, entrevistas e estudos como o “Ranking ABES”; melhorias promovidas no PNQS, que ampliou as categorias de participação; Eventos nacionais e internacionais como o grande sucesso do Congresso ABES Fenasan 2017 e a Rio Water Week, que será realizada em novembro de 2018 e a criação da plataforma de ensino à distância UNIABES.
Ao final de suas palavras, Roberval lembrou que existe uma guerra silenciosa no País, provocada pela falta de saneamento. Guerra na qual as principais vítimas são crianças, sem a mínima chance de defesa. Lembrou que a meta do Brasil é atingir a universalização dos serviços de saneamento em 2033 e para isso existem muitos soldados: operadoras, técnicos, fornecedores, pesquisadores, mestres e professores.
“A ABES representa uma tropa de elite nesse cenário, com mais de 10 mil associados, agregando sanitaristas que, unidos, têm capacidade para alcançar os objetivos que a sociedade exige. Vamos derrotar a falta de conhecimento e informação, vamos matar a ineficiência e a falta de vontade política, vamos fortalecer e unir os soldados para que lutem com novas armas, mais modernas e eficientes, e por um único propósito.
Ao vencer cada uma destas batalhas, nós vamos conseguir universalizar o saneamento. E é somente com a presença pacificadora do saneamento eficiente em todos os lugares do Brasil que finalmente venceremos esta guerra. Esta é a arma mais poderosa que temos e com ela salvaremos os brasileiros inocentes que hoje não podem se defender!” concluiu Roberval.
Reconhecimento
Dante Dante Ragazzi Pauli, ex-presidente nacional da ABES e coordenador da Câmara Temática de Comunicação no Saneamento da entidade, abriu seu discurso cumprimentando os voluntários da ABES. “Tenho muita honra de ter sido presidente da Seção São Paulo e por dois mandatos presidente nacional. O nosso apoio ao Roberval e à ABES é irrestrito. A ABES é importante para o Brasil. É uma entidade que já fez seus 52 anos de idade e sempre atuando com respeito e com uma presença marcante ainda mais nos dias atuais. Quero cumprimentar todo o quadro diretivo nacional da ABES e das regionais, que terão suas eleições em breve e desejar a vocês uma gestão muito profícua e sempre com meu apoio absoluto”, ressaltou Dante.
A presidente da Sabesp, Karla Bertocco, destacou a importância da ABES para a empresa e para o Brasil. “Para nós, da Sabesp, é fundamental a proximidade com a ABES. Se isso já foi no passado, hoje, quando os grandes desafios se apresentam, é ainda mais”, afirmou. Segundo ela, a preocupação da Sabesp é em relação ao auxílio das empresas prestadoras de serviços de saneamento “no enfrentamento dos desafios que estão sendo colocados na seara institucional, por meio da MP 844, que precisa ser aprimorada, senão combatida, que precisa ser revista para valorizar o que deu certo, modelos como o da Sabesp e de outras tantas companhias estaduais que podem representar um exemplo concreto de avanços no país”. “A ABES”, disse Karla “pode funcionar como nosso grande apoiador, um laboratório para que possamos identificar boas práticas de outras estados e países, trazer e compartilhar entre si de modo a avançar mais rápido, trazendo serviços mais eficientes e melhores para os clientes. Assim caminhamos para o crescimento”, enfatizou. “Esta é uma provocação para esta nova diretoria, mas mais uma vez destacando e agradecendo o papel da ABES nesses últimos anos e o diferencial que ela tem oferecido mesmo para empresas como a Sabesp. Permite que possamos aprender e evoluir e melhorar os serviços. Parabéns a todos pelo trabalho e sucesso para a nova diretoria”, concluiu.
Para o deputado federal João Paulo Papa, o presidente nacional da ABES tem cumprido uma agenda muito corajosa, com essa nobre missão de liderar o setor de saneamento no Brasil. O parlamentar ofereceu seu apoio e disse que o segundo mandato de Roberval terá tanto êxito quanto o primeiro. Ele também destacou o importante papel da entidade. “A ABES hoje é um patrimônio nacional. Nesses mais de 50 anos de existência foi se consolidando como uma entidade que apresenta empresas, profissionais, academia e todos aqueles que enxergam no saneamento a abrangência e a importância social que este tema tem. Este é um dos momentos decisivos na história da ABES. Primeiro, pela forma equivocada como o governo tratou de fazer ajustes na lei no Marco Regulatório do Saneamento com a construção desta medida provisória tão polêmica. E que acabou unindo o setor de saneamento contra os principais princípios ali inseridos”, argumentou Papa.
Ele reforçou sua posição contrária à MP na sua forma e no seu conteúdo. “Temos tudo para construir de fato um novo momento para a política nacional de saneamento, dialogando, ouvindo quem conhece: a ponta, as entidades. Muitas que podem oferecer ao governo brasileiro novos caminhos para que não destruam o que está feito, mas que venham a somar. São muitos os exemplos bem-sucedidos de avanços importantes no saneamento no país, como da Sabesp. Mas o Governo Federal não foi capaz de captar esses bons exemplos. Ninguém é contra uma maior participação do setor privado na busca por mais qualidade e uma cobertura maior a todos os brasileiros. Precisamos enxergar a maneira adequada de fazer isso. Infelizmente a MP não conseguiu captar esses novos caminhos. Vamos combatê-la na Câmara dos Deputados e no Senado e, ao mesmo tempo, nos preparar para a escolha do novo Presidente da República”, afirmou e frisou que a ABES terá a possibilidade de oferecer ao próximo presidente o caminho adequado para essa área tão importante que é o saneamento. “Nós sabemos disso, mas preciso fazer com que o governo e a sociedade tenham a mesma consciência que temos como militantes pelo saneamento. Sabemos da importância do tema para os mais pobres, para a saúde pública, para a qualidade de vida e para um Brasil efetivamente desenvolvido, o que não é o caso do setor. Quero me juntar à ABES e a toda a militância reunida nessa tarefa de sensibilizar o próximo presidente do país que ele tem que fortalecer o Ministério das Cidades, a Secretaria Nacional de Saneamento ou criar uma área especifica ligada à Presidência para tocar o tema de saneamento até chegarmos a um nível minimante justo para a população brasileira. E a ABES é a entidade, pela sua abrangência, que tem a maior condição e autoridade para oferecer esses novos caminhos para o saneamento no Brasil, que mais do que nunca precisa dos engenheiros e dos militantes na área”.
O deputado estadual Caio França afirmou aos presentes que ficou feliz em participar desse momento da ABES e noticiou a ação do PSB no STF contra a MP do Saneamento. “Acompanhei o período da crise hídrica em São Paulo [2014/2015] e isso me deixou preocupado. Sei que foram esses profissionais, através da tecnologia, das ideias inovadoras de todos os técnicos, em especial da Sabesp, que ajudaram a conseguir sair desse panorama e virar um caso de sucesso para o Brasil. Tenho uma notícia que considero positiva. O PSB ingressou com uma ação contra a MP do Saneamento para questioná-la (leia mais aqui). Entendo que essa foi uma medida acertada do partido e que teremos dividendos ainda. Desejo sucesso ao Roberval ao Roberval e a toda a diretoria. Quero me colocar à disposição como mais um soldado na assembleia legislativa”, disse.
Ricardo Toledo Silva, secretário de Energia do Estado de São Paulo, também membro do Conselho Diretor da ABES-SP, buscou os importantes momentos da ABES na história do saneamento no país para criticar a MP. “Ainda que estivesse perfeita na sua formulação e conteúdo, o que não é o caso, quem elaborou e enviou oi essa medida provisória ao congresso ignora totalmente o processo de luta do saneamento, a maneira como o setor sempre construiu o seus caminhos nesses pais, tendo na ABES os seus principais pontos de convergência. Já passamos por períodos muito mais difíceis em termos políticos. Na época do regime autoritário, a ABES se posicionou com clareza em relação às medidas que eram, hora por controle da inflação, hora para todo um marco organizacional do setor. A entidade pressionou, lutou e conseguiu estabelecer vários degraus de legitimidade na representação formal do setor”, lembrou Toledo. Segundo o especialista, se hoje a Lei 11.445 não é a ideal, ela resultou de um processo de luta, de discussão ampla e extremamente profundo. “Então, só quem não conhece nada da dinâmica do setor proporia de uma canetada uma medida que interfere diretamente sobre esse marco. À parte a questão do mérito, existe uma total ignorância de quem tenha formulado esse formato de encaminhamento porque o setor é forte, é resiliente e consegue sobreviver a diferentes períodos”, reforçou. “Certamente a pauta de luta que tem daqui para frente para o Roberval e colegas das diretorias nacional e estaduais e para toda a comunidade do saneamento, associados da ABES é muito grande. A luta nos faz fortes, nos motiva e nos mantêm unidos, que é como estamos agora e vamos permanecer. Parabéns à ABES e a toda a comunidade do saneamento”, concluiu.
Ricardo Borsari, secretário Estadual de Saneamento e Recursos Hídricos de São Paulo, também recorreu ao passado para lembrar dos avanços no setor, principalmente no Estado de São Paulo. “Há 40 anos quando se falava de água, se falava em barragem, setor elétrico. Aquilo que era grande chamada para os profissionais da época. Sem imaginar que nesses quarentas anos da minha vida profissional eu veria o que vejo hoje no Estado de São Paulo. O que tenho visto é muito inspirador. A evolução ao longo dos 40 anos é de dar muito orgulho. Muito disso tem a ver com a nossa possibilidade de organização e de ter uma entidade como a ABES, que nos possibilita trazer um conhecimento e colocá-lo à disposição da sociedade. É muito importante que reconheçamos esse trabalho, até quando formos imaginar o que pretendemos para o país a partir de 1º de janeiro do próximo ano”, destacou Borsari.
Ele ponderou que a realidade paulista está longe de ser a realidade no restante do país. “O saneamento ainda tem muito que evoluir. Tem muito que crescer. E o país só vai crescer na medida em que as condições que as pessoas têm nas suas casas e nas suas vidas evoluam com qualidade e com sustentabilidade. Só posso parabenizar aos nossos colegas da ABES no sentido de que que só pudemos chegar a esse momento porque tivemos inteligência e organização. Não será fácil para os que estão tentando nos desorganizar com esta tentativa da MP do Saneamento, com objetivos que não consegui identificar e os que identifiquei não quero acreditar que sejam os motivos que levaram alguém a propor uma medida provisória como esta”, criticou.
“É o momento de dar os parabéns e de se orgulhar de fazer parte disso. Tenho a honra de pertencer e de estar hoje chefiando a secretaria de saneamento. O momento é realmente auspicioso. Não vamos deixar que uma MP como esta se estabeleça e desorganize o setor que demoramos muito tempo para construir. Foi muito esforço de todos nós para que pudéssemos chegar a essa situação. O Estado de São Paulo é modelo e vamos levar esse modelo para o Brasil”, finalizou.
30º CBESA de Natal/RN
O evento contou também com o lançamento do 30º Congresso Brasileiro de Engenharia Sanitária e Ambiental da ABES, que ocorrerá entre os dias 16 e 19 de junho de 2019, em Nata, no Rio Grande do Norte (leia mais aqui).
O presidente da ABES-RN, Josivan Cardoso, convidou os presentes para o evento, que segundo ele será desafiador. “Temos avanços significativos na Região Nordeste que vêm pelas mãos da construção da ABES, que há mais de 50 anos vem cumprindo o seu papel, trazendo formação profissional e criando dentro do Brasil a sua competência e a implementação de tão importantes seções na área de saneamento”, frisou Josivan.
“Tenho certeza que unidos a todos os demais estados do Nordeste e todos os estados do Brasil que compõem a ABES, vamos realizar um congresso desafiador e certamente teremos vencido, passado por esse momento tão difícil que se tem tentado fazer com a desestruturação do setor de saneamento através da MP 884”, afirmou. “Estaremos mais do que partilhando as experiências de implementação das ações estruturantes e de gestão na área de saneamento”.

Também nesta quarta-feira, dia 22 de agosto, a nova Diretoria Nacional da ABES se reuniu em São Paulo para discutir o planejamento das ações da entidade para o biênio 2018/2020.
