A ABES Seção Espírito Santo (ABES-ES) realizará, em Vitória/ES, nos dias 12 e 13 de agosto, o I Seminário Nacional de Recursos Hídricos e o I Encontro dos Profissionais do Saneamento do estado. As inscrições estão abertas aqui. Os eventos ocorrerão no Auditório do CCJE da Universidade Federal do Espírito Santo – UFES.
Com o tema central “Saneamento, Reúso e Recursos Hídricos”, os encontros ocorrerão simultaneamente e serão precursores no estado a promover o incentivo e a valorização de profissionais da área do saneamento que contribuem para a saúde pública, para a preservação do meio ambiente e para o desenvolvimento sustentável.
Na entrevista a seguir, a presidente da ABES-ES, Nadja Lima Gorza, fala sobre os assuntos que serão abordados nos encontros. Entre os tópicos, ela destaca a crise de escassez hídrica no Brasil e o cenário dos recursos hídricos no país.
ABES Notícias – Qual é a importância da realização do evento no Espírito Santo e discutir temas como crise hídrica, reúso de água e resíduos sólidos?
Nadja Lima Gorza – A crise hídrica sem precedentes que vem atingindo o País, especialmente as regiões sudeste e nordeste, incluindo o estado do Espírito Santo, requer medidas eficazes para tornar o uso da água mais racional, proporcionar eficiência à gestão dos sistemas de saneamento e pôr fim ao enorme desperdício que há anos se generalizou no País, seja no consumo humano, na indústria, comercio e na agropecuária. A busca de novas tecnologias e a difusão de experiências e melhores práticas na gestão a partir de uma análise crítica da atual situação, a discussão em torno de modelos, soluções e cases eficientes na gestão dos recursos hídricos estão no centro das discussões dos temas do evento, que traz uma oportunidade ímpar no estado do ES, para a troca de informações e experiências pelas empresas e profissionais que atuam no setor.
ABES Notícias – Qual é a sua visão em relação a estes temas no país e mais especificamente no Espírito Santo?
Nadja Lima Gorza – O momento é crítico, e soluções nas áreas de proteção de mananciais, regulação controle de perdas, reúso e tratamento de água e esgoto precisam ser compartilhadas e divulgadas para preservar e garantir, de forma eficiente, o bem mais precioso da humanidade: a água. No Espírito Santo, alguns mananciais de abastecimento estão comprometidos por problemas relativos à quantidade ou à qualidade da água.
ABES Notícias – Qual foi legado, em sua opinião, deixado pela crise hídrica que atingiu parte do Brasil entre 2014 e 2015, para os profissionais do saneamento e para a sociedade brasileira como um todo?
Nadja Lima Gorza – A crise perdura em vários estados brasileiros, a sociedade está mais consciente sobre a importância do uso racional da água, mas falta intensificar iniciativas como redução de perdas, gestão dos reservatórios brasileiros, preservação e conservação ambiental (com o Programa Produtor de Águas), compra de efluente tratado para reúso de água, além de outras ideias inovadoras.
ABES Notícias – E sobre a situação dos Recursos Hídricos e a PNRH, quais são os principais desafios e avanços?
Nadja Lima Gorza – Os comitês de bacias apresentam problemas de eficiência, especialmente nos planos de recursos hídricos com materialização frágil. Os principais desafios são a melhoria das disponibilidades hídricas, superficiais e subterrâneas, em qualidade e quantidade; a redução dos conflitos reais e potenciais de uso da água, bem como dos eventos hidrológicos críticos e a percepção da conservação da água como valor socioambiental relevante. O tema da água tem sido visto muito mais em função dos seus usos do que propriamente por uma concepção geral de preservação, incluindo questões como saneamento, uso da água na irrigação da geração de energia e na indústria. Sem a proteção das fontes, esses usos estão comprometidos. É preciso pensar de forma mais inteligente o balanço entre oferta e demanda, pois já estamos usando mais do que os sistemas têm capacidade de repor e buscando água em distâncias cada vez maiores, a elevados custos, gerando conflitos de interesse.
ABES Notícias – Quais são as expectativas para este primeiro seminário a ser realizado no estado?
Nadja Lima Gorza – Acredito que o Seminário Nacional de Recursos Hídricos será um fórum essencial para a discussão dos temas propostos, com a participação de atores ligados aos mais diversos setores da sociedade, que contribuirão para estabelecer diálogos de relevância e um conjunto de ações que irão ao encontro a essa conjuntura para promover a gestão sustentável da água.
Por isso estão todos convidados e espero contar com a sua presença.
