O Rio de Janeiro se transformará na capital mundial da água com a realização deste evento internacional inédito no país. Profissionais, comunidade acadêmica, empresas e organizações internacionais se reunirão para discutir a água em sua concepção mais ampla, abordando desafios, políticas públicas e soluções e tecnologias existentes no Brasil e no mundo.
“Governança e Planejamento” será um dos 9 grandes temas da Rio Water Week – Semana da Água do Rio, que a ABES – Associação Brasileira de Engenharia Sanitária e Ambiental realizará, pela primeira vez, no Brasil, de 26 a 28 de novembro, no Riocentro, Rio de Janeiro. As inscrições podem ser feitas aqui.
Esta realização, que já ocorre em outros países, como Suécia e Cingapura, reunirá profissionais e empresas do Brasil e outros países e envolverá também a comunidade acadêmica, especialistas e organizações internacionais para discutir a água em sua concepção mais ampla, abordando desafios, políticas públicas e soluções e tecnologias existentes no Brasil e em todo o mundo.
No âmbito do tema “Governança”, dois aspectos serão discutidos, ambos relevantes para alcançar o ODS 6 – Água e Saneamento para Todos.
O primeiro, é a Governança Corporativa, o sistema de regras, práticas e processos pelos quais a empresa é dirigida e controlada. Neste caso, será debatida a governança corporativa das concessionárias de água. Envolve o equilíbrio entre os interesses das diversas partes interessadas da empresa, como acionistas, administradores, clientes, fornecedores, financiadores, governo e comunidade.
O segundo, é a Governança da Água, que engloba as regras, práticas e processos políticos, institucionais e administrativos (formais e informais) por meio dos quais as decisões são tomadas e implementadas, as partes interessadas podem articular seus interesses e ter suas preocupações consideradas e tomadores de decisões são responsáveis pela gestão de recursos hídricos e abastecimento de água. A governança da água é um meio para um fim que deve proporcionar resultados benéficos para a sociedade, a economia e o meio ambiente. Um sistema de governança eficaz é o que, em última análise, ajuda a administrar “água demais”, “muito pouca” e “muito suja” de maneira sustentável, integrada e inclusiva. É um assunto fundamental para alcançar o Acesso Universal à Água e ao Saneamento.
As discussões de Governança e Planejamento na RIO WATER WEEK 2018 fornecerão informações sobre diferentes políticas internacionais de recursos hídricos que ajudaram as populações a alcançar sistemas sustentáveis de água e esgoto com altos níveis de acesso e qualidade desses serviços.
Essas experiências serão usadas para discutir, por comparação, a eficácia da Política Nacional de Recursos Hídricos nos últimos 20 anos e como ela pode ajudar na implementação da Agenda 2030 para o Desenvolvimento.
O tema conta com importantes especialistas e organizações na coordenação da Programação Temática: Luciana Capanema (BNDES); Francisco Carlos Castro Lahóz (Consórcio PCJ); Juliana Jerônimo Smiderle (FGV Ceri); Marcelo De Paula N. Lelis (Ministério das Cidades); Eduardo Schlaepfer Dantas (Cedae); Reynaldo Young Ribeiro (Sabesp); Mayná Coutinho Morais (Cedae); Julio Cesar Oliveira Antunes (Cedae); Célia Regina Alves Rennó (Copasa).
“O desafio maior é o de ir além das fronteiras do nosso Brasil e de interessar e trazer para discutir a universalização os nossos grandes parceiros internacionais”, ressalta o presidente da ABES, Roberval Tavares de Souza.
“Estamos adaptando para a nossa Rio Water Week alguns aspectos que julgamos positivos na organização e planejamento do Fórum Mundial da Água e das Semanas da Água que nos precederam. Entre eles, destacaria uma participação muito relevante das organizações parceiras – quase uma centena – que efetivamente coordenarão as 45 sessões da Rio Water Week, trazendo com elas uma larga experiência nos quatro quadrantes do planeta”, frisa o vice-presidente nacional da ABES, Carlos Alberto Rosito, idealizador e embaixador do evento.
