Nesta terça, 24 de abril, o coordenador nacional do programa Jovens Profissionais do Saneamento JPS da ABES, Álvaro Diogo Teixeira, ministrou palestra abordando a ABNT (Associação Brasileira de Normas Técnicas) sobre aproveitamento de água da chuva na Semana de Tecnologia e Meio Ambiente da Faculdade de Tecnologia – Fatec-SP. O evento acontece na sede da faculdade, na capital paulista, até sábado, 28.
Álvaro, que é também membro da Diretoria da ABES Seção São Paulo (ABES-SP), é secretário do engenheiro e professor Plinio Tomaz, coordenador da Comissão de Estudo (ABNT/CEE- 077), instalada com o objetivo de revisar a ABNT NBR 15527, que normaliza o aproveitamento de água de chuva em áreas urbanas para fins não potáveis. A norma completou 10 anos em setembro de 2017.
Em sua apresentação, Álvaro falou sobre o contexto da norma antiga e das propostas de alteração. Segundo ele, o público presente foi participativo e interessado. “Foi uma discussão bastante interessante “, frisa. “As pessoas estavam preocupadas com questões crescimento da Região Metropolitana de São Paulo [área fortemente afetada pela crise de escassez hídrica entre 2014 e 2015], onde vamos conseguir mais agua, quais são as alternativas”, conta.
Lilian Sarrouf, do Sindicato da Indústria da Construção Civil do Estado de São Paulo – Sinduscon-SP), que coordena as duas normas que estão sendo elaboradas pela ABNT: uma de conservação de água em edificações e outra sobre o uso não potável de água em edificações, também palestrou no evento.
Além da parte técnica do conteúdo das normas, Álvaro e Lilian explicaram também como funciona o processo de abertura e elaboração de uma norma técnica.
“Acredito que mostrar para os alunos esse processo é algo muito importante”, destaca Álvaro. Ele comentou com os estudantes que durante o seu período na faculdade não teve a oportunidade de se inteirar sobre o tema, não sabia como isso era feito. “É bom eles terem esse contato com pessoas que estão atuando em comissões da ABNT e que podem passar essa experiência de como é a abertura das comissões, como funcionam os trabalhos, quando vão para consulta nacional”, conclui.
O coordenador do JPS aproveitou a ocasião para convidar os alunos a irem assistir uma reunião da ABNT para aprenderem mais sobre o assunto. Os próximos encontros ocorrerão na sede da ABES-SP, em Pinheiros, nos dias 16 de maio e 20 de junho, das 9h30 às 16h.

Na sexta, dia 27, foi a vez da profissional Fabiana Zago, integrante do JPS da ABES Seção São Paulo (JPS/ABES-SP) ministrar palestra sobre o tema: “Água é um bem para todos”.
Fabiana, que é advogada com 11 anos de experiência no setor de saneamento, atuando nas áreas de qualidade, licitações, recursos humanos, conscientização ambiental e atualmente business intelligence de processos administrativos e financeiros, abordou o direito à água sob a perspectiva jusnaturalista (direito natural).
A advogada explica que “no cenário brasileiro, em que os poderes passam por momento de instabilidade e reformação, ver este bem como direito natural, nos permite questionar qualquer legislação que afronte esta visão, pois as normas jurídicas naturais colocar-se em um patamar acima da capacidade decisória humana”. Para Fabiana, os profissionais e o setor de saneamento precisam se juntar e refletir. “A água é um direito natural e inerente. Fico honrada de ter sido convidada para participar desse evento para debater sobre o tema que é tão importante para a sociedade”, completa.
